On the official website of regulatory legal acts projects, the Ministry of Labor published a document that provides for the indexation of monthly cash payments (MCP) from February 1, 2021 by a factor of 1.034. We have calculated new amounts for disabled EDV recipients.

What it is?

One-time cash payments, abbreviated EDV, were introduced in Russia in 2005. They are especially important for people with disabilities, who sometimes find it difficult to find work. Social insecurity also negatively affects the financial situation of people in this category.

Payments to disabled people of group 2 are paid provided that they have a medical examination in hand. People with disabilities are one of the categories entitled to EDV. This also includes heroes of labor, combat veterans and some others.

From February 1, 2021, the amount of monthly cash payments to federal beneficiaries will increase

As reported to Novy Den news agency by the press service of the Volgograd branch of the Russian Pension Fund, already on Saturday, February 1, the monthly cash payment (MCB) - the most massive social payment in Russia - will be indexed by 4.3%.

In our region, EDV recipients are more than 225 thousand federal beneficiaries, including disabled people, combat veterans, citizens exposed to radiation, Heroes of the Soviet Union and Russia, Heroes of Socialist Labor and other citizens. Thus, the total cost of paying all types of EDV in the Volgograd region, taking into account indexation, will amount to 6.8 billion rubles.

Increasing the monthly allowance for people with disabilities in 2021

Indexation of social payments by the Pension Fund is carried out annually from February 1 in accordance with the level of price growth in the past year. The amount of EDV for pensioners receiving disability pensions of groups 1, 2 and 3 and for disabled children will also be increased from February 1, 2019 . The amount of EDV in 2021 will increase by 4.3%!, which corresponds to the inflation rate for 2021.

Thus, from February 1, 2019, the amount of the daily allowance for disability will be increased:

• by 155.96 rubles for group 1 (monthly payment will be 3782.94 rubles );
• by 111.38 rubles - for group 2 and disabled children (i.e. the Pension Fund of Russia will pay 2701.62 rubles );
• by 89.16 rubles - for group 3 (i.e. the amount of the monthly payment will be equal to 2162.67 rubles ).

The above-mentioned amounts of EDV for disabled people in 2021 are determined for the case when a pensioner refuses to receive free NSO services and receives monetary compensation instead. If a citizen uses any benefits provided by the NSO, their cost is deducted from the monthly payment, which means the amount paid will be less (see detailed table).

Who is entitled to EDV in 2021

EDV is a monthly cash payment that the state provides to citizens classified as a preferential category. Federal Law No. 178-FZ “On State Social Assistance” contains information about who is entitled to receive benefits. As before, these are combat veterans (Afghans and WWII veterans), disabled people from each of the three groups (including minors), former juvenile prisoners of fascist camps and people who received a dose of radiation in Chernobyl. Some categories are not indicated in the text of the document, but also receive benefits once a month. These include honorary donors of Russia ( 1,130.23 rubles per month), Heroes of the Soviet Union or Russia ( 42,654 rubles per month).

Persons exposed to radiation as a result of the accident at the Chernobyl nuclear power plant may receive several payments at the same time . Heroes of the USSR and the Russian Federation, as well as Heroes of Socialist Labor and Labor of the Russian Federation receive benefits regardless of receiving a pension according to other regulatory documents.

The amount of monetary compensation for each category is different. All benefits are issued at regional branches of the Pension Fund (PF). If situations arise that terminate the monthly payment, the beneficiary is required to submit a corresponding application.

NSO for disabled people and veterans in 2021

NSO is a set of social services that are provided free of charge to recipients of monthly benefits. If desired, the citizen formalizes a waiver and receives a set in the form of a cash equivalent. Its size depends on the type of service included in the established list. Data on this are presented in the table.

To refuse the natural form of recruitment, you need to submit an application to the Pension Fund of the Russian Federation. The cost of the set is included in the EDV amount. Therefore, after approval of the application, the amount of the EDV will be reduced by the monetary cost of the services.

On December 11, 2021, the Ministry of Labor of the Russian Federation created a bill “On approval of the amount of indexation of payments, benefits and compensation in 2019” . It indicates how much last year's rate will be indexed. According to the document, the coefficient will be 1.043 . This will lead to a corresponding increase in the size of the NSS from 1075.19 to 1121.42 rubles .

Every year, the amount of state benefits is indexed based on the level of growth in prices for consumer goods. Information about when the values ​​will increase is contained in Art. 28.1 Federal Law No. 181-FZ “On social protection of disabled people in the Russian Federation” . • persons awarded the medal “Resident of besieged Leningrad”;
• rear workers with at least six months of experience in the period from June 22, 1941 to May 9, 1945.

Combat veterans (CVV) are military personnel who participated in:

• in military operations on Russian territory;
• in work on demining objects and territories of the USSR and other states in the period from May 10, 1945 to December 31, 1957;
• in the Afghan war of 1979-1989, including employees of automobile battalions;
• in performing special tasks in Syria.

