The profession of a civil aviation pilot involves working in difficult conditions associated with regular health risks: constant change of time zones, a high level of responsibility and associated fatigue of the nervous system. This leaves a certain imprint on the conditions that the airline creates for its flight crew.
The prestige of the profession, together with the opportunity to earn good money, have a full social package and decent conditions and the size of the summer pension, justify the difficult circumstances of their professional activities.
Principles for calculating payments to flight personnel
For many specialists whose professional activities involve health risks and difficult working conditions, the state provides additional payments.
For civil aviation pilots, the assignment of a pension is regulated by law, both by general laws on pension provision for citizens of the Russian Federation (Federal Laws No. 166-FZ, No. 400-FZ, No. 173-FZ), and by special acts:
- Federal Law No. 155-FZ “On additional social security for members of flight crews of civil aviation aircraft”;
- Decree of the Government of the Russian Federation of March 14, 2003 No. 155 “On approval of the list of positions of flight crew members of civil aviation aircraft, work in which entitles civil aviation flight personnel to a monthly supplement to their pension in accordance with the Federal Law “On Additional Social Security of Flight Members” crews of civil aviation aircraft,” and the Rules for calculating length of service, which gives the right to a monthly supplement to the pension.”
The main feature of retirement for this professional category of citizens is the absence of the need to reach the retirement age established in Russia. The assignment of a pension benefit is possible based on length of service, with 20 hours of flight time for a pilot being equal to 1 month of work experience.
The amount of maintenance will depend on the rank of the pilot and average earnings for a certain period.

Dear forum members, I am sharing my retirement story and asking for help. In December 1992, he applied for a long-service pension as a flight radio operator of An-26 and Mi-6 (Local District, Salekhard), having not worked 4 months before 15 years of RKS. At that time, unfortunately, I did not know all the intricacies of pension legislation, and no one told me about all the benefits for northerners.
At my new place of residence, I was paid a pension with a northern supplement, as I understood later on the basis of Article 31 of the Law of the Russian Federation No. 4520-1 ON STATE GUARANTEES AND COMPENSATIONS FOR PERSONS WORKING AND LIVING IN THE AREAS OF THE FAR NORTH AND EQUILIBLE AREAS (dated 19.02.1 993 ). Those. My almost 15 years of experience in the north was included in the list of 1 or 2 hazardous professions.
A few years later, with some new change in legislation (I was never able to figure it out), the northern bonus was no longer paid.
In 2002, I completed 4 months in Novy Urengoy to complete 15 years of RKS experience in the hope of receiving a northern allowance.
In 2009, while living in the Southern Urals, I tried to get the northern bonus paid through the court. I was refused; a representative of the pension fund stated that after the registration of the pension, the northern bonus was awarded illegally because there were no flight personnel professions in the lists of hazardous professions No. 1 and 2. They also refused to take my 4-month supplementation into account. As a result, having 15 full years of experience in the RKS, I do not receive a northern allowance.
Subsequently, the UPFR removed my 1.5 years (before working in the north) as a flight operator from the flight record, stating that according to the new law, a flight operator does not belong to the flight crew. At that time, unfortunately, there was no time for a showdown with the UPFR.
Recently I took a printout of my pension file and discovered that they counted the army flight experience of the flight radio operator-gunner (1.5 years) into the total experience, i.e. one to one, previously, according to Law No. 340-1 (1990), army flight time was included in the preferential length of service in civil aviation (two years) based on length of service.
I want to finally sort out my pension. But you need to go to the UPFR fully armed. Therefore, I ask you to share your experience and information on my questions: 1 - Are the flight personnel included in the lists of hazardous conditions, i.e. Are they entitled to a northern bonus when leaving with less than 15 years of experience (list 1 - 6 years 8 months, list 2 - 8 years 4 months)? 2 - Is the northern coefficient applied to the pension in my case, since I completed 4 months of 15 years of service 10 years after retirement? 3 — Is the flying time of a flight operator on the An-26 (1976-1977) counted towards his flight experience? 4 — How is army flying time taken into account in civil aviation flight experience?

At what age do pilots retire?
Age does not greatly influence the purpose of maintenance, since the pilot can continue to fly as a commander until he is 65 years old, and after that - as a co-pilot, until a special medical commission decides to allow him to fly.
However, not every pilot makes the decision to continue flying at this age due to objective reasons: due to regular loads, health problems arise that do not allow him to continue his professional activities. Most often, a pilot retires due to length of service.
According to the regulatory framework of the Russian Federation, regulating issues related to the conditions of retirement, for male pilots the required work experience should be 25 years, and for representatives of the fairer sex - 20 years. When the reason for retirement is poor health, the required number of years of service is reduced by 5 years for both sexes - to 20 and 15 years, respectively.
Reference! The period of military service is counted as length of service.
To be dismissed from service based on length of service, the pilot must provide proof of his flight experience, which is the information contained in his flight record book.
This document accompanies the pilot throughout the entire period of his professional activity and contains:
- clear documentation of each flight;
- flight permits;
- training completed by a specialist;
- the level of his training.
The assignment of long-service benefits is carried out taking into account the following flight hours:
- pilots flying the airliner must fly 6,000 hours if it is a man, and 4,800 hours if it is a woman;
- Helicopter pilots must spend 3,100 hours and 2,480 hours in the skies, respectively, depending on their gender.
Fighter, airliner and private jet pilots cannot fly more than 20 hours per month, and helicopter pilots cannot fly more than 12 hours.

