SNILS is the insurance number of a citizen’s individual personal account in the compulsory pension insurance system (OPS). It is unique and belongs to only one person.
Until April 1, 2021, you could confirm the presence of such a number using an insurance certificate, which looks like a small laminated green card. But after this date, the authorities canceled the certificate. Instead, applicants receive “documents confirming registration in the individual (personalized) accounting system.” They present the same documents when receiving government services, applying for benefits and pensions, finding employment or concluding civil service agreements. In this regard, the new law states:
An insured person entering work under an employment contract or concluding a civil law contract for which remuneration is calculated in accordance with the legislation of the Russian Federation, is obliged, in turn, to provide the policyholder with a document confirming registration in the individual (personalized) accounting system, on on paper or in the form of an electronic document and (or) through the information system “personal account of a registered person”, as well as during the initial registration or change of information contained in an individual personal account of a registered (insured) person, inform the policyholder of the information provided for in subparagraphs 2 - 8, paragraph 2, Article 6 of this Federal Law, for transfer to the Pension Fund of the Russian Federation.
Similar wording is given in the updated version of Art. 65 Labor Code of the Russian Federation. It is stated here that during initial employment, the employer is obliged to help the new employee register in the individual (personalized) accounting system and obtain a personal account. But confirmation of this registration will not be a certificate, but a document in the established form. The form itself did not exist at the time of preparation of the material; it must be approved by the Pension Fund.
Why does a child need SNILS?
A child may need a personal SNILS in the following situations:
- when registering for a nursery, kindergarten and school;
- SNILS will be needed when applying for various social payments and social assistance for a child under state children's programs;
- according to SNILS, a child under 3 years old can receive free medicines;
- according to Art. 65 of the Labor Code of the Russian Federation, SNILS is included in the list of documents required when applying for a job. Therefore, if your minor child decides to officially work during the holidays, his boss will deduct interest towards the formation of his future pension;
- The child will need SNILS when registering on the official website of government services. On this resource it is possible to speed up the procedure for processing and receiving many documents, including children’s ones;
- SNILS is also necessary to identify a citizen in the system of interaction between various departments. Consequently, this facilitates the speedy execution of various papers when receiving certain services.

Who can get a personal account in the pension insurance system
Before we tell you how to get SNILS for a child under 14 years old, let’s look at who, in principle, is registered and provided with a personal personal account. Traditionally, these are citizens of the Russian Federation. Since a situation is being considered where to obtain SNILS for a child, that is, for a minor, an application on his behalf is submitted by a parent, adoptive parent or guardian. In addition, the Pension Fund allows foreign citizens, as well as stateless persons, to obtain a SNILS for a child. Representatives of the minor also submit documents.

Using a plastic card you can:
- Official employment.
- Registration and receipt of preferential benefits.
- Registration on the Gosuslugi.ru portal.
- Receiving free medical care.

To be able to use the full functionality of the government services portal, in addition to registration, the user will need to indicate his personal data as completely as possible and attach electronic scans of the required document set: SNILS, passport, compulsory health insurance policy, military ID, driver’s license.