According to the Central Bank, the inflation rate in 2018 was 4.3% . This will be the increase in the UBI in 2019. This means that the payment amount will increase from 2850.26 to 2972.82 rubles . If a veteran intends to use special social services, the amount of monetary compensation will be 1851.40 rubles . For participants of the Second World War and former minor prisoners of concentration camps, a payment of 4052.40 rubles without inclusion and 2930.98 rubles including recruitment is provided. In 2021, the amounts were 3885.33 and 2810.14 rubles, respectively.

Indexation of the monthly allowance for labor veterans in 2021

In Art. 7 of the Federal Law “On Veterans” states that a labor veteran is considered a Russian citizen who:

• has the appropriate certificate;
• awarded distinctions for special merits in labor activity and for work for a period of more than 15 years ;
• has more than 25 years for men and more than 20 years for women.

If the increase in monthly wages for combat veterans in 2021 takes place everywhere and does not depend on the region, the amount of payments to workers at the regional level is controlled by local municipal organizations. • Group 2 : people who can move independently with the help of assistive devices, fully or partially control their actions;
• Group 3 : persons who are able to work, navigate in time and space, and fully take care of themselves.

The same figure for the monthly allowance for disabled people of group 3 in 2021 is 89.16 rubles . EDV to Chernobyl victims

Law of the Russian Federation No. 1244-1 “On the social protection of citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant” contains a list of persons who belong to the category of Chernobyl victims. They are:

• citizens of Russia who suffered radiation sickness and other radiation diseases as a result of the disaster;
• persons who received a disability group due to radiation exposure or bone marrow donation to accident victims;
• workers sent in 1986-1987 and 1988-1990. to the scene of the accident to eliminate the consequences;
• evacuated from the exclusion and resettlement zone in 1986 ;
• citizens permanently residing and working in the area of ​​residence.

The amount of cash benefit for those who received a disability is 2701.62 rubles , and not 2590.24, as in 2021. When exercising the right to receive NSU, the benefit in 2021 will be 1580.20 rubles . Liquidators of the consequences of the accident and victims received 2073.51 last year, and 2144.01 rubles . From February this year, taking into account social services, the amount will decrease to 1022.59 rubles .

EDV for pensioners in 2021: latest news

In 2021, the inflation rate increased to 12.9% . Indexation of pensions in 2021 should have corresponded to this value. But on the appointed day, February 1, there was an increase of only 4% . It applied only to pensioners who did not have a regular income. The next stage of the recalculation was planned for the second half of the year, but there were no funds in the federal budget to increase payments again. Then the government resorted to another measure and provided all pensioners with a one-time benefit of 5,000 rubles .

Current EDV size

In particular, the following have the right to receive a single cash payment:

• disabled adults of all groups – 1 / 2 / 3;
• children with disabilities (no groups are assigned to them);
• “Chernobyl victims”, including those who received disabilities due to radiation exposure;
• disabled people/participants of the Great Patriotic War;
• veterans who took part in modern combat operations;
• Heroes of Russia/USSR/Labor;
• family members of fallen military personnel;
• minor prisoners of concentration camps, etc.

If a citizen has several grounds for receiving EDV (for example, a Hero of Labor has a 2nd group disability), he will have to choose one of them. The exception is the Chernobyl victims.

What is EDV?

Who is entitled to payments?

The right to receive EDV is established for the following persons from the category of federal beneficiaries:

• Veterans;
• Disabled people of all types, including disabled children;
• Children prisoners of concentration camps;
• People who have been exposed to radiation due to accidents or tests;
• Persons awarded the title of Hero of the Soviet Union, Hero of Russia, having the Order of Glory of all three degrees;
• Family members of deceased or deceased Heroes and full holders of the Order of Glory;

EDV sizes for disabled people of group 2 in 2021

The amount of payment in the presence of group 2 disability depends on the medical and social category of the disabled person.

The basic monthly allowance for disabled people of group 2 is 2590.24 rubles. In this case, the size of the payment may vary depending on the form in which the citizen receives the NSO:

How much benefits should a second group disabled person receive? The total amount of benefits consists of a certain type of pension, as well as various additional payments and benefits. Pensions and benefits are indexed every year. There are three types of disability pensions:

If a person belongs to a special group of the population, then the amount of payments to disabled people of group 2 in 2021 will be increased several times:

Benefits for labor veterans in 2021

There are great hopes for 2021, in particular, this concerns the economic state of Russia: the crisis should almost completely leave the country. If these forecasts come true, the list of benefits for labor veterans will expand. We are talking about Russians who began working during the Second World War even before reaching adulthood (their work experience matters), as well as those who received medals, orders, honorary titles, and awards for success in work.

