If a citizen of the Russian Federation has health problems that provoke restrictions in terms of performing certain tasks or leading a normal lifestyle, he may receive a disability group. In this case, it is not the disease itself that is important, but its effect on the condition, on daily functionality, etc. When the group is received (in our case, in this article we are talking about disability group 3), a person with disabilities receives a pension, various benefits and can take advantage of the preferences provided by law. Next, we will tell you in detail about the list of ailments that allow you to obtain the status of “disabled” and how it all turns out from the point of view of social security.
Documents for registration of 3rd disability group
Article No. 7 of the Federal Law “On Social Protection of Disabled Persons in the Russian Federation” No. 181-FZ obliges a potential disabled person to undergo a medical and social examination (MSE), based on the results of which the commission members will give a group, focusing both on the state of health and other significant factors. But to pass the ITU, you need to prepare documents. First of all, you will need a referral from a doctor stating:
- health status and compensatory capabilities of the body;
- degree of dysfunction;
- a list of rehabilitation measures that were carried out for the purpose of recovery.
You can get a referral from a clinic, social security or the Pension Fund. The last two organizations require medical documents as proof that the applicant’s health is not all right. If for some reason it was not possible to take the referral, you can request a refusal at the place where the corresponding paper was not issued, in order to independently contact the ITU bureau with this refusal. Next, members of the special commission will assess the extent of restrictions.
But in addition to the direction, you will need documents such as a certificate of income, a work book, and, of course, a passport (photocopy and original). You cannot do without an outpatient card and an application (instead of a potential disabled person, by the way, his representative by proxy can handle the paperwork). If the applicant is studying or working, a reference from the educational institution or employer is required. When it comes to cases of loss of health at work, you will need a certificate of industrial injury, etc.
When is disability group 3 given for a general illness?
III disability group
— established for a period of 1 year. The criterion for establishing disability group III in 2021 is a violation of human health with the II degree of severity of persistent impairment of body functions, caused by diseases, consequences of injuries or defects (i.e., persistent moderate impairment of functions of the human body, caused by diseases, consequences of injuries or defects, in range from 40 to 60%), leading to the first degree of severity of restrictions in the following categories of human life in their various combinations, which determine the need for his social protection, namely:
- the ability to self-service with a longer time commitment, fragmentation of its implementation, reduction of volume using, if necessary, auxiliary technical means;
- the ability to move independently with longer time spent, fragmented execution and shorter distances, using auxiliary technical means if necessary;
- the ability to navigate only in a familiar situation independently and (or) with the help of auxiliary technical means;
- the ability to communicate with a decrease in the rate and volume of receiving and transmitting information, the use of auxiliary technical aids if necessary, in case of isolated damage to the organ of hearing - the ability to communicate using non-verbal methods of communication and sign language translation services;
- periodically occurring limitation of the ability to control one’s behavior in difficult life situations and (or) constant difficulty in performing role functions affecting certain areas of life, with the possibility of partial self-correction;
- ability to learn and receive education within the framework of federal state educational standards in educational and other organizations with the creation of special conditions (if necessary) for obtaining education, including training with the use (if necessary) of special auxiliary technical means, determined taking into account the conclusion of the psychological medical-pedagogical commission;
- the ability to perform labor activities in normal working conditions with a decrease in qualifications, severity, intensity and (or) a decrease in the volume of work, the inability to continue working in the main profession (position, specialty) while maintaining the ability to perform labor activities of a lower qualification under normal working conditions.
Passage and results of ITU
If a person is seriously ill, you can conduct an examination at home, or, if your health is not so complicated, at the office at your place of residence.
At ITU, commission members examine a potential disabled person, study the social and living conditions in which he lives. Labor capabilities and psychological characteristics are also taken into account. During the examination, a protocol is drawn up in the form enshrined in the Order of the Ministry of Labor of Russia dated October 17, 2012 No. 322n. The protocol includes:
- the date when the application for passing the ITU was submitted;
- day of the expert review;
- time of examination of the patient;
- applicant’s data, from full name to marital status;
- number of family members with their characteristics;
- information about the housing where the applicant is located;
- place, purpose and grounds for conducting the examination;
- terms of relevance of the assigned disability;
- examination results and conclusion;
- the reasons why a person acquired the status of a disabled person;
- signatures of ITU specialists, including the head of the bureau.
Based on the results of the ITU, an act is drawn up and information about the disabled person is also written down in it, and the cause of the disability is indicated with the types and degree of limitations.
For how long is the third group given?
Don’t forget to set the date for the next commission - for group 3, re-examination takes place once a year.

