One-time payment to pensioners of 5,000 rubles

The Pension Fund plans to pay a one-time benefit to recipients of pension payments in 2021. In the PFR budget, the expenditure item for this purpose provides for an amount of 26 million rubles, and 200 thousand rubles have been allocated to ensure the delivery of money.

When dividing the amount fixed in the budget (26 million) by the amount of payment (5000), it turns out that the funds will be paid to only 5.2 thousand people. But the number of pensioners throughout the country is approximately 46 million (statistics for 2021). In other words, only 0.01% of citizens from the total number of pensioners will receive the payment.

This does not mean that other citizens will not receive additional payments in 2021. The PFR budget already includes expenditure items to increase pension payments for all disabled persons.

However, they will not be increased by making an additional payment, but will be indexed:

• insurance pensions - from 01/01/2019 by 7.05%;
• social payments - from 04/01/2019, presumably by 2.4%.

Amount of additional payments to pensioners in 2021

In 2021, the period for making payments was limited. The benefit was received by pensioners within one month. At the same time, citizens did not need to contact government agencies and collect any documents. All payments were made automatically based on the data available to the Pension Fund.

The conditions for receiving and the amount of the one-time additional payment do not depend on the region of the country in which its potential recipient lives. Both a resident of the capital and a pensioner living in Kamchatka will receive the same amount.

Legislative basis

Issues related to lump-sum payments in 2019 will be regulated by Law No. 385-FZ “On lump-sum cash payments to citizens receiving a pension.”

Who will the funds be paid to?

This amount will be issued in 2021 to citizens to whom it was not issued in January 2021. Let’s say that at that time a person’s pension payments were temporarily suspended, and for this reason he did not receive even 5 thousand.

• if a citizen has not received pension payments for six months;

Pension increase from April 1, 2019

From the beginning of April 2021, all types of payments from the state, including social ones, will be indexed as usual. These benefits are received by persons who are not entitled to insurance pension payments - if they lack experience, points, or if the citizen has never been employed.

In accordance with Government Decree No. 271, which has already entered into force, they will increase by two percent.

There are no increases in other benefits for April. Insurance pension payments for persons who stopped working have been increased by 7.05% since January, the increase was approximately 1,000 rubles.

But for citizens whose benefits are at the lowest level (less than the regional minimum wage), additional money was not paid.

Who will get a raise and by how much?

An increase in social (due to old age, disability or loss of a breadwinner) and state pension payments will be carried out from the beginning of April 2021.

The government decision provides for their growth by two percent. According to Article 25 of Law No. 166-FZ, when determining the indexation coefficient, the rate at which the cost of living of pensioners (PMP) increased last year will be taken into account.

According to the information reflected in the explanatory note compiled to the draft Government Resolution, the PMP for 2017 was equal to 8315 rubles, and for 2021 it increased to 8483 rubles.

The cost of living increased by 2%, therefore, government and social payments will increase by the same amount in April 2019.

The same note reports that the increase in payments will be made to almost four million citizens, including 3.2 million people who receive social benefits.

In this case, the average increase amounts will be set at the level:

• 182 rub. – for those who receive social pension payments (will increase to 9266 rubles);
• 268 rub. – for children with disabilities (up to 13,674 rubles);
• 270 rub. – for those recognized as disabled people of the first group. from childhood (up to 13,812 rubles);
• 251 rub. – those who have served conscription and receive pension payments due to the onset of disability (up to 12,899 rubles);
• 214 rub. – persons to whom pension payments are issued due to the fact that they have lost a breadwinner who served in conscription (up to 10,942 rubles);
• 279 rub. – persons whose disability occurred due to an injury received in the war, and participants of the Second World War, who are entitled to 2 pensions.

At the time of the adoption of the law on the PFR budget (for 2019), it was assumed that the PMF for 2021 would increase by 2.4%, and for this reason, the amount intended to increase social and state benefits was established on the basis of an increase in the PMS of 2.4%.

If this value is reduced to 2%, there will be no need to adjust the Pension Fund budget. According to government estimates, with an increase of 2%, the expenditure will be 779 million rubles. per month or 7 billion per year.

Indexation of social pension

From the beginning of April 2021, the Government has determined the indexation coefficient for social benefits at 1.02, that is, compared to last year’s value, it increased by two percent. Article 18 of Law No. 166 establishes a fixed amount of social benefits for various groups of the population.

Most often, the amount of state benefits is interconnected with the amount of social pension. The list of population groups that receive pensions from the state and the amounts of such payments are contained in Art. 14-17.2 of Law No. 166-FZ.

Therefore, the most rational explanation of what this money will be used for seems to be only one thing: these are the same one-time payments of 2017, which to this day “linger” among those not received.

Who is entitled to a lump sum payment to pensioners from the funded part of the pension in 2021?

Important! Both Russian citizens and foreigners who have a savings account with the PRF can apply for a one-time payment.

A one-time payment to pensioners from the funded part of the pension can be provided to citizens who have received a social pension, but have not yet earned the right to receive a labor pension benefit, as well as to those persons who finished their working career ahead of schedule (teachers, medical employees and other beneficiaries), while the balance of the pension savings should be no more than 5%.