At the moment, Russia has very modest financial reserves, and therefore there are no changes in the law on the topic of benefits for labor veterans in 2021. But in addition to the federal leadership, there are also local social support departments that provide individual subsidies. The money is allocated by municipal authorities. There is no general trend here, since the lists vary in different regions.

What does it consist of?

In addition to the NSO, the EDV also includes a payment depending on various conditions. For example, the maximum monthly allowance for disabled people of group 2 is 2,590 rubles 24 kopecks in 2021. Moreover, the final size turns out to be lower, since the EDV is indicated with the full cost of the NSO. It turns out that the fixed amount to be paid is 1,515 rubles 05 kopecks. And depending on the set of services, 0, 1 or 2 unused services may be added to this indicator.

The maximum amount to be received is 2,471 rubles 30 kopecks, provided that the disabled person refuses travel compensation. For example, giving up medications will reduce the EDV to 1,762 rubles 10 kopecks.

You cannot increase the size of the EDV. It is established in accordance with the existing basis for receiving benefits. The only option is to wait for indexing. But it is insignificant, so the EDV will increase quite a bit. The last indexation was carried out on February 1 and amounted to 2.5%!

The size of monthly cash payments to federal beneficiaries has been increased in 2021

• for free travel by rail - 124.05 rubles. ;
• for the provision of medicines and medical products - 863.75 rubles. ;
• for providing a voucher for sanatorium treatment (if indicated) - 133.62 rubles.

How much has the amount of payments to NSOs increased?

State support also implies the provision of NSOs, a set of social services, including:

• documents for obtaining a range of sanatorium and resort services as a means of preventing the occurrence and progression of major health disorders;
• payment for travel on routes according to the location of the institutions where treatment is carried out.

Procedure for paying monthly cash payments

To receive the EDV established by federal law, a citizen needs to submit a corresponding application to one of the territorial divisions of the Pension Fund - at the place of registration of the beneficiary. The submitted application is reviewed by Pension Fund employees within 10 days (working days), after which the applicant is either assigned an EDV or receives a letter with a reasoned refusal of social benefits.

When preparing documents, a citizen should correctly fill out an application indicating the following details:

• The applicant's initials without abbreviations;
• Passport details;
• Actual residential address and place of registration if they differ;
• Signature of the applicant and date of preparation of the document;
• Reasons for prescribing EDV;
• The obligation to promptly notify the Pension Fund in the event of a change of residence.

Who is eligible to receive EDV in 2021

At the legislative level, several dozen categories of Russians are designated who have rights to state support in 2021. The full list of beneficiaries can be found on the Pension Fund website.

The main ones:

• veterans (WWII, other military operations);
• WWII participants;
• disabled war veterans;
• disabled people of groups 1, 2, 3;
• children with disabilities;
• persons exposed to radiation as a result of accidents and nuclear tests.

All of these are federal and receive benefits from the state budget. Additionally, regional Social Security authorities may recognize the title “Veteran of Labor” as the basis for assigning EDV. In this case, payments are made from funds of a specific region.

Increasing EDV

According to the statement of the official representative of the Pension Fund, the previous amount of monthly cash payments to disabled people of group 1 will be indexed by 4.3%! (MISSING) Consequently, starting from February, the value of the EDV will be 3,782 rubles.

We remind you that the indicated amount is given taking into account the fact that the citizen refuses the full range of social services due to him. Currently, the cash equivalent of the NSO is 1,121 rubles. Therefore, if, along with receiving EDV, a citizen continues to enjoy a package of non-material benefits, the actual amount of the payment will be 2,661 rubles.

According to the current legislation, refusal of NSO is allowed in full or in part. For example, a citizen may continue to provide free medications, but refuse discounted travel or vouchers to sanatoriums.

Will the monthly allowance be increased for veterans?

Participants in local wars and armed conflicts who were injured during the performance of military duties also receive a monthly cash payment from the state. Therefore, representatives of this category of beneficiaries can also count on an increase in the monthly allowance from February 1.

However, here the indexation size looks somewhat more modest. In particular, the total amount of the subsidy will be 2,947 rubles. If the recipient uses non-material benefits, he will receive 1,835 rubles.

• disabled people from vaccination - a one-time payment of 1 thousand rubles.

This list of beneficiaries is, of course, incomplete. To find out the entire list of statuses suitable for calculating EDV, you need to contact the Pension Fund branch at the place of registration.

Indexation of accruals took place in February 2021. First of all, the increase in benefits will affect people with disabilities. When recalculating compensation, inflation is 3.7%, and therefore in Moscow their compensation will be 11,816 thousand rubles. Disabled persons will receive the following amounts:

• 1st group – 3669.45 rubles;
• 2 groups – 2620.56 rubles;
• 3 groups – 2097.78 rubles.
