Conditions for issuing compensation for medications for disabled people in 2021
To take advantage of compensation, several factors must be met:
Availability of a disability group | It is established according to the conclusion of the socio-medical examination body. | Collecting medical documents and undergoing research is required. |
Refusal of medications | Which are required to be taken with a doctor’s prescription and their issuance free of charge is established by law. | This is confirmed by an application to the social welfare authorities with a refusal to take medications. |
Contacting authorized organizations | Among them are the MFC - Multifunctional Center for Public Services, divisions of the Pension Fund of the Russian Federation at the place of registration of the citizen. | It is also possible to submit an application through the Public Services Portal. |
Expert opinion
Each treatment method has its own advantages and disadvantages. For example, when applying to the MFC, documents are quickly accepted; getting to the place is very easy, since the centers are located near residential areas. There are no queues. In the branches of the Pension Fund, the issue of processing compensation is resolved faster, since there is no need to contact an intermediary organization - the MFC.

What does a medical and social examination evaluate?
Living conditions. The standard housing area for a disabled person is 36 m², twice as much as for a healthy person. Housing is equipped with special equipment and devices that are required by IPRA. For example, if, according to IPRA, grab bars are needed in the toilet, you can write an application to the social protection committee, and they will be installed at the expense of the state. And the management company is obliged to install a ramp for wheelchair users.
How to receive pensions and payments from the Pension Fund of Russia
Disability is determined by the regional bureau of medical and social examination, ITU. The examination is carried out at the place of registration. If a person is registered in one place and lives in another, he will have to apply for temporary registration.
- passport;
- SNILS;
- Bank details;
- ITU certificate of disability with group assignment;
- utility payment receipt for the previous month;
- documents on the presence of dependents;
- children's birth certificates;
- documents for the car;
- act of inspection of housing conditions;
- land ownership documents.
A special category is children with disabilities. Until the age of 18, a child is not assigned any disability group and its specific cause is not determined. MSEC determines only the status of “disabled child”. Upon reaching the age of 18, when determining the disability group, the category changes from “disabled child” to “childhood disabled.” The size of the pension for patients in this category is greater than for disabled people of the same group; benefits for the second group of disabilities of childhood disabled people have been significantly expanded.

You can find the procedure for applying for benefits at the medical institution where the disability group is assigned. As soon as you have received the appropriate conclusion, you should contact the Pension Fund of your region. Here you need to provide:
These benefits are assigned only to children under the age of majority. If the ability to work has not been restored after 18 years, then the person receives the status of “childhood disabled” with a certain category and is assigned social disability benefits.
Amount of benefits for disabled people since childhood
All disabled people who have officially confirmed their status can count on receiving disability payments. The medical institution issues a conclusion about a persistent decline in health; you will regularly have to undergo a commission again so that the doctor can make sure that there is no improvement.
- Labor activity. For this category of workers, a reduction in the working week is possible (its duration should not exceed 35 hours), paid leave of 30 days annually and the possibility of taking additional leave at their own expense up to 60 days per year. Disabled persons cannot be required to work overtime, as well as to go to work on weekends and holidays without their consent.
- Education. Group II disabled people have the right to study in educational institutions and preparatory courses at the expense of budget funds within the established quota. They are also provided with hostel accommodation on a priority basis.
- Transport. Travel on public and suburban transport is free of charge.
- Placement on a waiting list for housing (if they need improved living conditions). Further, the apartment is provided taking into account the physical condition. For example, if a disabled person suffers from a severe chronic illness, he has the right to receive housing under a social rental agreement, the area of which exceeds the established norm (but not more than 2 times).
- Protection against eviction from a company apartment or dorm room without the provision of alternative housing if the cause of disability was a work injury or the fault of the employer.
- Compensation for the cost of utilities and accommodation, as well as the cost of major repairs in apartment buildings in the amount of 50%.
Taxes
One of my good friends was diagnosed with cataracts, which began to develop rapidly. Even after a complex operation, his vision was not restored enough for him to walk somewhere on his own (there was no talk of driving a car). At the same time, he had to undergo regular treatment to maintain at least this level of health. Being a proud man, he categorically refused to apply for disability, although he was repeatedly asked to do so by both family members and us. His opinion changed when he learned about benefits for disabled people of group 2 (which the doctor predicted for him). He was especially interested in the possibility of exemption from property taxes. As a result, he successfully passed the medical examination, received the second group and began to actively use all the preferences granted to citizens of this category. In today’s article I will tell you what benefits a disabled person of group 2 is entitled to.
There is one feature associated with a monthly cash payment, which is that each disabled person can fully or partially replace her social assistance in the form of a set of social services. This means that a citizen can either receive only money, or receive services instead of money, or receive part of the money and part of the services.
