The term “labor veteran” was introduced in the 70s. It was provided to employees who have above average seniority. This title encouraged long-term work and long-term relationships with one employer. Since then, the Russian Government has adopted a number of amendments to Soviet laws. Today, the status of labor veterans is regulated by the Law of the Russian Federation “On Veterans” of 2021. It is assigned on the basis of Article 7 of the specified normative act, subject to the following requirements:
- age from 40 years for men and 35 years for women on a general basis;
- for citizens who have medals and awards for work, the length of service should be 25 and 20 years for men and women, respectively;
- the position is assigned by the social protection authorities at the employee’s place of residence; they have been vested with such functions since 2005;
- local legislation may provide for the need to reside in the region to perform labor functions for a certain number of years, however, such a condition for obtaining the title of labor veteran is not always necessary.
Requirements for the applicant
Labor veteran is a title of federal significance, as a general rule granted to workers whose professional activity spans a considerable period.
The standard regulations and criteria for assigning the status of the same name are based on the unified law No. 5-FZ. In a specific case, one should rely on Article 7.

Official documents that need to be submitted to social security authorities include:
- Civil identity card.
- 2 photos measuring 3 x 4 cm.
- Confirmation of work experience from the Pension Fund of the Russian Federation upon provision of an extract of the appropriate sample indicating specialties and time worked in each position.
- Pensioner's certificate upon entering state support.
- A power of attorney certified by a notary when an authorized representative applies to social security.
- An application in the form addressed to the head of the social service department is drawn up on the spot when submitting a petition with a set of documents. It is submitted in two originals, one of which remains in the hands of the inspector, the second is transferred for safekeeping to the applicant for the status of a labor veteran.
Important: in the event that confirmation that the application has been submitted to the social security authority is lost, the applicant will be able to prove the right to receive benefits and benefits by filing a complaint with a request attached with a note of acceptance by the institution indicating the full name of the responsible employee and the date of the incoming letter.

The procedure for obtaining the status of a labor veteran is carried out in the following order:

Procedure for obtaining the title in 2021
In St. Petersburg, the procedure for assigning veteran status corresponds to the general regulations. You must submit your request to the social protection department of the administration of your specific area of residence.
Here you will need to fill out the appropriate form. In this case, the worker’s representative can also handle the procedure. However, the intermediary should prepare in advance a power of attorney to perform certain actions.
In addition, you can submit an application through any Multifunctional Center, or electronically using the State Services website.
However, in the latter case, the applicant will need to undergo full registration and identification of his personal account.
Before applying, the applicant must prepare a number of documents. The information contained in official papers will confirm the right to receive status.

- employment history;

After registering a request, the authorized commission is given no more than 21 days to verify the information and make a decision.
If the result is positive, the newly minted labor veteran receives a certificate filled out according to a single template (introduced by Decree No. 423 of April 27, 1995). The document is recognized as unlimited and valid throughout the Russian Federation.
A refusal to grant veteran status may be issued if not all documentation is presented. Either the information provided is not reliable or accurate.
If a request is rejected, the citizen must be given a written refusal indicating the reasons. The decision can be appealed either by filing a complaint with social security or through the judicial authorities.
Restrictions for obtaining labor veteran status
According to the requirements of Federal Law No. 5 of January 12, 1995, only employees who have received awards and badges for their activities can receive the title of labor veteran. A title is also issued for citizens who began working during the Great Patriotic War.
In this sense, only citizens who have particularly distinguished themselves in their service activities and have insignia can receive the title.
