It is quite difficult to make any forecasts regarding the fulfillment by government officials of their social obligations to citizens in the context of the development of the financial and economic crisis in the country today, but this does not mean that Russians are not interested in what awaits them in the future. Today on the “agenda” is the question of whether there will be an increase in the social disability pension in 2021 in Russia, because it is pensioners who have suffered from the current situation more than all other categories of citizens in the country, which means the authorities will have to take care of them first.

Social or labor pension

Working citizens have the right, upon reaching a certain age, to count on a labor pension.

Today it is formed from those contributions that employers make for their employees or for themselves - individual entrepreneurs.

In 2021, for such workers, the amount of payments will be determined taking into account the degree of disability and accumulated insurance premiums.

The social pension, unlike the labor pension, is a measure of state support.

Who is entitled to social pensions in 2021

Social pensions in 2021 can be assigned for the following reasons:

  • by old age;
  • for loss of a breadwinner;
  • on disability.

Those citizens whose working experience is not even enough for the minimum pension, that is, it is less than 5 years in total, can count on payments in connection with reaching a certain age (old age).

The age at which payment of such state material support is due is higher than for the assignment of labor support: 60 years for women and 65 for men.

For disability, social pensions are assigned to children, and the period of their payment is not limited by age.

Adults who have become disabled can apply for such a payment if they do not have sufficient work or insurance experience.

The disability group can be any. It determines only the amount of social benefits in 2021, and not the basis for its calculation.

A survivor's pension can also be insurance. To do this, a deceased citizen with dependents only needs to work officially for at least one day.

If it was not possible to accumulate insurance experience, then minor children will receive assistance from the state.

A necessary condition for this is the absence of both parents. Full-time students can extend the payment period up to 23 years.

For 2021, as for every year before, another increase in pensions is planned. In 2021, payments to all pensioners will be increased in Russia, i.e. There will be an indexation of pensions for those who are already retired and receive regular old-age insurance pensions and other categories.

The monthly income of a non-working pensioner must be no less than the minimum subsistence level for a pensioner established in the region of the Russian Federation in which he lives. This rule is enshrined in Part 1 of Art. 12.1 of Law No. 178-FZ of July 17, 1999

Every year, the authorities of the constituent entities of the Russian Federation set the cost of living for the next year. Thus, in most regions the value of the PMP for 2021 has already been approved.

Regional social supplement to pension (RSD) is assigned only to non-working citizens whose financial support is below the subsistence level of a pensioner in a particular region.

Supplements are not assigned automatically—to do this, you need to contact social security and submit an application.

  • If a pensioner is already receiving RSD, there is no need to reapply - payments will continue in 2021. If the PMP in the region has changed, then the amount of payment will be recalculated automatically.
  • If a citizen has not received such an additional payment, and his provision is lower than the values ​​​​indicated in the table, he needs to contact social security and write a statement. In particular, this applies to residents of those 15 regions in which, from January 1, 2021, instead of federal surcharges (FSD), regional ones are introduced.
  • To receive RSD starting January 1, 2021, you must submit an application before the end of 2021.
  • If this is not done or done later, then the additional payment will be assigned only from the 1st day of the month following submission of the application.

For example, if you apply to social security in January 2021, the RSD will be assigned only from February 1. Accordingly, the January pension will be received without a supplement, that is, less than the subsistence minimum.

When submitting an application you must have with you:
  • passport or other identification document;
  • a document confirming information about the applicant’s place of residence;
  • pension certificate or other document confirming the fact of assignment of a pension;
  • work book indicating the date of dismissal from work.

A large number of changes occurred in 2021, some of which affected pension provision, including the minimum pension. As before, the size of the pension benefit is determined by the subsistence level, which is established by the authorities of the constituent entity of the Russian Federation in which the pensioner lives. If there is a lack of funds received from the state, an additional payment is made up to the established value.

Low-income non-working pensioners whose monthly income is less than the current minimum subsistence level in a particular region are assigned a social supplement to their pension. It should be noted that when calculating the monthly income of a pensioner, not only the pension itself is taken into account, but also other payments - EDV, the cash equivalent of the NSU, compensation for housing and communal services, and the like.

In addition, in 2021, when calculating pensions, the same modified formula will be used.

It will no longer include the cost of living, but indicators such as length of service, retirement age and current salary will be used.

Amounts of additional payments

In cases where pension provision does not reach the level of payments established by the state, as well as the legislative acts of the constituent entities of the Russian Federation, the recipient is assigned additional social benefits.

