Who pays?
Payments are made to the pensioner you are caring for. The money comes to him along with his pension. He will pay you your wages. The amount, as well as the scope of responsibilities, depends on your agreement with him. If care is not burdensome but constant, it would be fair to divide the monthly 1,200 rubles in one ratio or another. If all you care about is length of service and pension points, and the retiree is strong and able to take care of himself on his own, you can jointly decide that all the money will remain with him. In cases where the burden of care is quite high, at the request of the person under care, additional payments from personal funds are possible in excess of the amount of compensation.
The value of the KVU in monetary terms
Not every person over 80 years of age can receive assistance from others. If a pensioner of this age has a registered individual entrepreneur, or he is engaged in teaching activities, he is actually recognized as an able-bodied citizen, and a health care institution is not provided for caring for such a person.
KVU is a monetary compensation for able-bodied citizens who are not employed and spend a lot of personal time and effort caring for an elderly disabled pensioner of advanced age. This compensation is paid from state funds in the amount of 1,200 rubles per month and is calculated for all wards of citizens individually.
An increase in the size of the CLC due to the regional coefficient occurs in those regions where this indicator is also used for pension payments and salaries.
Working conditions in detail
The amount of payments is small, but in addition to them, each year of care for a pensioner is included in the work experience. In addition, for work there is an individual pension coefficient - an indicator that, along with length of service, will determine the size of your future insurance pension. For a year of work, an accrual of 1.8 points is due.
The number of pensioners who can be cared for is not limited by law. You can take care of as many elderly people as you can care for. For each of them, the state will charge compensation of 1,200 rubles, but the number of wards will not affect the length of service and the coefficient. Let's say you take three retirees under your wing. For 5 years of work you will receive up to 216,000 rubles (1,200 rubles x 3 people x 60 months), 5 years of experience and 9 pension points (1.8 × 5).
Experience during the period of leaving is accrued to everyone who worked somewhere before leaving or will work after that.
Accrual of pension points
New legislation stipulates that Russians caring for relatives aged 80 years and older. Citizens declared incompetent also receive pension points. They are charged for each year of guardianship in the amount of 1.8 thousand.
You can also count on monetary compensation, but Pension Fund employees must comply with certain requirements. For example, a citizen engaged in care should not work and receive unemployment benefits.
If a citizen who is caring for a sick person gets a job, they stop paying him compensation and providing benefits. Therefore, PFR experts argue that in order to prevent overpayments, which will still have to be returned by the state voluntarily or through the court, employees of the Pension Fund must be immediately informed about this. Otherwise, punishment cannot be avoided.
Today, the situation with citizens who look after an elderly person or a disabled person and spend all their time on this is different.
For caring for disabled people, compensation in the amount of 1200 rubles is provided . The regional coefficient is 1.15.
Those who must look after a child with a disability or a person who has lost the ability to work since childhood are provided with financial assistance in the amount of 5,500 rubles.
When caring for disabled or elderly people, experience will be accrued if the person worked before. It doesn’t matter whether a person worked for a month or several years, the experience will be accrued. Only those who have never been employed cannot count on this. Cash assistance for care will be awarded to the pensioner, and not to the person caring for him.
What are the requirements for the parties to the contract?
There is only one requirement for a provider of care for the elderly: lack of income and official employment. Until you get a job, you can perform caring responsibilities and receive compensation payments for doing so. You can't count on this kind of income:
- able-bodied pensioners, since they have a constant income in the form of a pension;
- private entrepreneurs even in the absence of any activity and income.
The warded party, according to the presidential decree, can be a pensioner over the age of 80, an elderly person in need of comprehensive care due to poor health, or a disabled person of group I. Family ties between the parties to the contract are not important. You can arrange care for both your own grandmother and a stranger.
Features of calculating the insurance period
If a person had two or more wards over several years, then the total period of time is counted. For example, citizen Ivanov A.B. in 2021 he looked after V.G. Petrov. from 1.05.2016 to 1.10. 2021 (5 months), then, refusing guardianship, officially got a job. In September 2021, he is fired, and he again takes care of his elderly mother until February 2021 (4 months). As a result, 9 months will be counted toward the length of service when caring for an elderly citizen. If Ivanov A.B. cared for both the bedridden patient Petrov and his elderly mother at the same time from 01/01/2017 to 01/01/2018, then he will be credited for 1 year with a pension point of 1.8.
