Disabled people are among the most vulnerable citizens. It so happened that even the difference in age does not affect the situation in any way. A person becomes completely dependent on the help of third parties, as a result of which he receives support from the state in the form of social benefits. More than 8% of people with disabilities live in the country, and this percentage is increasing every year.
Indexation of pensions for disabled people in 2019
Information was released on the projected increase in benefits in 2021, in accordance with inflation. According to some data, this coefficient will amount to an additional payment of 3.5-4%. A more accurate amount will be established after the planned recalculation on May 1, 2019. Members of the government voiced the following reasons for its implementation:
- Devaluation of the state currency.
- Inflationary growth.
Natural resources have become noticeably more expensive compared to the past period, as a result of which the state treasury has been replenished with financial resources. Based on this, the government has set a course for increasing pensions for disabled people in 2021. How much they will add will be discussed in the article.
Social pensions in 2021
Payments to vulnerable groups of the population are provided to different categories of citizens. These include people with disabilities of various groups, disabled children, as well as people with disabilities since childhood. The last category is taken into account only in case of permanent residence in the country.
Since March 2021, government members have unanimously voted for Resolution No. 247. It recalculated and indicated the exact indexation coefficient for social and insurance pensions - 4%.
If we consider this percentage in numbers, then the amount with additional payment is as follows:
- third group - 6302 rubles;
- second and children of war - 7561 rubles;
- first and group 2 disabled children - 12,595 rubles;
- disabled children of the 1st group and disabled children - 13,607 rubles.
The disability pension in 2021 can be established for a short or long term. If the latter is appointed, the availability of work experience is checked. Then members of the government will determine how much the increase will be and when it will be raised.
What is Social Security Disability Pension and who receives it?
The basis for assigning a disability pension in Russia is the recognition of a person as disabled, which is carried out during a medical and social examination (MSE). Disability is assigned under a combination of conditions:
- Persistent disorders of body functions that are caused by diseases, consequences of injuries or defects.
- Limitation of life activities: self-care, movement, communication, orientation, behavior control, learning.
- The need for social protection measures.
Since disabled children have never worked and do not have insurance coverage, of all types of pensions provided for by law, they can only receive social pensions, the fixed amount of which is established by the state. The fundamental difference between social pensions and insurance (labor) pensions is that they are paid directly from the federal budget and act as a measure of material support, and are not compensation for lost income due to loss of ability to work.
All citizens of the Russian Federation, as well as stateless persons and citizens of other states who permanently reside in Russia, have the right to establish a social pension. In this case, the social disability pension is provided:
- disabled children;
- disabled people of groups 1, 2 and 3 (adults), including disabled people since childhood.

Distribution by disability group is used only for people with disabilities who have reached the age of majority (category “Disabled since childhood”). Disabled children under the age of 18 form a separate category; this classification is not applicable to them.
In this regard, a social pension for a disabled child is established for a period determined by the ITU Bureau, but no more than until he reaches the age of 18. Then the citizen can be recognized as disabled since childhood, and depending on the disability group, the size of the social pension may decrease.
Increase in monthly allowance for disabled people in 2021
In 2021, almost 16 million people who are beneficiaries receive cash payments every month in the Russian Federation. To issue an EDV in accordance with the law, you must present the following documents:
- passport;
- certificate confirming the availability of pension insurance;
- all necessary ITU certificates.
From April 2021, the EDV will be calculated in accordance with the standards of Federal Law No. 181 plus 5.5% indexation. In addition, its final size directly depends on the disability group. Pension for parents of disabled children in 2019
If there is a disabled child in the family, both the mother and the father can receive a separate benefit. Also taken into account are people who have the status of official guardians. Only authorized bodies are required to make appointments.
People who have previously had problems with a criminal record or have been deprived of parental rights cannot be guardians.
Features of the pension:
- Financial support is provided together with the social pension.
- An applicant who requests payment of benefits must submit all documents confirming the child's disability and need for care.
- Assistance is awarded only to those citizens who are unable to earn money on their own due to constant care for a disabled person.
This benefit is not subject to annual indexation; its amount is 1,200 rubles.
Parents or official guardians of a disabled child can receive not only pension or social benefits, but also certain benefits for paying taxes and housing.
People who are raising children with disabilities are allowed by law to reduce their retirement age. To do this, a number of conditions must be met. There are also additional amounts of pension points, benefits and service packages that will also add.