3) Land tax benefits for disabled people of group 2.
The essence of the benefit is that the tax base for land tax is reduced by the cadastral value of 600 acres of land owned by disabled people of this group. And in Moscow, the tax base for such citizens is additionally reduced by 1 million rubles.

Tax benefits for citizens of 2nd disability group
- the ability to obtain the necessary medications and medical products according to doctor’s prescriptions;
- the possibility of obtaining, if there are medical indications, a voucher for sanatorium treatment for the prevention of major diseases in certain sanatoriums;
- the possibility of free travel on suburban railway transport, as well as on intercity transport to the place of treatment and back.
Transport benefits for people with disabilities in Russia include the provision of a number of categories of transport at the expense of the social insurance fund, as well as free car parking and the opportunity to ride public transport for free. Discounts apply to rail transport.
Deadlines for filing an application for compensation for payments for medicines in 2021
According to current legislation, applications must be submitted annually no later than October 1. Otherwise, no monetary refund will be issued. The Government of the Russian Federation is considering a project to assign payments for the entire period without the need to resubmit documentation to the authorized bodies.
Important: if it is impossible to appear in person at the MFC or Pension Fund, a citizen has the right to submit an application through branches of the Russian Post. To do this, the request must first be certified at any notary office. If it is not possible to move independently, a Pension Fund employee is called to your home. In his presence, a refusal to receive medications with payment of compensation is drawn up and signed with his own hand. The decision on monetary compensation is made in accordance with the general procedure.
Apply for compensation
You can submit an application on the State Services website or at your FSS branch.
How much money will be returned
Compensation amounts will vary in different regions. See how much money will be returned for each type of rehabilitation means on the FSS website.
These figures are determined as follows: local branches of the Social Insurance Fund conduct tenders for the purchase of rehabilitation equipment. Based on the results of the auction, they determine the amount that they undertake to return for the goods. Prices are valid until new auctions close. If a product is purchased at a higher price than established by the state, the difference will not be reimbursed and you will have to pay extra.
Compensation for the purchase of medicines by a disabled person at his own expense in 2021
Reimbursement of the cost of medicinal devices is carried out partially or fully when the citizen pays for the drugs at his own expense. Such a measure is provided on the basis of Order of the Ministry of Health and Social Development of the Russian Federation No. 57 dated January 31, 2011, compensation is provided in accordance with the general procedure . In addition to the application, the following documents are provided:
Individual rehabilitation plan | Issued when a disability group is determined during a medical and social examination. | Disability is established based on the application of the interested person. |
Insurance certificate | A personal account number is required. | A copy is transferred to the Pension Fund. |
Receipts for payment of medications | When writing off money by bank transfer from a card or depositing funds in cash. | Purchased medications must be issued according to a doctor’s prescription, and not purchased independently by a citizen at his own request. |
What is included in the social package for the disabled
The basic set of services consists of three important components:
- Free pass. This could be a trip by intercity or suburban transport to the location of the sanatorium and in the opposite direction.
- Preventive measures in the sanatorium. The medical institution must be included in the list of organizations that have the right to carry out medical activities. If a disabled person cannot do without assistance, the voucher and travel are also provided for an accompanying person.
- Free medications provided with a doctor's prescription.
On a note! Amount of monthly allowance for disabled people of group 3 in 2021
Since the social package is included in the EDV, a citizen can take advantage of these privileges after issuing a certificate of assignment of a lump sum payment.
The minimum package of services is financed from the federal budget. Regional authorities have the right to establish additional types of services if a citizen’s income is below the minimum wage or there are other grounds for assigning benefits.
Compensation for medications for disabled people since childhood in 2021
Compensation is also provided for children who have been disabled since childhood. This benefit also applies after reaching the age of 18. The group is assigned every year on the basis of an application or for life if the violations are persistent and affect life processes.
Expert opinion
Due to their minor age, children cannot refuse medication on their own. Legal representatives act in their interests - parents, one of them or guardians/trustees on the basis of a decision of an authorized body or a court order. The same package of documents is accepted from interested parties as from adults with a disability group. Confirmation from the attending physician is also required that refusing medications will not harm the child’s health or that there is no need to take them at the specified stage of treatment . The package of papers is also submitted to the MFC or the Pension Fund before October 1 of the current year. If the application is not resubmitted, medications are issued without monetary compensation.

Tax benefits for citizens with second disability group
When calculating a pension, the disabled person’s achievement of retirement age is not taken into account. This socially vulnerable category of the population is provided with a pension as a guarantee for maintaining normal life activities.
