Supplement to pension for student in 2021

The Russian Federation, in order to fulfill its obligations regarding the social protection of citizens who have a dependent child - a student, and who receive pensions due to age or disability, has given this category of residents of the country the right to receive additional payments of a fixed nature (Article 7 Constitution of the Russian Federation of December 12, 1993).

According to the federal law, old-age labor pensions include two components: funded (if there are savings of pension funds) and insurance (Federal Law No. 173 of December 17, 2001).

In turn, the insurance part of pension payments is formed by two components. One of them is determined by the pension capital of an individual citizen, formed by him during his working life. The other part of the labor pension insurance payments is a basic fixed amount.

Pensioners, if they have children who are studying full-time at higher educational institutions, can count on an increase in their insurance pension due to a fixed payment. Moreover, these payments are due both to pensioners who have retired due to old age, and to those pensioners who receive a disability pension.

Can both parents of a pensioner count on an increase in pension in the situation under consideration?

If both parents are pensioners, each of them can count on an increase in pension.

Conditions that must be met in order to receive an allowance for pensioners for children of students:

  • The student must be no older than 23 years old.

Parents whose children are under 18 years of age receive an increased fixed supplement to their insurance pension, regardless of confirmation that the children are studying. Because in this case, the child’s birth certificate is sufficient, which is the basis for paying the parents an increased pension.

Important! In order to receive an increased pension, no more than three family members who are classified as disabled are taken into account.

  • The student must undergo full-time studies at higher educational institutions.

At the same time, educational institutions can be of very different types and types, organizational and legal forms and forms of ownership. Training can take place in a commercial or state educational institution, on a budgetary basis or on a commercial basis. This requirement to receive payments for the children of students and pensioners applies to both educational institutions of the Russian Federation and those located outside the Russian Federation.

An exception would be receiving additional education at an appropriate institution.

Documents for receiving the bonus

To receive additional payments from the Pension Fund, you need to fill out an application for recalculation of pensions for children. A form for writing an application and a sample will be given to you by the employees of the Pension Fund branch. You can also download it from the official website of the Pension Fund, and then print it out and fill it out according to the template. In your application, you must include the reason why you need to recalculate. Also fill out the remaining items according to the model. In addition to the application, you will need to present:

  • citizenship of the Russian Federation;
  • SNILS;
  • birth certificates of children or extracts taken from the civil registry office that confirm their birth;
  • passports of all children or other documents on the basis of which it will be possible to establish the mother’s maternity period, for example, a training diploma or school certificate.

All attached documents must be listed in the appropriate paragraph on the application form. If you are going to send documents by mail, you can attach copies of the listed documents. But first they must be certified by a notary.

Deadlines for recalculating the fixed payment amount

The timing for recalculating the amount of fixed payments to pensioners is related to the submission of the application and the necessary documents. If all documents meet existing requirements, then recalculation is performed for the next month, after the month in which the corresponding application was submitted.

Important! If a student is expelled from an educational institution or transferred to another form of study, then his parents do not have the right to receive an increased insurance pension.

Necessary! Within three days after the child’s status as a student at an educational institution or in relation to the form of his education changes, this information should be provided to the local branch of the Pension Fund in order to avoid overpayments and subsequent deductions from the parents’ pensions.

Additional payment amount

The assigned additional payment to the pension for a child of a full-time student depends on how many children are dependent on the pensioner. In this case, a fixed amount is paid, which is subject to annual indexation.

  • For 1 child, 1/3 of the statutory fixed payment (FB) is due.
  • For 2 dependents, 2/3 of the FV is paid extra.
  • For 3 dependents or more – 100% of the FV

Since in 2021 the size of the FE is determined at 5,334.19 rubles, parents of pensioners will be paid an additional 1,778.06 rubles for 1 student. towards pension, for 2 children - 3,556.12 rubles, and for 3 or more - 5,334.19 rubles.

But this amount is determined only for those pensioners who do not have a disability and whose age has not yet exceeded 80 years. If we consider how much extra they will pay disabled people, the amount will increase significantly up to 6,000 rubles. For example, a disabled person of group I with 3 students under the age of 23 will be paid a PV in the total amount of 16,002.56 rubles.

Both parents of a student child under the age of 23 have the right to receive an increase in the financial allowance, but on condition that they are actually supported. At the same time, parents deprived of parental rights, as well as parents who evaded paying child support, are not entitled to additional payment.

Termination of payments

There are several early grounds on which the additional payment to the pension for the children of students can be cancelled:

  • employment of a student for whom parents receive additional payment;
  • expulsion from UZ;
  • transfer to another form of education.

Urgent termination of payments is possible only in cases where:

  • the student completed his studies at UZ and received a diploma;
  • the citizen turned 23 years old.