Where to get SNILS for a child: all options
Traditionally, when providing state and municipal services, there are three ways to obtain them:
- directly to the body providing the service: in our case, the Pension Fund of Russia;
- how to get SNILS for a child through the MFC: in multifunctional centers that most often accept applications on an extraterritorial basis, that is, you can go to any office in Moscow or in another city;
- on the government services portal, which offers the submission of applications in an online format, and the issuance of documents in a pre-selected department of a state or municipal body.
Unfortunately, in our case, the public services portal cannot be used. If in some source you found instructions on how to get SNILS for a child through government services, know that this is unreliable information. This service is provided only at the MFC or Pension Fund.
How a duplicate was issued before 04/01/2019
Insurance certificates in the form of small green cards have been issued to citizens of our country since 2003. However, as of April 1, 2021, their issuance was stopped. This does not mean that previously issued documents are considered invalid, but new ones are no longer issued, nor are duplicates issued to replace the lost ones.
However, until April 1, 2021, there was a special procedure for their issuance. Thus, new evidence could be made in several ways, among which it is worth highlighting:
- Personal appeal to the pension fund . The required document was issued at the time of contacting the Pension Fund office.
- Contacting the multifunctional center . In this case, the MFC accepts the necessary documents and independently transfers them to the Pension Fund. In this regard, waiting for a duplicate could take more than 5 days. However, multifunctional centers have convenient opening hours, which is an advantage for visitors.
- Contacting the employer . It was also possible to obtain a duplicate by contacting the employer directly (HR department or accounting department).
- Through the Internet. If you have access to the Internet and an account on the State Services portal, it was possible to draw up the necessary document through your personal account on the official website of the state pension fund. However, the document must still be obtained directly from the Pension Fund office.
How to get SNILS for a newborn child: differences depending on citizenship
Where can I get SNILS for a newborn child if he is a citizen of Russia?
Please note that a child’s SNILS can be issued only after the parents receive his birth certificate. When the baby has been issued a birth certificate, his representative has the right to choose between the Pension Fund and the MFC. In the first case, the applicant will be accepted on a first-come, first-served basis; in the second, you need to make an appointment with a specialist. The presence of the child himself is not required either when applying for SNILS or when receiving it directly. How to obtain SNILS for a newborn child whose citizenship is not established or who is a citizen of another country? In this case, representatives must contact the Pension Fund at their place of temporary or permanent residence. The MFC will not be able to provide services to them. Therefore, it is better to immediately go to the Pension Fund office for help.
The old procedure for obtaining a SNILS certificate through the Pension Fund of Russia
From April 1, 2021, green laminated SNILS cards are no longer officially issued and cannot be restored if lost. The issuance of insurance certificates was canceled by amendments to Federal Law No. 27 “On accounting in the OPS system”, approved by Federal Law No. 48 of 04/01/2019. SNILS certificates received earlier remain valid.
According to Federal Law No. 48, an electronic certificate is entered to confirm registration in the IPU system. The insured citizen or employer will receive a regular statement or notification instead of a green card. All old certificates will remain valid and will be identical to the new extracts.
Note! The old format SNILS card can be obtained after April 1, 2021, despite the law. This is due to the fact that the form of discharge or notification has not yet been approved.
Thus, if the SNILS certificate is lost, there is no need to obtain a duplicate. Newborns will also soon not need to issue a green card, since data from the registry office will be directly transferred to the Pension Fund of the Russian Federation. The number assigned to the insured person remains and will be required when applying for a job, to receive government services, benefits, and pensions.
To obtain a SNILS, citizens apply to the territorial office of the Pension Fund of the Russian Federation at the place of temporary or permanent registration. In addition, the document is issued at the Pension Fund branch at the place of residence. Laminated SNILS will be issued until the electronic statement form is approved.
Employed citizens, in addition to the Pension Fund of Russia branch, have the right to submit an application and documents through the personnel department or accounting department of the enterprise. Self-employed and individual entrepreneurs apply directly to the Pension Fund at the place of registration as an insurer. Unemployed people submit documents to restore their certificate to the Pension Fund at the place of temporary or permanent registration. SNILS is also issued by foreigners working in the Russian Federation.
If the lost insurance certificate belonged to a minor, then his parents or guardians receive a duplicate. The child's birth certificate is submitted along with the application. Young people who are 14 years old have the right to independently apply to the Pension Fund.
To register, they provide an application form, a passport, and a child’s birth certificate. The form can be filled out at the Pension Fund office or at home on a printed form. To obtain a duplicate certificate due to its loss or unsuitability, an application is submitted in form ADV-3. Instead of a passport, in some cases they accept military IDs, foreign passports, residence permits, and diplomatic visas.
The period for issuing a document varies from 15 minutes to several days. An application for a duplicate SNILS must be considered within 5 days, in accordance with Order of the Ministry of Labor of the Russian Federation No. 766n.
To get a job and apply for benefits, you need a SNILS certificate. According to the law, a citizen has the right to present a green card or an electronic statement from the Pension Fund website. If the SNILS card is lost, the insured person can receive two types of documents through the PFR personal account:
- instant duplicate of insurance certificate;
- an extract or notification of assignment of an ILS number (this service will become available after approval of the electronic notification form).
It is expected that applicants will send an extract confirming registration to employers electronically.
Once a new document is issued, the old copy will no longer be valid. But they both have the same personal account number - theoretically, you can use the old document. At a minimum, there are no fines or penalties in this regard.
There are other consequences to consider:
- There is no need to notify the employer about receiving a new SNILS if the restoration took place directly through the Pension Fund or MFC.
- If a citizen changed jobs while the restoration process was taking place, then in order to get a job it will be enough to provide a SNILS number. And provide the document itself after successful recovery.
- All activities on the personal account do not stop after the loss of the original document. All contributions will be transferred as before.
- If a person had already activated an account in the government services portal before the loss, access to the account will not be lost, because the SNILS number will remain the same.
How to get SNILS for a child through the MFC and Pension Fund: package of documents and waiting time
The document submission procedure will not take much time if you are prepared for it.

SNILS lost by an unemployed person or individual entrepreneur
If you are not currently officially employed, to get your SNILS back, you will have to contact the Pension Fund yourself. Any branch of the Pension Fund of Russia can be chosen - registration does not matter for SNILS, just like the place where the card was issued for the first time. Bring your passport with you - identification is required.
At the branch you will be offered a standard ADV-3 form to fill out, which will be sent to the central department of the Pension Fund to order a duplicate of SNILS.
To receive it, you must personally appear at the Pension Fund after 2-3 weeks, proving your identity with a passport.
IMPORTANT! The procedure will be exactly the same for individual entrepreneurs who are legally “their own employers.”
Completed sample for a child
The application form in form ADV −1 is filled out by the applicant by hand in block letters. The questionnaire has the following points:
- Full name is written in the header. the applicant;
- in the main part, the child’s personal data is indicated: last name, first name, patronymic, gender, date of birth (city, place, district, region, country), citizenship, permanent residence address, zip code, registration address;
- information about an identity document (birth certificate or passport);
- At the end, the date of application and the child’s signature are indicated. If the child is under 14 years old, his parent (guardian, proxy) must sign.

Officials have 5 working days to provide the service. This period is the same regardless of who registers in the pension insurance system.
What documents are needed?
Understanding what SNILS is, why it is needed and how important it is, it is worth applying for it yourself in a timely manner and ensuring that other family members receive it. Important! If you wish to obtain an insurance certificate, you do not need to have a passport. Legally, this can be done using any identification document: military ID, foreign passport, residence permit, temporary identity card, release certificate and refugee certificate.