Benefits in the social sphere for disabled people of group II
Benefits for utilities (gas, water, heating, electricity) for disabled people reach 50%. Discounts are also provided on rent for other types of services provided by public utility organizations (contributions for major repairs, telephone payments, garbage collection services, etc.). Concessions on utility payments apply exclusively to the disabled person, and not to all members of his family.

Previously, everyone had to confirm their disability, even those who lost an arm or a leg. Since March 2021, the legislation has changed: for those who have lost a limb, disability is established indefinitely.
What medications are considered preferential and their cost is subject to compensation for disabled people in 2021
The list of medications that can be replaced by a disabled person with monetary compensation is established by Government Order No. 2782 of December 30, 2012. The list includes 400 drugs. Their names can be found in the public domain on the Internet or via a link in the Garant legal system with current changes adopted in legislation: https://www.garant.ru/products/ipo/prime/doc/70736150/
Important: there are also regional lists that approve additional medicinal devices for which compensation is provided.
Our most common medications include:
Promedol, omnopon, fentanyl | Painkillers | Prescribed exclusively by prescription from the attending physician. |
Furosemide, chlothalidone, eplerenone | Diuretics
Atarax, adaptol, phenozepam | Psychostimulant drugs and psycholeptics
Azathioprine, Zenapax, cyclosporine | Medicine category munosuppressant |
Amounts of compensation by disability group in 2021
For various categories of disability, excellent amounts of compensation are provided for benefits approved as of February 1, 2021:
Category of citizens | total amount | While maintaining the NSS, taking into account indexation in the amount of 4.3% as of 02/01/2021 |
Disabled people of 1st group | RUB 3,782.94 | 2661.52 rub. |
Disabled people 2nd group | 2,701.62 rub. | 1,580.20 rub. |
Disabled people of 3 groups | 2,162.67 rub. | – |
The data is based on the provisions of Federal Law No. 181 of November 24, 1995 “On the social protection of disabled people in the Russian Federation.” Amounts are subject to annual indexation taking into account inflation by order of the Government of the Russian Federation.
Set cost
A pensioner can independently choose the package package, completely or partially refusing the services offered by the state. Depending on what type of social security for disabled people of group 2 was chosen in 2021, the amount of the EDV will change, which includes the cost of social security (RUB 1,211.66, taking into account indexation). Each component has a monetary equivalent:
- voucher to a medical institution if there are medical indications - 144.37 rubles;
- use of suburban or intercity transport to travel to the sanatorium and back - 134.04 rubles;
- medications and medical supplies (products for specialized nutrition of children with disabilities) prescribed by a doctor - 933.25 rubles.
If desired, a citizen has the right to refuse any of these types of services, but before making a decision, it is recommended to consult a doctor and make some calculations. The fact is that monetary compensation is not always beneficial, and in some cases it can result in losses.
Thus, in the presence of diabetes mellitus, expensive medications are required, which the patient can receive absolutely free of charge within the framework of the NSO. The same applies to sanatorium-resort treatment: for 2-3 years, a pensioner will receive compensation in the amount of 4.5 thousand rubles, which will not ensure the purchase of a voucher (2.5 weeks) with food and treatment.
Who is not entitled to receive compensation for medicines in 2021
Some categories of citizens cannot make a demand to replace the issuance of medicines with cash. These include persons who have not officially passed a medical commission and do not have a disability group based on confirmed documents. They were not given a rehabilitation program, according to which prescriptions from the attending physician must be provided.
Important: the exception is persons of retirement age. They can receive compensation at any time from the state by submitting the relevant documents to the authorized bodies, without establishing a disability group. There is no compensation for medicine for citizens who eliminated the consequences of the accident at the Chernobyl nuclear power plant or were in the area. For this social category, the state has provided other benefits and compensation.
Legal aspects
The main legislative document covering legal issues of support for people with disabilities in Russia is Federal Law No. 181 of November 24, 1995.
This status is assigned to a person after a medical examination. The expert commission issues an official report indicating the disability group. An individual rehabilitation program (IRP) is also provided, which determines the degree of health impairment, measures for its restoration and maintenance.
The inspection procedure is prescribed in the documents “GOST R 53928-2017. Medical and social examination. Quality of medical and social examination services. General provisions" and "GOST R 53931-2017. Medical and social examination. Main types of medical and social examination services.”
Social assistance to vulnerable categories of citizens is expected in many areas of life and is regulated by the appropriate regulatory framework.

Where to appeal refusal of compensation for medicines in 2021
In the event of an unjustified refusal to provide monetary compensation in the event of non-receipt of medicines in kind, if such a possibility is provided for at the legislative level, it is possible to appeal the decision of government bodies in the following procedures:
- to the prosecutor's office at the location of the state institution;
- to the Administration of the President of the Russian Federation;
- Branch of Roszdravnadzor or the management of the health authority in the region of residence of the applicant for compensation.