: if a citizen with a disability does not appear at the ITU commission or the commission does not find grounds for extending the disability, then the citizen loses the status of a disabled person and is deprived of all privileges in the form of benefits and payments.
When is the 3rd working disability group given?
Experts designate the described group as “working”, therefore they give it to a person’s ability to organize his life and work without the help of one hundred other people. The right to work allows disabled people of group 3 to enjoy the following privileges:
— the opportunity to find a job without going through a probationary period;
— working part-time (if necessary and by agreement);
— use of benefits from the employer to maintain health;
— relaxations regarding work at night or overtime;

If we briefly consider diseases that make it possible to become disabled on a permanent basis (without examination), we can highlight, for example, cerebral palsy, oncology, the presence of tumors in the brain (spinal and brain) that disrupt the functioning of various organs and systems. The same list includes visual and auditory disorders, schizophrenia, problems with the central nervous system, Down syndrome, etc.
Benefits for disability group 3
Decree of the Government of the Russian Federation dated July 30, 1994 No. 890 gives the right to an unemployed person with disabilities to purchase medicines at discounts or receive them free of charge with a doctor’s prescription.
In addition, an opportunity has been created to travel free of charge on city public transport using a special ID. There are discounts for people with disabilities when using river, air or railway transport. If the holder of group 3 enters a university or other educational institution, with good passing scores he can pass without competition. Diseases for which disability group 3 is given
According to experts, there is no clear list of ailments that allow one to qualify for the group in question. At the same time, rules have been created that give an idea of specific diseases and their impact on the disability group (for example, the criteria for establishing disability are presented in the “Resolution of the Ministry of Labor of the Russian Federation and the Ministry of Health of the Russian Federation dated January 29, 1997 No. 1/30 “On approval of classifications and temporary criteria used in the implementation of MSA”, as well as in the “Appendix to the Resolution of the Ministry of Labor of the Russian Federation and the Ministry of Health of the Russian Federation of January 29, 1997 No. 1/30).
In particular, group 3 can be given when:
— hypertension (much depends on the stage of the condition);
— coronary insufficiency against the background of a previously suffered myocardial infarction (in this case, blood flow disturbances and changes in the heart should be observed);
- heart defects with persistent problems (for example, aortic valve defects are diagnosed or a combination of both occurs);
- persistent pulmonary anomalies, which are accompanied by respiratory and heart failure (complex degree is desirable);
- constant nephritis, when high blood pressure is clearly expressed, there is swelling, changes in the fundus of the eye, etc.);
- cirrhosis of the liver, if the portal circulation is not carried out as it should, that is, we are talking about ascites;
- severe diabetes mellitus;
— incurable malignant tumors;
- removal of a lung or stomach;
— multiple sclerosis and dementia;
— brain injuries, due to which problems with movement, perception, etc. developed;
- presence of a foreign body or significant bone defect in the brain;
- diseases or injuries of the spinal cord, as well as the cauda equina, which provoked complex disorders of the pelvic organs, motor problems;
- vascular diseases, against the background of which cerebral circulation is severely impaired in combination with psychosis, hemiplegia and more;
- epilepsy with frequent seizures;
— diseases of the central nervous system (myotonia, myopathy, etc.);
— paralysis of the arm or hand and trophic disorders;
— neoplasms of the spinal cord and brain that cannot be eliminated;
- deafness and blindness (not total);
- defects of the arms, legs, jaw, also with ankylosis, contractures;
- presence of foreign bodies in the heart;
- incurable fistulas.
Experts note that this list represents part of the possible, occurring health anomalies. In any case, the assignment of a group takes into account many factors, and not just the current condition (more precisely, the degree of its severity).
Insurance pension for a disabled person of group 3
This amount refers to monthly payments. The payment relates to subsidies, which are classified as follows:
- state;
- insurance: the calculation takes into account the base coefficient and length of service. With work experience of more than 20 years, the size of the pension increases significantly;
- social: paid in an amount established by the state.
To calculate the pension, the formula is used:

where T is the amount of the old-age pension, which is fixed, i.e.;
K – the ratio of the standard length of service at the time of setting the pension to 180 months;
PC – the amount of pension capital located in the Pension Fund, etc.;

When is disability group 3 given for oncology?
Based on data from the outpatient card and the oncologist’s statement, representatives of the expert commission pay attention to the size of the tumor, its location, as well as the stage of the cancer. The disease must necessarily affect performance (reduce this process) and cause fatigue. In addition, group 3 disability for cancer can be assigned if the following reasons are taken into account:
— degree of neoplasm;
— the number of operations performed or necessary, as well as radical surgery;
— postoperative complications and contraindications to intervention;
— results of therapeutic effects using drugs;
— the effect of therapy on speech, hearing, nervous system, motor and other skills;
— the effect of the tumor on the organs and systems of the body;
— a list of required drugs for subsequent life support;
— the presence of side effects after treatment (chemotherapy, etc.).
If the ability to work due to cancer is not completely lost, it is still recommended to exclude from the work process:
- lifting weights;
— significant loads;
— interaction with pesticides and chemicals. substances;
- being in a poorly ventilated space or in the heat under the sun's rays.
EDV and NSU for group 3 - what is included, amount of payments
In addition to physical benefits, social benefits have a monetary equivalent, that is, a monthly allowance or a supplement to the pension. In general, the set of social services includes the following free of charge:
— prescription medications (or a 50% discount is possible);
- travel by suburban and railway transport to the place of treatment and back (this also applies to the person accompanying the disabled person);
- Spa treatment.
To use the listed preferences or replace them with a fixed cash increase to your pension, it is enough to submit a corresponding application to the Pension Fund.
