    Veteran of Labor is a title recognizing Russians who have worked conscientiously for many years. It was introduced when federal law No. 5 of January 12, 1995 came into force.

    In the USSR, such a title did not exist. There was a special order that served as a kind of moral encouragement and did not give the opportunity to apply for benefits.

    It was approved in 1974. It was issued to those who worked as children during the Great Patriotic War.

    The order was also received by people who conscientiously performed their work duties for many years; collective farm workers; employees whose merits in their work have been recognized by the state. A citizen who was nominated for an award acquired not only the order, but also the corresponding document.

    Who should

    The title of Labor Veteran in Russia is established by Article 7 of the Federal Law of January 12, 1995 No. 5-FZ. All citizens of the Russian Federation have the right to obtain status and issue documents as a labor veteran, but subject to special requirements:

    • the applicant has a long work experience: 20 years for women and 25 years for men;
    • the applicant received an order or medal of the USSR or Russia;
    • a citizen has been awarded an honorary title from the USSR or Russia;
    • the candidate was awarded a departmental distinction for his work and has worked for over 15 years in the relevant sector of the economy.

    Based on these requirements, the documents necessary to obtain a labor veteran are generated: both the length of service and the presence of awards must be confirmed. The main catch is that you need both a certain length of service and one of the awards included in the list approved by the authorities. But it is important to figure out what awards and documents are suitable for receiving a veteran of labor in 2021, since the presence of a Shock Worker, some kind of badge or certificate of honor from regional officials does not mean that a person is entitled to a special status.

    Let us note that from 07/01/2016, paperwork for a labor veteran at the federal level is carried out taking into account the Decree of the Government of the Russian Federation of 06/25/2016 No. 578. Previously, the legislation did not stipulate which departmental insignia entitles the right to an honorary title and benefits, but now All federal ministries, departments and state corporations establish their own insignia, which allows them to claim a high status.

    Conditions of receipt

    The conditions under which a citizen has the right to become an honorary worker are specified in federal laws. Accordingly, the opportunity to acquire status is available to those who began working before the age of 18 during the Great Patriotic War and worked for at least 40 years (for males), 35 years (for females).

    Another title of federal significance is awarded to those who:

    • was awarded orders of the Soviet Union or the Russian Federation;
    • was awarded an honorary title;
    • was awarded an honorary presidential certificate;
    • received presidential gratitude;
    • was awarded a departmental insignia for work/service merits and long-term work/service (minimum 15 years) in any field.

    How much experience is needed to obtain

    Since mid-summer 2021, legislative requirements have become stricter: departmental insignia provide the opportunity to become an honorary worker only when the Russian nominated for the award has worked/served at least 15 years in the relevant field. This rule does not have retroactive effect, that is, it does not apply to people nominated for the award before July 30, 2021.

    An applicant for the status of an honorary worker must have mandatory work experience. The minimum length of service for those who began working as a minor was indicated above. For other groups of Russians, the minimum length of service is 25 years (for males), 20 years (for females).

    Is there a list of awards for obtaining the title?

    Approximately a thousand awards provide the opportunity to acquire the title of honorary worker. All of them can be divided into the following categories:

    • orders;
    • medals;
    • honorary titles;
    • departmental awards of Russia;
    • departmental awards of the Soviet Union;
    • rare rewards.

    Is it possible to get a “veteran of labor” without awards?

    It is possible to become a labor veteran without any awards. However, for this you need to start working in childhood, and during the Great Patriotic War. It is also necessary to accumulate a sufficiently long work experience (40 and 35 years for men and women, respectively).

    Check if you can qualify for this title

    Answer a few questions to determine whether you can qualify as a Russian labor veteran:

    1. You have worked for at least 25 years (20 years for women), of which 15 or more years in the relevant field of activity (sector of the economy).
    2. You have an order, medal or honorary title of the USSR or Russia, you have been awarded a departmental insignia.

    If in both cases you answered in the affirmative, it’s time to collect the papers and submit them for consideration to the social welfare authorities at your place of residence.

    Paperwork

    Every region of the state has its own Regulations on labor veterans. It can be read both in social security institutions at the place of registration and on Internet resources.

    This provision specifies how to register the status and what papers need to be prepared. However, there is a standard set of papers that will have to be prepared to acquire the title of honorary worker.

    To acquire status you will need the following documents:

    • Russian general passport;
    • paper certifying work experience;
    • passport size photographs.

    In addition, you will need to prepare award badges on the basis of which the status is issued.

    If the application is submitted not by the recipient of the title himself, but by his authorized representative, you will need to make a power of attorney at a notary office. Also, the applicant’s representative will need to prepare his passport before visiting a government institution.

    Where to apply and decision deadlines

    The application and set of documents must be submitted to the social security institution at the place of registration. After the application is drawn up, a meeting of the commission is scheduled to consider the applications of Russians for registration of status.