Payments to disabled children: what is it and who receives it
The social children's disability pension is a regular state payment assigned on the basis of the conclusion of a medical and social examination. To receive government assistance, a child must meet the following parameters:
- Impaired functioning of internal organs as a result of illnesses or physical injuries.
- Inability to lead an independent life. This concept refers to movement disorders, difficulties in reproducing speech, and learning disabilities.
- The need to receive social protection from the state.
Amount of payments to disabled children in 2021
All types of social assistance provided to disabled children in 2021 can be divided into three large categories:
- cash benefits paid on the basis of Federal Law 166;
- regular social payments stipulated by 181 Federal Laws;
- list of freely indicated services described in 181 Federal Law.
The size of the social pension of a disabled child for 2021 will be:
- From January 1, 2021 – 12,432 rubles.
- From April 1, 2021 – 12,730 rubles.
Note! Social benefits for disabled children will also be indexed. From April, children with disabilities of groups 3, 2 and 1 will receive 4508, 10609 and 12730 rubles, respectively.
The amount of one-time payments is 2590 rubles.
Some of the services from the social set can be converted into cash. For example, if you refuse vouchers to a sanatorium, the amount of monthly payments will increase by 1,762 rubles, and if the opportunity for free train travel is canceled, the child will receive an additional 1,633 rubles.
Each region has the right to increase the amount of social payments to families with disabled children. As an example, three large cities can be cited:
- Saint Petersburg. Local authorities additionally pay 6,223 rubles to families with disabled children. In addition, if a child has special needs, then at the expense of the municipal budget the amount of social pension increases by 14,021 rubles.
- Moscow. In the capital, every family with disabled children is entitled to an additional payment of 12,000 rubles.
- Samara. In this region, the child’s social disability pension is increased by one thousand rubles at the expense of the local budget.
Registration of a pension for a child with a disability
Registration of social benefits for a disabled child is carried out through:
- territorial branch of the pension fund;
- MFC;
- state postal service;
- unified identification and authentication portal.
Note! Official registration of the application when submitted through the pension fund or the State Services portal is carried out on the day the documents are submitted. When sending a package of papers by Russian Post, the registration date will be considered the day indicated on the stamp.
Submitting documents for disability is possible at any time. According to the law, the following have the right to submit a package of documents required by law:
- disabled people themselves, provided they reach the age of majority;
- proxies;
- mother and father;
- official guardian;
- trustees.
The minimum period for reviewing an application for social benefits is 7 days, and the maximum is 10 days. If questions arise in the pension fund, the approval of pensions risks taking up to 30 days.
Sample application and required documents
In an application for a pension for a disabled child, parents or other official authorized representatives must provide the following information:
- full name;
- personal account number for transferring funds;
- citizenship;
- address of actual residence and registration;
- mobile or landline phone number;
- passport details;
- date and place of birth.

The package of documents attached to the application must necessarily contain:
- completed application;
- passport details of the legal representative or one of the parents;
- child's birth certificate;
- a certificate issued by a medical and social examination;
- certificate of registration at the place of residence or residence permit;

Note! If parents do not have registration documents, it is enough to provide any certificate confirming the fact of residence of a disabled child on the territory of the Russian Federation.

