List of necessary documents for obtaining a social voucher to a nursing home:
- a personal written application of a citizen for enrollment in inpatient social services, and for persons recognized as incompetent in accordance with the procedure established by law, on the basis of an application from their legal representative (guardian);
- a copy of an identity document;
- a certificate issued by the body providing pensions on the type and amount of the pension;
- a copy of the medical insurance policy of compulsory insurance of citizens and the insurance certificate of compulsory pension insurance;
- a certificate from housing and communal services organizations about the composition of the family, indicating the date of birth of each family member and family relationships;
- an extract from the medical record of an outpatient or inpatient patient (f. 027/u-80), issued in the clinic where the citizen was treated or observed, indicating the data of the mandatory medical examination of specialist doctors - therapist, psychiatrist, dermatovenerologist, oncologist, narcologist, phthisiatrician, infectious disease specialist; the degree of mobility is reflected - moves independently, is on bed rest, moves around the room, in a wheelchair, and a conclusion indicating the recommended type of inpatient social service institution;
- the conclusion of a medical commission with the participation of a psychiatrist that a person has a mental disorder that deprives him of the opportunity to stay in a non-specialized boarding school;
- HIV test result;
- the result of fluorography or the result of a sputum test for tuberculosis;
- a copy of the certificate from the medical and social examination bureau, a copy of the individual rehabilitation program (for persons recognized as disabled);
- a certificate, a copy of a certificate, certificate or other document confirming the right to benefits in accordance with current legislation (if there are benefits);
- a copy of the court decision declaring a person incompetent - (in relation to persons recognized as incompetent, as well as in relation to persons who, according to the conclusion of a medical commission, need to raise the issue of declaring them incompetent before the court);
- a copy of the decision of the guardianship and trusteeship authority on the appointment of a guardian (trustee) or on the assignment of the duties of a guardian (trustee) - (in relation to persons in need of establishing guardianship (trusteeship));
- a copy of the court decision recognizing the citizen as having limited legal capacity (if available);
- a copy of the decision of the guardianship and trusteeship authority to place a person in a psychoneurological institution (in relation to incapacitated citizens);
- a copy of the certificate of release from prison (for citizens released from prison)
The decision to allocate a voucher is made within 10 working days after you submit your application. There are many people who want to get permits; they often have to stand in line and wait for a place for months. In Moscow the situation is slightly better than in the region and regions.

What documents are required?
Before submitting your application, it is recommended to collect the necessary documentation for registration. This includes the following papers:
- passport of an elderly person;
- SNILS;
- a medical record, which contains marks from the necessary specialists, as well as the instructions and prescriptions of the treating doctor;
- a certificate containing information about the assignment of a certain disability group to a citizen;
- medical insurance;
- a certificate from the Pension Fund, including data on the amount of pension.
A response to the application is given within three days. If a negative decision is made, it must be written and objective, therefore the reasons for the refusal are indicated. Often they are associated with the lack of necessary documentation, so it is enough to bring some papers for the pensioner to be put on a waiting list or immediately admitted to a government institution.
How are services paid?
Nursing homes and boarding schools operate on a paid basis, so services are paid for directly by the pensioner:
- if an elderly person is represented as a capable citizen, then he independently pays for paid services;
- if he has a guardian, then payment is made by an official representative;
- If an incapacitated pensioner has no relatives, then the management of the nursing home becomes the guardian, and the payment is the pension of the ward.
Important! Single pensioners prefer to make payments automatically from their pension, for which an appropriate agreement is concluded with the management of the boarding school, and the required application is submitted to the bank where the citizen’s pension is received.
Features of accommodation
Staying in nursing homes is provided on a paid basis. A bilateral agreement is concluded between the pensioner and the boarding school. According to Federal Law No. 442 dated December 28, 2013. payment for inpatient services cannot exceed 75% of the income of the recipient of social services. This means that the pensioner will pay for living expenses from his pension, and receive 25% in his hands or into his current account.