    When the commission considers the petition submitted by the applicant and makes its decision, it will send a notification to the citizen. Submitted papers will be returned to the applicant. The period within which the decision is made depends on the subject of the Russian Federation . For example, in the capital, the decision is made no later than 10 days after employees of the social security institution receive the application. In the Bryansk region, a decision may take 15 days.

    If the commission makes a positive decision, it issues an administrative resolution. Now the citizen will need to come to the social security institution again to receive a certificate. This document is a form of the installed image. If a Russian loses his ID, he will need to submit an application to the institution where the document was issued. The issuance of a duplicate certificate is absolutely free.

    Refusal to issue a title is possible in the following situations:

    • the applicant does not meet the requirements listed in Russian laws (in terms of the level of existing awards, insurance experience);
    • lack of registration in the locality in which the application was submitted;
    • expiration of the validity period of the papers attached to the application;
    • indication of false information in the application, use of forged documents.

    In case of refusal, the commission provides a written argument that its decision is lawful, refers to Russian legislation, and indicates the reason for the refusal. The applicant will be notified of the decision made. Typically, the postal service is used to send the notice. Telephone calls are not used, as they are not considered an official way of notifying citizens about the decision made by the commission.

    The state provides support to labor veterans. Thus, honorable workers are entitled to:

    • be served free of charge in medical institutions;
    • receive vacation at a time of year that is convenient for them;
    • ride for free in municipal vehicles (if such a benefit is provided for by the laws of the constituent entity of Russia);
    • receive a fifty percent discount on housing and communal services;
    • undergo free dental prosthetics in municipal clinics.

    The administrative and managerial apparatuses of the regions of the Russian Federation have the right to establish additional measures of social support. Thus, in the Moscow and Leningrad regions, honorable workers receive a certain amount of money every 30 days.

    It is necessary to obtain the title of labor veteran, if possible. The status allows you to receive many benefits and social protection. Ordinary pensioners have a much narrower range of benefits received.

    Main benefits provided to labor veterans

    Federal benefits for honorary workers, regulated by the legislation of the Russian Federation, are exactly the same for all holders of this title.

    The current privileges are as follows:

    1. Use the services of municipal dental clinics for dental treatment and prosthetics out of turn;
    2. Receive the opportunity to receive treatment in medical institutions of the country, even if you change your place of residence or registration;
    3. Treatment in a sanatorium or receipt of monetary compensation in the amount of the cost of the vacation in case of refusal;
    4. The right to a free set of measures in the healthcare system carried out for the purpose of diagnosing and preventing various diseases;
    5. Visits to doctors and services at pharmacies without waiting in line;
    6. Extraordinary right to improve housing conditions;
    7. Possibility of obtaining a loan for the construction of a residential building for a period of 10 years;
    8. Installation of a landline telephone upon request;
    9. Exemption from land tax;
    10. Payment of 50% of the full fare on commuter trains and water transport during the relevant season;
    11. Travel on municipal transport without payment;
    12. Receiving monetary compensation for housing and communal services provided there are no utility debts;
    13. Property owners are exempt from property contributions;
    14. Pension payments, financial assistance, compensation for sanatorium treatment and other financial payments are not subject to personal income tax;
    15. The right to receive a free plot of land for building a house;
    16. If you continue working, you can freely take annual paid leave (30 days) in any month of the year.

    In addition to federal benefits, the Russian Federation has regional programs, which may differ significantly in different regions of the country.

    What nuance needs to be taken into account so that your application is not refused?

    It follows from the norms of the law that an applicant for the title of labor veteran must have a departmental award, certificate of honor, gratitude or other paper confirming his long and conscientious work or service. This is the main document required by the social welfare department (formerly Social Security). Here you need to dwell on some nuances in which registration may be refused, even if documents for a labor veteran have been collected.

    So, if a citizen has received status in one region, when moving to another subject of the Russian Federation, he may lose it, since the rules for obtaining are set by regional authorities, and the rules may change.

    Only orders, honorary titles and medals of the USSR or the Russian Federation, departmental awards, as well as certificates of honor and gratitude from the President of the Russian Federation are considered as grounds.     What documents are needed for a labor veteran 2021

    If you have sufficient experience (length of service) and already have a departmental award, order or medal, all that remains is to prepare:

    • statement;
    • identification;
    • confirmation of place of residence (available in the passport of a citizen of the Russian Federation);
    • certificates, including a work book, confirming length of service;
    • documents for orders, medals, certificates of appreciation, departmental awards;
    • several photographs measuring 3 x 4 cm.

    Since the rules and conditions for assigning a preferential category are developed and established by regional authorities, the list of required documents may be wider. Before submitting an application, we recommend that you contact the social security department at your place of residence and clarify this point, because they can tell you exactly what documents are needed to register a labor veteran with social security. Everything is logical: where we submit it, we ask them.

    Please note that in some regions you can also submit documents through the MFC and the government services portal. As a general rule, the period for their consideration by officials cannot exceed 30 working days.

    Today it is quite problematic to receive any benefits from the state. This is due to a long list of required papers and the dishonest performance of their duties by social workers.