Confirmation of disability
If parents do not have documents confirming the child’s disability, they need to:
- Submit a written application to the examination bureau with a request to undergo the ITU.
- Pass a medical examination and get a doctor's decision.
- Contact your pediatrician. The doctor will draw up an epicrisis and include in it all the diseases the child has suffered.
- Contact ITU again to confirm your disability.
- Obtain a document confirming the minor’s disability.
Disability status must be confirmed once every 1, 2 or 5 years, depending on the diagnosis. In some cases, for example, when a child is diagnosed with Down syndrome, disability is immediately assigned for 18 years.
Methods and terms of receiving a pension
After the pension fund has reviewed the application and approved the payment of disability pensions, the child’s parents have the opportunity to choose any of the methods described below for receiving funds:
- Post office. The state enterprise Russian Post delivers social pensions to the place of registration or residence of a disabled child. Funds are issued at the organization's branches according to a specific schedule. Parents have the right to order money delivery to their home. However, if the payment was not received as scheduled, the payment of the entire amount will be postponed to the next month.
- Bank. The easiest way to receive funds. Social payments are made to a plastic card with the possibility of cashing out at ATMs or the cash desk of a financial institution. There is no fee for withdrawing a social pension from ATMs or bank cash desks.
- Third party companies. The pension fund website contains a whole list of third-party organizations involved in the targeted delivery of funds.
Receiving one-time cash payments
Documents for receiving one-time cash benefits are submitted to the pension fund. In addition to the application, parents or guardians of a disabled child must provide:
- identification;
- certificate of presence of a disabled child;
- conclusion of the examination.
The processing time for the application is 10 days from the date of registration of documents. The applicant is notified within five days from the date of the decision.
Payments to persons caring for a disabled child
Parents or guardians caring for disabled children have the right to receive additional payments. Additional payment from the state is provided only if caring for a child interferes with professional activities. At the same time, the amount of state assistance to parents or guardians is 5,500 rubles.
Important! Parents have the right to count on additional government assistance only if the disabled person is already receiving a social pension.
To receive state assistance, persons caring for a child are required to provide:
- identification;
- work book;
- SNILS;
- a certificate indicating non-receipt of unemployment benefits;
- child's birth certificate;
- ITU certificate;
- bank details for receiving payments.
If caring for a disabled person does not interfere with the main work of the parents, then the latter, on the basis of Presidential Decree No. 175, have the right to receive certain labor benefits. To apply for preferences, parents of disabled people should contact the territorial body of the pension fund.
Note! When adopting disabled children, parents will receive a one-time payment in the amount of 124,929 rubles.
Termination of payments to disabled children
The state stops paying cash benefits to disabled people in the following cases:
- death of the recipient of funds;
- recognition of a disabled person as legally capable;
- the disabled child is 18 years old;
- the citizen is provided with full state support;
- parents or legal representatives have been deprived of parental rights to children;
- changing of the living place.
In summary: what options for state assistance are available to disabled children in 2021?
According to the law, in 2021 the state offers several options for social assistance to disabled children: pensions, one-time benefits and free provision of health or medical services.
The amount of payments is indexed annually by a certain percentage. Additionally, parents or guardians of disabled people have the right to apply for assistance in the amount of 5,500 rubles. However, the latter option is relevant only for those cases in which caring for a disabled person interferes with the work of the mother or father.

Pension for a disabled child in 2019
List of due payments:
- Social pension, which belongs to one of the categories of government benefits of this type. All information directly related to it is set out in detail in Law No. 166. Based on its provisions, only those individuals who have officially confirmed their disability status receive a social pension. To really begin to receive such support from the state, you must reside permanently on the territory of the state.
- Monthly cash payments (MCP). Disabled children have every right to receive regular payments from the state, the amount of which is 2,400 rubles. It also includes a set of social services in the amount of 995 rubles. The child can choose how he wants to receive support - in cash or in the form of in-kind assistance. If you choose the second one, the total amount will be 1405 rubles.
Law No. 178 of July 17, 1999, which lays out all the points of social assistance, also states that all disabled children have the full right to a certain list of social services.
Such accrual is carried out only from the state side.
As additional services, people with disabilities and pensioners will be provided with free medications, specific products for treatment and, if necessary, rehabilitation. In addition, the child receives the right to stay in the sanatorium for free for 21 days, travel is also included. The same is allowed for the individual who accompanies the disabled person - mother, father or public guardian.
Parents of disabled children also receive some privileges. If one of them has physical limitations of any type, he has the right to retire from the age of 50. However, for this it is important to comply with certain conditions: the child at that time must be no more than 8 years old. Also, the total experience of parents for two must be 15 years. Article No. 91 provides another advantage - if a woman is caring for a disabled person, she has the right to part-time work. Only in this case the child’s age should not exceed 18 years.
Remuneration is carried out in accordance with the total hours worked.
Pension for caring for a disabled child
- 5,500 rubles is a monthly payment intended for one of the parents or guardians who, due to caring for a child, is deprived of the opportunity to earn money. Other persons who care for a disabled person under the age of 18, but do not have the official status of a caregiver, are paid 1,200 rubles. Depending on the place of residence, the amount increases in accordance with the established regional coefficient. The payment is made for each disabled child. The number of children under care is not limited.
- RUB 10,376.86 – social pension for disabled children, including bonuses and recalculations (its amount may change by decision of municipal authorities).
- RUB 2,397.59 – is the size of the monthly cash payment. On February 1, 2019, the benefit was indexed. The Government of the Russian Federation plans to increase the monthly income per year depending on the level of inflation.
Persons applying for benefits must raise a child until he reaches the age of eight and confirm his insurance experience: at least 20 years for men and 15 years or more for women. The insurance period is considered to be the time during which payments were received to the Pension Fund of the Russian Federation.
Pensions in 2021 for disabled children
Starting from April 2021, the amount of pensions has undergone a noticeable increase compared to previous years. Disabled people of group 1 and 2 from birth, as well as children of war, received an increase in the total amount of material support in the amount of 412 rubles. The second group – 206 rubles, and the third – 175 rubles. People with obvious disabilities since childhood will receive an additional 495 rubles.
In addition, disabled people are accrued a monthly cash payment (MCA), the amount of which is determined individually depending on the group. Indexation for this assistance is carried out regularly, so it will be raised accordingly.