Pension amount
When determining the amount of pension benefits, several important conditions are taken into account:
- The size of the labor pension is 55% of the average pilot salary. A pilot retiring can choose the period for which his average salary will be calculated from two options: 5 years of continuous service, or the last 2 years.
- a certain number of years are missing from the required flight experience In this case, the social benefit is reduced by 2 times for each missing year.
- The content is influenced by the regional coefficient adopted in the region where the pilot served.
- The size of the pension benefit is influenced by the average salary in Russia for the length of service that coincides with the previously selected pilot, and the amount of contributions to the Pension Fund of the Russian Federation.
Attention! The volume of all payments cannot be an amount exceeding the average pilot’s salary by more than 75%, unless the pilot becomes disabled while on duty.
Amount of pension supplement
To calculate the allowance for crew members, a special formula is used:

SD = SZP x (SZS / NWRF) x (SV / SVD) x K, where:
- SD – additional payment amount.
- SWP – average monthly salary in the Russian Federation from July 1 to September 30, 2001, taking into account annual indexation (increase factors are determined by Government Decrees).
- SZS - the average monthly salary of a crew member, calculated from the certificate provided by him for the last 24 or any 60 consecutive months.
- NWRF – average monthly earnings in Russia for the same period. Important: the ratio (SZS / SZRF), regardless of the result obtained, cannot exceed the value of 5.
- (SV / SVD) - the ratio of the average monthly amount of contributions that were received from payers of contributions to the Pension Fund budget in the previous quarter to the amount of funds at the beginning of the payment period necessary to finance the supplement to the pension. The value is set every quarter by the Pension Fund. Used to adjust the amount of additional payment to the pension.
- K – increasing coefficient, the size of which depends on the applicant’s gender and length of service:

Benefits and allowances
In general, the pension payable to retired pilots consists of:
- insurance part;
- storage part;
- increase for length of service and specific features of professional activity.
Thus, the pension provision of a retired pilot is already an additional payment.
If the pilot’s length of service has been exceeded, he is entitled to additional accruals to the existing 55% of the average salary in the amount of 1% for each year of excess.
Test pilots can count on a bonus in the form of an additional 10% of the average salary.
The bonuses given to pilots for length of service are considered to be for life, and they are paid every month simultaneously with the main pension part. If the pilot decides to return to his professional activity, then the additional payment in the form of an allowance is withdrawn from the subsequent month. These additional payments can be returned in the event of another departure from service.
If the pensioner has died, then additional payment of unpaid allowances is made to relatives living with the pensioner after they have submitted the appropriate application.
Decor
In order for a future pensioner to be able to count on payment of his due allowance, after dismissal he needs to submit an application for registration of pension allowance.
This application can be submitted in any convenient way from the following:
- when applying in person to the Pension Fund of the Russian Federation;
- through the MFC;
- through the State Services portal;
- when contacting the employer airline.
In order for the application to be accepted, it is necessary to collect and provide a number of documents (if we are talking about submitting an application through State Services, scanned versions of documents are needed):
- passport of a citizen of the Russian Federation;
- request for registration of content;
- certificate of salary;
- pilot's work record;
- flight record book and other documents indicating the pilot’s special experience (certificate of flight hours, documents justifying the preferential specifics of the work, etc.);
- TIN and insurance certificate;
- medical documents (if pension benefits are assigned for health reasons).
Payment for maintenance is established from the next month using the method of receipt specified in the application: to a bank card or through the post office.
Important! You can subsequently change the payment method if the chosen one turns out to be inconvenient.
In order to submit an application for payment of required additional payments, a pensioner must apply to the Pension Fund of the Russian Federation, having with him:
- statement;
- passport of a citizen of the Russian Federation;
- work book;
- a document that records the pilot’s special experience (flight book, certificate of flight hours);
- a certificate of salary for the period chosen by the pilot.

The role of the flight crew union in calculating payments
The professional union of flight personnel includes not only the pilots themselves, but also other officials whose activities are equated to the activities of pilots in matters of pension payments with additional payments. These are on-board engineers and mechanics, radio operators, flight attendants, operators, etc.
The Presidium of the trade union defends the interests of the pilots in matters of assigning pensions and additional payments, regulating their size, ensuring guaranteed conditions for retirement, and also considers ways and opportunities to improve pension conditions for the pilots, including increasing subsidies for retired pilots.
Who is entitled to additional payment?
According to pension legislation, this type of additional payment is provided as an additional guarantee in the field of social security for members of aircraft flight crews, since their work is of a special nature.
The supplement is an independent social payment, so the accrued amount does not depend on the size and type of pension to which it is attached.