Note. If an elderly person has an incapacitated dependent, then the state will leave him 50% of the pension, if there are two of them - 58%, three - 75%.
The minimum stay in a nursing home for a pension is set at 2 weeks. A pensioner, on personal initiative or at the request of relatives, may be absent from the boarding school for up to 3 months. At the same time, he is paid 75% of the pension due, and 25% remains for the boarding house. If you are absent for more than 3 months, the pension is accrued in full.
If an elderly person leaves the institution for sanatorium treatment, the social nursing home transfers the full amount of pension payments to him in exchange for his pension.
Payment rules for pension benefits
It is allowed to pay a fee represented by part of the pension. Some pensioners completely sell their residential property, after which the amount received is transferred to the account of an organization that offers care services. The exact amount of the fee depends on the living conditions and pension of the citizen.
The following rates apply as standard:
- single people pay about 75% of their pension, leaving 25% for personal spending;
- if the pensioner has an incapacitated dependent, then a maximum of 50% of the pension is charged to pay for the nursing home;
- if there are two dependents, the fee is 42% of the income of the elderly person;
- if there are three dependents, then no more than 25% of the pension is contributed.
If for various reasons an elderly person is temporarily absent from a boarding school, for example, living in a hospital or going to visit relatives for several months, then the payment is only 25% of the pension, and if the period of absence exceeds 10 months, then no amount is paid.
Government institutions use percentages, so the exact size of a citizen’s pension is not taken into account. If there are not enough funds, then the difference is covered from budget funds, so there is no additional payment from relatives. If the pensioner lived in a municipal apartment before moving to a social nursing home, and there are no other registered persons, then the housing is transferred to the state after 6 months.
How to use such a service in practice?
To assign a person to a social nursing home for retirement, you need to follow the standard algorithm of actions:
- contact social authorities. There you submit an application for admission to a particular boarding house;
- undergo a medical examination, based on the results of which a certificate is issued about the sanity of the elderly person, the absence of infectious diseases and other dangerous deviations;
- take a certificate confirming the existence of private property of any type.
After collecting documents and submitting them to the relevant authorities, you must wait some time to receive a voucher to the boarding house. As soon as it is received, all that remains is to transfer the pension to the address of the nursing home.
Often the wait for a place in a social nursing home drags on for a long period. Therefore, you can resort to the second option - private boarding houses. To enter such institutions, you do not need to collect an extensive package of documents, and there are many more free places there. To arrange for an elderly relative to be admitted to such a place, you simply need to provide an extract from the attending physician, which contains information about the patient’s mental and physical condition.
Can I refuse to provide a place?
It is not always possible for a pensioner to get a place in a nursing home. The main reasons for refusal include:
- an elderly person lives with able-bodied relatives;
- when moving, the standard of living will significantly deteriorate;
- after receiving a pension, the citizen retained his ability to work;
- a person has been diagnosed with an open form of tuberculosis, so he requires treatment exclusively in a tuberculosis clinic;
- diagnosed with HIV;
- if oncology is detected, a person is treated in an oncology center, and in case of remission, there is an opportunity to move to a nursing home;
- People with epilepsy or mental illness will not be able to use the services of a boarding school.
Another reason for refusal is the pensioner’s repeated violations of the institution’s rules, for example, if he drinks alcoholic beverages or drugs, or smokes in unauthorized places.
Preparing a relative to live in a nursing home
The decision to move to an institution must be made by the elderly person himself. His desire is key.

If a person is not deprived of legal capacity and has not given written consent to move to a nursing home, it is impossible to issue a voucher.
Most often, people who want to move to a boarding house of their own free will issue vouchers on their own. These are lonely old people, people whose children live in other countries, and they are not ready to leave Russia in old age. There are often cases when older people are persuaded to make such a decision by relatives living in the same apartment.
Relatives more often issue vouchers for incapacitated elderly people, not being able to care for them on their own.
Moving to even the best boarding house is a great stress for a person.