- 50% discount on all medicines in state pharmacies.
- Travel on public transport is paid at a reduced rate - half the established amount.
- Visiting sanatoriums for treatment or prevention.
- Special conditions for disabled people who want to study at universities await admission without competition.
- The opportunity to gain knowledge to master a new necessary profession through special courses.
All forecasts of when pensions will be increased and what amount will be added are indicated taking into account possible risks and changes. Assignment of social disability pension
You can apply for a pension for a disabled child or a person disabled since childhood immediately after the right to it arises. At the same time, you can apply for a social payment at any convenient time; there are no time restrictions or “delays”. The pension will be assigned from the 1st day of the month in which the application occurred.
To do this, you must submit an application to the territorial body of the Pension Fund of Russia (PFR) in one of the following ways:
- directly to the Pension Fund branch;
- through a multifunctional center (MFC);
- by mail;
- through electronic services: Personal account on the official website of the Pension Fund or the Unified state portal. services.

The procedure for assigning a pension
After submitting an application for a social disability pension:

- Documents must be reviewed within 10 days from the date of application.
- After this period, a notification of pension assignment is received.
- If any documents are missing, the applicant has the right to submit the missing documents within 3 months from the date of receipt of the pension fund’s explanations.
The pension can be provided indefinitely or for the period of disability determined by the commission for medical and social examination (MSE). But if the payment has already been assigned, then there is no need to submit a new application after undergoing a medical re-examination (if disability is confirmed).
A disabled person from childhood under the age of 19, whose pension payment as a disabled child was stopped after his 18th birthday, also does not need to re-apply. An extract from the examination report is transferred by the ITU Bureau to the Pension Fund, and payment is assigned automatically from the day the disability group is established.
Automatic assignment of pensions to disabled children
It is reported that from 2021 in Russia it is planned to introduce automatic (non-declaration) calculation of pensions, including for disability. The procedure for obtaining services for people with disabilities in the future may be simplified with the introduction of electronic document management into the work of medical and social examination.
The ITU Bureau will be able to automatically (without the participation of a disabled person) transfer all the necessary information to the pension fund for the prompt assignment of payments immediately after the commission’s decision. There will be no need to submit an application to the Pension Fund even for the first time.
At this stage, the Ministry of Labor is preparing a corresponding bill for submission to the Government of the Russian Federation for discussion. The government will consider the bill in September, and in December 2020 the draft law will be submitted to the lower house of Parliament.
Methods and terms of receiving a pension
The applicant has the right to independently choose the method of receiving the pension and the organization that will deliver it. You can immediately indicate this in the application or notify the Pension Fund later. You can change your choice later.
Pension delivery methods:
- By Russian Post (delivery to your home or to the post office at your place of residence). The date for receiving the pension is set in accordance with the delivery schedule (but not later than the established date within the delivery period).
- Through the bank (by transfer to a card or delivery to a bank branch cash desk). The pension for the current month is credited to the account on the day the funds are received from the Pension Fund (the credit to the account is made without charging a commission). You can withdraw money immediately after depositing.
- Through another organization that delivers pensions (you can also choose: they can be delivered to your home or issued at the organization’s cash desk). A list of such organizations in a particular region can be found in the territorial bodies of the PRF. The payment procedure is the same as through post offices.
A legally capable person who has been disabled since childhood can receive payments independently or entrust this task to a selected person. Instead of minors and incapacitated disabled people, their legal representatives receive pensions. A disabled child who has reached the age of 14 has the right to receive the pension assigned to him personally.