In order for time spent caring for a loved one to be taken into account when calculating length of service and pension, it is necessary:

A citizen who has taken responsibility for the life and health of another person must also remember about himself. The caregiver's costs are partially compensated by the state; for example, compensation includes accrual of length of service for caring for an elderly person over 80 years of age.
To whom it may interest
Any temporarily unemployed person who is surrounded by retired relatives who have reached the age of 80. Guardianship of an elderly person during inactivity is a good opportunity to extend the length of service and accumulate pension points.
A full-time student living with a grandparent. Having a scholarship is not an obstacle to applying for care.
A teenager over the age of 14 who wants to earn their own pocket money. To do this, the minor will need to apply to the guardianship authorities for permission and obtain the consent of one of the parents.
Requirements for a caregiver
Registration of care for a pensioner over 80 years of age is possible if specific conditions are met. The state requirements for a person caring for an elderly citizen are:
- citizenship of the Russian Federation;
- permanent residence in Russia;
- ability to work under pension legislation;
- lack of income from labor and entrepreneurial activities (no transfers of insurance contributions to the Pension Fund, no registered individual entrepreneur status);
- absence of registration as unemployed in the employment service with payment of unemployment benefits.
Any entrepreneurial activity of the guardian (for example, lawyer, security) is regarded as work if he has a valid individual entrepreneur status, even if the non-working entrepreneur temporarily has no income at the time of receiving payments. Students/pupils can receive compensation, since study is not included in the work (insurance) period, and student scholarships are not counted as income.
In addition to students, payments can be received by housewives and women who, while on maternity leave, receive benefits from social security authorities, since the employer does not maintain a job for them. The age limit for citizens caring for the elderly is legally limited. This opportunity is available to Russians who are already fourteen years old. For such a group of young people, it will be necessary to confirm the consent of the parents and the guardianship and trusteeship authority for the provision of such a service.
If leaving has become a burden
It happens that a pensioner’s requests over time begin to go beyond the scope of the agreed services. For example, your functions, previously limited to buying groceries and cooking, are gradually expanding, complemented by washing, ironing, and wet cleaning. If you are not satisfied with this, you can submit an application to the Pension Fund for termination of the contract and stop working. You have the right to do the same when an elderly person suffers from an illness that requires your vigilant attention and a large margin of safety.
Who is allowed to provide care?
The Civil Code of the Russian Federation, through its article No. 35, established the guardianship procedure. According to this, relatives, other people, and official representatives of the social service have the right to care for elderly people belonging to the age category of 80 years and older, incapacitated people, as well as disabled people of the 1st group.
A full-time student or schoolchild can also arrange care for a pensioner.
The main point when registering guardianship is the consent of the person under guardianship.
Don't try to outsmart your pension fund
Do not hide information about income from the fund. If, over time, it becomes known about the receipts into your account during the period of caring for the elderly, you will be required to return the money received. Changes that should be notified without delay:
- You have found a job or have another source of regular income. This means that you are no longer entitled to compensation: the care agreement will be terminated and payments will stop.
- You have been paid a fee or other one-time remuneration. No compensation will be accrued this month, but the contract will remain in force and payments will resume starting next month.
- Your person under your care has died. From this moment on, the receipt of compensation and accrual of length of service ceases.
Is there any experience in caring for the elderly?
The Law of the Russian Federation “On Labor Pensions” confirms that the time spent by an able-bodied citizen caring for a person who has reached the age of 80 is necessarily included in the insurance period.
This law also stipulates that the period of care is included in the length of service and is taken into account when applying for a pension benefit if the person was employed either before or after caring for the elderly person.
It is also worth considering that such insurance experience can only determine the right to receive a pension. Thus, when calculating the size of the labor pension, the time spent caring for an elderly person who has reached eighty years of age will not be included.
During the period of such care, reimbursement of insurance premiums is provided. The amount of such compensation for the non-insurance period is determined individually in each individual case.
Let's consider who has the right to obtain guardianship for the elderly?
- Persons who have reached working age (if we talk about teenagers who have reached the age of fourteen, then this issue can be resolved positively only with the consent of the parents, as well as the permission of the guardianship authorities).
