Proposal to repeal the 2018 pension reform

Such an initiative really has a place. The leader of the A Just Russia party, Sergei Mikhailovich Mironov, together with deputies of his faction, submitted a bill to abolish the pension reform to the State Duma. This document provides for the return of the retirement age to the old levels of 55 years for females and 60 for males.

Mironov personally emphasized that the pension reform was promoted by the government under the leadership of the then Prime Minister and former President of the Russian Federation in the period from 2008 to 2012, Dmitry Anatolyevich Medvedev, who managed to “push through” and approve anti-people legislative changes.

He emphasized that at the time of consideration of the proposed changes, the reform was justified by the need to save money. However, now, in 2021, the retirement age adjustment is in full swing, but no positive effect is being observed.

The state budget allocated for the payment of pensions to the population is still in deep deficit.

In addition to canceling the reform, Mironov also proposed completely eliminating the Russian Pension Fund as an institution, replacing it with a new system developed completely from scratch.

Will there be a pension age reform in 2021?

In one of his recent addresses to residents of the Russian Federation, a representative of the State Duma stated that the country's authorities are planning to revise the retirement age. Deputies of the lower house of parliament intend to study the relevant document soon.

Project No. 1145526-7 is subject to consideration. It proposes new age limits for retirement for Russians.

The country's authorities want to return to the previous retirement age figures:

  • for women – 55 years;
  • for men – 60 years.

The authors of the bill insist that an additional moratorium be imposed on changes in the retirement age until 2035. Deputies will begin considering this reform in June 2021.

Let us remind you that today the previous pension reform of January 1, 2019 is in force in Russia. A transition period has been established in the country until 2028. At the end of this period, men will retire at 65, women at 60.

Actions of A Just Russia in the first quarter of 2021

The proposal to cancel the increase in the retirement age is far from the only “revolutionary” proposal put forward personally by Sergei Mironov and members of the A Just Russia party. During 2021 they also offered:

  • write off debts of the population on microloans and short-term loans in full without any penalties;
  • demand early repayment of debts from other states, in particular from the People's Republic of Bangladesh;
  • increase the cost of living to at least 31 thousand rubles, which is almost three times the current value.

Of course, all these initiatives will really improve the lives of the population and strengthen the country’s economy, which is already in need of radical changes. However, all these loud statements and radical proposals in practice do not carry any practical benefit. Naturally, such initiatives coming from a faction representing a minority in the State Duma will not be accepted.

All these proposals to cancel the increase in the retirement age, to liquidate the Pension Fund of the Russian Federation as an institution, etc. are nothing more than an attempt to gain the trust of voters. The reason for this is the upcoming elections to the State Duma, which are scheduled for September 19, 2021.

Initiation of a referendum

The news often talks about opposition parties proposing to hold a national referendum, thereby giving the country's population the opportunity to influence government policy regarding pensions. The Communist Party of the Russian Federation was the first to make such a proposal. In Moscow she has already held a meeting in a subgroup. On July 17, the party submitted to the CEC a proposal to hold an all-Russian referendum, which the Commission rejected due to poor wording. It was considered that the interpretation of the question could be misleading. The Communist Party of the Russian Federation had to make changes.

In order for an all-Russian referendum to be held, applications are required from subgroups of at least 100 people from 43 or more regions of the Russian Federation. On August 8, the CEC reviewed and approved all three applications. After collecting 2 million signatures in the regions and approval by the Central Election Commission, participants will be able to refuse the issue submitted to the all-Russian referendum only through the Constitutional Court. In June, a similar initiative was put forward by Yabloko. The possibilities of joint work with the Communist Party of the Russian Federation in this area were even considered. In total, the CEC accepted 30 applications. Most were rejected. These teams have a tough job ahead of them in a competitive environment:

  1. Regional election commissions register these groups within 15 days.
  1. Within 2 months they organize meetings of subgroups in at least 43 Russian regions.
  1. The “winning” team is registered as an all-Russian group with the Central Election Commission.
  1. In 45 days, it collects 2 million signatures (no more than 50 thousand per region) and holds a referendum.

The situation with pension reform

The 2021 pension reform changes remain in effect. There are no plans to reverse the age increase.

It will continue to gradually increase to 65 years for men and 60 years for women.

Over the course of several years, the following will be gradually raised:

  • retirement age;
  • the minimum required IPK for processing pension payments;
  • the minimum number of years of service required to receive pension payments.

Raising the retirement age

As envisaged by the pension reform, the retirement age will gradually increase over a 10-year period from the approval of the changes in 2021 until reaching the planned level in 2028.

In 2021, citizens receive the right to apply for an insurance pension on a general basis upon achieving:

  • from January 1 to June 30, 2021 - 55 years and 6 months (women), 60 years and 6 months (men);
  • from July 1, 2021 - 56 years and 6 months (women), 61 years and 6 months (men).

Increase in the minimum IPC

IPC – individual pension coefficient. This is the amount of pension points earned by a citizen. The product of the cost of one point at the time of registration of the pension and the total value of the existing IPC constitutes one of the parts of the insurance pension.

Accordingly, the greater the value of a citizen’s IPC, the larger the payments he will be assigned. However, to obtain the right to obtain insurance-type security, a citizen must have the minimum required IPC.

Its value, as well as the retirement age, gradually increases by 2.4 units annually.

In 2021, to apply for an insurance pension, you must have 21 pension points.

The increase will occur until the IPC reaches a value of 30 units in 2026

. From that moment on, it will be possible to receive an insurance pension only if during the course of his life, through work, the citizen managed to earn at least 30 pension points.

Increasing the minimum required experience

The third and final requirement for receiving a pension is the insurance period. It is earned through work. If a citizen is officially registered with an organization, his employer makes mandatory contributions to his account in the Pension Fund of the Russian Federation. In this case, the period of work is considered insurance.

Taking this into account, he believes that canceling the pension reform is inappropriate. Exceptions to pension reform

There are several categories of citizens who were partially affected or not affected at all by the increase in the retirement age. These include:

Accordingly, given the increase in the retirement age, they are now receiving benefits according to the old rules. In fact, their benefit turned into a pension according to the old rules. The right to early exit is granted if the citizen has:
      15 years of work experience in the Far North.
  3. 20 years of work experience in territories whose status is equivalent to the Constitutional Court. If a citizen worked in the Far North and in regions with an equivalent status, he will receive an early pension according to the rules of the Far North (15 years of experience). In this case, periods of work in territories with KS status are converted at the rate of: 1 year in areas with KS status = 9 months of work in KS.
  4. Mothers of many children.
    Women raising three or more children, if they have the necessary length of service and individual industrial complex, retire early. The age for receiving support depends on the number of children:

  5. four – 56 years old;
  6. five or more – 50 years.