In the absence of a positive resolution of the case, when contacting these authorities, it is possible to file a claim in court in an administrative manner. The Ministry of Health is involved as a defendant.
All documents related to the production are attached to the application: receipts for payment for medications, checks indicating the amount paid for the purchase at the expense of the disabled person’s own funds, prescriptions for medications to be taken from the attending physician, identification card, insurance certificate number, refusal from the MFC or Pension Fund , other authorities.
If the institution’s decision to refuse to provide payments is considered illegal, then the official’s decision is canceled and he is subject to disciplinary or administrative liability.
Benefits for disabled people of group 2 in 2021
According to the law, philanthropists, charitable organizations and, of course, the state can provide assistance to beneficiaries of this category (and not only). Support measures are being introduced at the federal and regional levels to make the lives of people with disabilities easier.
Social preferences
This type of preferential assistance is provided by:
— EDV;
— payment of subsidies;
- disability benefits;
- not financial measures.
Please note that pension accruals are indexed for inflation every year. And citizens with savings in the Pension Fund are paid an insurance pension.
As for the non-material part, the state provides:
1. Possibility of free travel on municipal public transport (preference does not apply to taxis, although discounts at the initiative of the service itself are not excluded).
2. A trip at state expense by railway transport once a year to the place of treatment and in the opposite direction.
3. Plane and train tickets at a reduced cost.
4. Non-competitive admission to the university subject to successful passing of entrance exams.
In addition to the listed federal benefits, additional concessions may be introduced in the regions, which will be lost when moving.
Tax benefits
Holders of group 2 enjoy special rights in the field of taxation. In most cases, for them the tax payment is partial or canceled altogether.
The amount of the discount is affected by the type of tax:
Type of tax | Amount of discount | Special conditions |
Transport | A car with a power of up to 100 hp owned by a disabled person is not subject to tax. | The vehicle must be equipped taking into account the needs of a person with disabilities. |
Property and land | Not subject to taxation | There are a number of exceptions:
|
Personal income tax | Not provided. | A person disabled since childhood has a deduction of 500 rubles every year. |
Thanks to these benefits, they strive to reduce the costs of citizens considered disabled.
If we talk about duties that are not levied on disabled people, they are as follows:
- for loss of passport;
- for notary services;
- when going to court;
- upon divorce, registration of marriage.
Privileges in the medical department
Since group 2 is prescribed for fairly serious health problems, the need of such disabled people for the help of doctors is obvious. Therefore, there are also benefits in this area:
— free medications from the established list, prescribed by prescription (included in the NSO);
— issuance of TSR free of charge or on special conditions (canes, orthopedic shoes, etc.);
— rehabilitation and prevention in a sanatorium (also included in the social package);
- free dental prosthetics.
Important! Most health plan benefits require an IPR recommendation.
Housing benefits and subsidies
According to federal regulations, group 2 beneficiaries are guaranteed the following preferences:
Type of assistance | Conditions of receipt |
Providing housing |
The size of the living space depends on the number of family members. Each person is entitled to 18 sq. meters of living space. |
Reimbursement of expenses for housing and communal services | A disabled person has the right to a refund of half of the money spent on utilities. |
Subsidies for housing and communal services | If, even taking into account all the benefits, the amount of payment is large, exceeding 22% of the benefit amount, then a disabled person can apply for a subsidy for a period of six months. |
1. Providing housing. If the person was placed on the waiting list before 2002, the disabled person has the opportunity to obtain housing ownership. If a request to improve living conditions was received after 2005, housing from the state fund is allocated under a rental agreement. According to the standards, 18 sq.m. is required per person.
2. Subsidies for housing and communal services. This type of support is applied if more than 22% of the disabled person’s pension is spent on services. The subsidy is issued every six months.
3. Compensation for expenses on housing and communal services. In practice, after paying the bills yourself, you can get half the amount back.
4. 50% discount on housing and communal services. This applies to situations where a stove or electrical appliances are needed to heat the home. In such cases, it is possible to reimburse half of the costs.
Help for disabled people of the second group who have children
If the beneficiary has a minor child (or several), the state provides additional assistance.
1. Children with disabilities can have lunch several times a day in the school cafeteria.
2. Compensation of 50 percent from payment for housing and communal services
3. If the home is heated using electrical appliances or a stove, then half of the costs may be reimbursed.
Among other things, a group 2 beneficiary has the right to special additional payments (only for insurance pension recipients):
Number of minor children | Addition amount |
1 | 8 059,31 |
2 | 10 074,14 |
3 | 12 088,97 |
You should be aware that in some cases, payments are extended if a dependent who has become an adult is studying at a university.
Important
! One beneficiary is entitled to an additional payment for no more than 3 children.