The Pension Fund strongly recommends promptly reporting circumstances that prevent the payment of an increased pension fund. If a student finds a part-time job or is expelled, the recipient of the increased pension must notify the territorial office of the Pension Fund of the Russian Federation within 3 working days.

Who is entitled to an additional payment to the pension for a student child?

According to paragraph 3 of Art. 17 of Federal Law No. 400-FZ “On Insurance Pensions” (December 28, 2013), retired parents with dependent disabled relatives are entitled to additional payments in the established amount. A student child is recognized as a dependent when studying full-time at an educational institution, regardless of the form of ownership. The main condition is that for the supplement to be calculated, the maximum age of the child should not exceed 23 years.

Please note that dependents include not only their own or adopted children (son, daughter), but also other citizens who are fully supported by the pensioner or receive constant assistance from him, which is their constant and only source of support.

Registration of additional payment for children under 18 years of age


To be able to apply for the appropriate payment provided by the state, you should contact the Pension Fund branch located at the place of residence/registration of the civil pensioner.

To assign a payment to a minor dependent, representatives of the relevant government agency will require the presentation of the following documentation:

  1. An application indicating the request for recalculation of the pension;
  2. A document documenting the relationship between the applicant and a teenager under 18 years of age;
  3. Official documents on the basis of which it can be concluded that the person is truly dependent:
  • A certificate from the Housing and Maintenance Department or from a local government authority stating that the persons live in the same territory (in the same apartment);
  • A document on the monthly income of each family member;
  • Official papers recording the costs of housing and communal services, food, etc.

In the event that there is not enough reference documentation, checks or any statements, you can confirm the fact that the child/teenager is dependent by presenting testimony (for example, from neighbors).

IMPORTANT! An additional payment to the pension is provided starting from the next month after submitting the necessary package of documentation to the Pension Fund or MFC.

Registration procedure

An additional payment to the pension for student children can be made by the pensioner personally or through a legal representative. In the latter case, a notarized power of attorney is required. Documents can be submitted to the Pension Fund or the Multifunctional Center. There are several options for submitting an application to the Pension Fund:

  • on a personal visit;
  • through your personal account on the fund’s website;
  • by registered mail.

The procedure for applying for additional payments to pensioners consists of several successive steps:

  1. Collect the necessary package of documents.
  2. Contact the authorized body.
  3. Fill out the application, attaching the prepared documents.
  4. Wait for a decision.
  5. If the result is positive, the payment will be accrued simultaneously with the pension. In case of refusal, a written justification must be sent to the applicant within 5 days.

What documents are needed

An additional payment to a pensioner for a dependent student is assigned upon presentation of a certain package of documents. In addition to the application, you need to prepare:

  • own passport;
  • student's birth certificate;
  • certificate of family composition;
  • a certificate from the educational institution confirming completion of full-time studies;

An additional payment to the pension for students cannot be issued without a certificate confirming the fact of full-time study. Please note that additional payment is due for training:

  • paid and free;
  • on the territory of Russia and abroad;
  • in a commercial or government institution;
  • in all types of educational institutions (technical school, university, college).

The pension fund has certain requirements for a certificate from an educational institution. It must bear the corner stamp of the educational institution, the date of issue and the registration number. The certificate must contain the following information:

  • full last name, first name and patronymic of the student;
  • name and status of the educational institution;
  • start date of study and duration of study;
  • information that training takes place full-time;
  • number and date of the enrollment order;
  • signature of the manager with mandatory decoding and seal of the organization.

Indexation of additional payments

Indexation of the increase in pension for the maintenance of a child receiving education in 2021 took place only for non-working pensioners. Those who continue to work while retired receive a reduced amount of additional payment.

For the maintenance of each student, a working pensioner will receive up to 1,778.06 rubles per month.

An increase in the amount added to pension payments will occur when the citizen completes his work activity.

Important. In order for the pension and its supplement to be indexed, a working pensioner must provide proof of completion of work. For unemployed citizens receiving government benefits due to age or health status, indexation is carried out automatically.

Where to apply for additional payment

Financial assistance for the maintenance of the student is issued at the pension fund office at the place of residence.

A candidate for additional payment must provide:

  1. Identity card (yours and the student’s ward);
  2. Grounds for calculating pension payments (disability certificate or pension certificate);
  3. TIN, SNILS;
  4. Certificate from the place of employment (if the pensioner has not completed his working career);
  5. Information from the educational institution about the fact that the student is enrolled in full-time education;
  6. Confirmation of family ties and cohabitation.

It is advisable to make copies of each document in advance. In addition, when applying to the pension fund, you will have to draw up an application according to the established template.

Important. Special requirements are put forward for how a certificate from a university is compiled.

It should reflect information about:

  • University (its name and status);
  • The timing of the student’s enrollment, indicating the form of study;
  • The period of study;
  • Information from the enrollment order (its number and date of issue).

Important. The certificate must have the seal and stamp of the educational institution and the signature of the head.