The following factors influence the size of these payments:

  1. the size of the subsistence minimum, which is established throughout the country, as well as the recipient’s area of ​​residence;
  2. place of residence, as well as the period of residence in this place;
  3. total amount of security.

In order to determine the amount of necessary additional payments, employees of the territorial branch of the Pension Fund or social protection authorities take into account all payments received by the person.

The payments taken into account include:

  • sets of services that a person receives;
  • funds are allocated as additional material support;
  • funds allocated to pay for utilities, use of public transport, as well as funds for repayment of communication services.

Based on the provisions of Law No. 178 “On State Social Assistance”, in cases where, after calculation, it turns out that the pensioner receives less money than established in the area of ​​his residence, and the cost of living in this area is less than established at the state level, then the person is paid a federal surcharge. The amount is calculated by the difference between the cost of living and the amount of funds received by the pensioner.

If the amount of money paid to a pensioner is less than the minimum cost of living established in this territory, which in turn is greater than that established at the country level, then regional additional payments are paid.

A citizen receiving additional payments must remember that the amount of funds paid must additionally be recalculated each time if the cost of living changes.

Should the retirement age be increased?

At the same time as considering the issue of indexation of pensions, legislators are trying to find ways to save the budget on their payment.

One of the ways that many European countries are already following is to raise the retirement age.

In addition to the opportunity to reduce pension costs, such a decision, according to sociologists, helps reduce social tension.

People remain economically active longer and have a decent income to live their lives to the fullest.

The issue of extending working age has been raised several times.

The last sentence was 63 years old for both women and men.

It was planned to raise the bar gradually, adding years one at a time, or even half at a time. The experts' arguments and calculations were presented.

Putin confirmed the indexation of pensions at the level of inflation in 2017

Minimum pension from January 1, 2021

The pension fund budget for 2021 has already been formed. His project contains information that indexation will nevertheless be increased, that is, it is worth counting on an indexation coefficient of around 6.3%.

However, social pensions, which are currently minimal, will increase by only 2.6 percent. The minimum social pension is currently 6,044 rubles. And for comparison, the average old-age pension payments reach 17,000 rubles.

Naturally, it’s no secret that in Moscow or the Moscow region pension payments will be the highest in the country. The fact is that life itself in this region is quite expensive, so payments should be of an appropriate size

Sergei Sobyanin, the mayor of Moscow, announced that the minimum old-age pension in 2021 in Moscow will exceed 20,000 rubles. From January 1, this figure is set at 20,222 rubles.

All social payments in the region are growing by 3.7%. We are talking about indexing child benefits, as well as all benefits for pensioners, which was announced at a meeting of the Moscow City Duma. Large and low-income families, veterans and disabled people can also count on increased social and financial assistance.

And the minimum old-age pension in St. Petersburg would be good - at least 15,000 rubles, because St. Petersburg is practically the “second” capital of the country.

In other regions of Russia, the pension will not be as high as in Moscow, that is, one should not be surprised that the size of the minimum old-age pension in the Rostov region will be less than in the capital. However, it must be said that the legislation assumes the fact that if the pension does not reach the regional subsistence level, and according to the law it cannot be less than this value, then the pensioner can count on social supplements from the state budget. Additional payments are provided only to unemployed citizens.

Taking into account the fact that today the world is going through a crisis, the growth of pension payments, as a matter of fact, as well as the cost of living will be small.

  • Residents of the Khabarovsk Territory can expect an increase in pensions within the range of 1,758 rubles. And the minimum level of payments in this situation will be 12,653 rubles.
  • Taking into account the fact that in the Trans-Baikal Territory an increase in payments is expected by 854 rubles, the minimum level of payments will reach 10,683 rubles.
  • On average, payments are expected to increase by 500 - 700 rubles in the territory of Khakassia, Yakutia, the Magadan District, the Chelyabinsk Region and the Irkutsk Region. And the minimum old-age pension in Omsk will increase by the same amount from January 1.
  • There are regions where growth is planned for a much smaller percentage - up to 300 - 400 rubles. Such growth is expected in the Perm region, Altai, Novorossiysk region and Karelia.

The fact is that in Russia the laws are not written in the best way. And when considering the mechanism for indexing pensions with a social supplement, it is necessary to understand that initially pension payments are supplemented by the state budget up to the established subsistence level, that is, a social supplement is added to them.

Then the amount of increase due to indexation is calculated. If the cost of living does not change, then this leads to the effect of “indexation of pensions by the ruble.”

Social benefits for Russian citizens are payments established for disabled persons in a fixed amount. The following can count on receiving social assistance in our country:

  • persons with a disability group;
  • persons who have reached retirement age: today for women – 55 years, for men – 60 years;
