Pension calculation

Let us remind you that in Russia the concept of a minimum pension does not exist. Minimum pension payments are set depending on the cost of living in the region. Based on this, it can be noted that the minimum pension in Crimea in 2021 is 8,530 rubles .

Today, many people are wondering whether the minimum wage (minimum wage) affects the amount of the pension? The answer is clear - no. Even if the minimum wage increases, this will not affect pension payments in any way. Therefore, you should not expect indexation of pensions.

The pension is calculated according to the following formula: the amount of accumulated pension points is multiplied by the cost of one point and the fixed payment is subtracted. This formula is actually extremely complex, because it is the Russian Pension Fund that sets the value of pension points, so calculating the pension yourself is extremely difficult.

Peculiarities of pension calculation in Crimea

Putin signed the law on pension changes. From January 1, 2015, pension provision for residents of the Republic of Crimea and Sevastopol is carried out in accordance with the laws of the Russian Federation.
In order to calculate the pensions of Crimeans under the new legislation and at the same time take into account the length of service that they developed while the peninsula was part of Ukraine, the State Duma adopted the federal law “On the peculiarities of pension provision for citizens of the Russian Federation living in the territories of the Republic of Crimea and the federal city of Sevastopol” No. 208 -FZ. It takes into account work on the territory of Ukraine until March 16, 2014 inclusive, and on the territory of the Republic of Crimea or the federal city of Sevastopol during the period from March 17 to December 31, 2014 inclusive. Insurance premiums accrued for the period since 2002 remained in Ukraine. Therefore, to calculate insurance premiums for residents of the peninsula, the average monthly salary of the Russian region closest to Crimea, the Krasnodar Territory, was taken as a basis. According to the law, it is 24,245.70 rubles.

“In the Russian Federation, until January 2002, the law of November 20, 1990 was in force, according to which both length of service and earnings for any 60 consecutive months were taken into account. This norm also applies to Crimeans. The length of service developed before 2002 is fully taken into account, as is the insurance period developed in accordance with the legislation of the Russian Federation. Registration in the compulsory pension insurance system of the Russian Federation in Crimea began in August 2014, when many organizations registered in it and paid insurance premiums for their employees to the Pension Fund of the Russian Federation. The periods after registration in the compulsory pension insurance system of the Russian Federation are already taken into account based on information from individual personal accounts in the Pension Fund,” explained Svetlana Gorbunova.

Crimean pensioners actively use modern banking services. Thus, the period of working activity of Crimeans who have already retired or are retiring is essentially divided into three periods.

  • The first is until January 2002, it is confirmed by entries in the work book or certificates of work activity, taking into account wages for any five years in a row.
  • The second - from January 2002 until registration in the Russian compulsory pension insurance system (OPS), it is taken into account on the basis of entries in work books.
  • The third period is after registration in the OPS system, it is taken into account based on the information of the individual personal account.

According to Svetlana Gorbunova, the problem of unaccounted payments from Crimeans to the Pension Fund of Ukraine is generally resolved by the current Russian legislation.

“Indeed, all payments from Crimeans for work during the Ukrainian period went to Kyiv, no one will return them to us. But Russia has committed itself to accounting for these periods on the basis of the average monthly salary of the nearby region - the Krasnodar Territory. The average monthly salary there is very high, and in this aspect the residents of Crimea were not left deprived. And we calculate insurance premiums for this period according to entries in work books and include them in the calculation of pensions,” noted the head of the profile department of the Crimean branch of the Russian Pension Fund.

What is a saved pension in Crimea?

Before the entry of the South of Ukraine into the Russian Federation, citizens of retirement age received monthly amounts in hryvnia. After the change of power and the establishment of another country, various reforms followed. The old pension reform was replaced by a new one. It happened this way. The fixed cost of payment was converted at the exchange rate into rubles. Thus, the pensioner began to receive more with Russian money. This is called saved.

Later, the payments were recalculated and converted into rubles, and they offered to choose the saved one or the new recalculated one.

Why aren’t pensions indexed in Crimea and when should we expect an increase?

In 2021, the government took stock of the standard of living of the population and decided to raise the minimum payments. Indexation will be carried out for the first time. The amount issued will increase by 7%. The promotion process is divided into 2 stages. Gradually, each citizen will receive an updated amount. Payments will be the same across the peninsula. A higher amount is expected in the cities of Simferopol and Sevastopol. Additional funds are planned for veterans and combatants. The increase should be expected in the summer of 2021.