- Persons who will not receive pension benefits.
- Unemployed citizens.
For 1 year of caring for an elderly person, the caregiver is entitled to an accrual of 1.8 points, as well as the inclusion of this period of time in the insurance period.
Any periods of guardianship of disabled persons must be included in the insurance period without restrictions.
If an able-bodied citizen cares for several disabled people or pensioners over eighty years of age, then the length of service includes the total period during which he cared for at least one disabled person.
Thus, the years are counted once, an increase in points is accrued once, regardless of how many specifically disabled persons were in the care of the guardian - only the fact of leaving is important for calculating length of service.
However, the guardian has the right to receive money (care compensation) for each person under his care.
Documents for registration of leaving the Pension Fund
For a pensioner: passport, SNILS and work book.
For the unemployed: passport, SNILS, work book, certificate from the employment center stating that you are not registered with them. You will also need a certificate from the Pension Fund of Russia from the place of residence or stay of the unemployed - the Pension Fund will request it independently.
For the student: passport, SNILS, employment (if any), certificate from the educational institution, which will confirm that you are studying full-time.
For a minor: passport, SNILS, employment record (if any), permission from one of the parents (adoptive parent, trustee) to provide care for minors in their free time from school, permission from the guardianship and trusteeship authorities.
I did not receive a certificate from the employment service in advance, and my grandmother and I had to go to the Pension Fund twice. Now the law requires employees of the Pension Fund branch to request this certificate independently. But it may be different in different cities. It is better to call your branch in advance and clarify which certificates you need to grab and which ones you will receive on your own.
The Pension Fund has 10 days during which they will consider your application, but payments will begin from the month you submitted it. If you submitted documents on November 30, you are entitled to full compensation of 1,200 rubles for November.
There is an exception: if a pensioner turned 80 years old on November 14, 2017, then compensation will be assigned from November 14 and you will receive 680 R in 17 days.
Calculating pensions - a look at the future
Work experience and accumulation of points are important for calculating your future pension. According to the pension reform, in order to retire (in 2024), you must have at least 15 years of experience and accrue 30 points. If you fail to score a certain number of points, you will receive social government support, which will not be able to provide a person with decent living conditions.
Caring for bedridden patients, pensioners and disabled people allows you to get the required number of points and continue your existing work experience.

If a citizen previously had work experience (before 2015), the pension fund will recalculate and include subsequent years of caring for the elderly, bedridden patients or disabled people.

How to arrange care
To apply for care you will need the following:
- written consent of the ward;
- contacting the authorities that calculate a pension for an elderly person;
- writing an application and preparing a documentation package for it.
Next, you just need to wait for the decision; if it is positive, you will begin your duties.
Where to submit
Documents with the application are provided at the place where the pension is calculated for the disabled person.
If a pensioner simultaneously receives several payments from several organizations (for example, a pension fund and a law enforcement agency), then you can contact any one. But then you will have to get a certificate from another organization stating that the payment of care benefits is not assigned there.
Documentation
To apply for benefits, you will need an impressive package of documents from both the ward and the caregiver:
- statement from the guardian;
- application from a person in need of care;
- an application from a person who is the legal representative of an elderly pensioner, if he is unable to write an application himself due to incapacity;
- a certificate stating that the guardian does not receive unemployment benefits from the Employment Service;
- medical certificate that the pensioner needs care;
- caregiver's passport;
- if the ward is disabled, then an ITU statement about this will be required;
- work books on both sides, if available.
Application (sample)
The application form can be obtained from the pension fund or downloaded from the official website of the Pension Fund. The statement states the following:
- name of the PFR body assigned to the territory of residence;
- details of the person providing guardianship (full name, residential address, contact and passport details);
- put a note about the employment or lack thereof of the caring person, as well as about his cash income, benefits, pension, etc.;
- information about the ward citizen;
- date and signature, which must be deciphered.
Time frame for consideration of the issue
The submitted application is considered within 10 days.
If a negative decision is made, a notice of this is sent within 5 days. If the refusal is received due to an incomplete package of documents, then three months are given to fill the gap.
Payment of the requested care allowance is scheduled from the month in which the application occurred, but not earlier than the right to compensation.
