List of professions eligible for early retirement

According to the legislation of our country, every citizen upon retirement has the right to receive appropriate payments. Naturally, it is impossible to somehow equate all people, so the pension is assigned by the state depending on the field in which they worked, conditions and length of service.

The “pension” topic is the most pressing at the moment. Representatives of different social groups argue among themselves and cannot come to a common opinion. So far, the pension return for men is 60 years, and for women – 55. However, the Government is introducing a law to increase this period. At the same time, the legislation defines a list of “persons” who are entitled to early retirement.

This article will talk about representatives of what professions, positions and specialties can take advantage of the benefit and retire early.

What is meant by the word “Early retirement”?

Analyzing the general situation in the country, many experts agreed that now every seventh pension is granted early. This cannot have a positive effect on the existing pension system, and in order for citizens to continue to receive decent assistance from the state, the country needs fundamental changes in the current policy.

It is still difficult to say what consequences the measures taken will have. And how will the changes affect citizens who may express their desire to retire early? However, this right is assigned to them at the legislative level, and is regulated by Art. No. 27 Federal Law “On Labor Pensions of the Russian Federation”, as well as No. 400-FZ Chapter 6 dated December 28, 2013. These regulatory acts establish the grounds for the emergence and procedure for exercising the right of citizens of the Russian Federation to insurance pensions.

So, a preferential pension means that an employee takes a well-deserved rest before he reaches retirement age.

Early retirement has a number of general and specific features. These include:

  • Frequency of payments. Pensions are granted on a long-term basis and are for life;
  • Availability of relevant work experience;
  • Availability of special experience;
  • Payments can be made either in addition to wages or instead of them;

The main parameter that gives rise to the right to early retirement is work under special conditions.

If the concept of “Work experience” is familiar and understandable to everyone, then such a definition as “Special experience” can raise a lot of questions.

Special experience is one of the types of work experience. It is characterized by the following symptoms:

  • It is considered along with insurance and continuous experience;
  • It is the total duration of the employee’s activity in heavy and hazardous industries. Here we are talking not only about some specific working conditions, but also taking into account the area where the work activity was carried out;
  • It is a consequence of the fact that the state assigns payments according to special rules;

Special length of service is taken into account when assigning old-age pensions, for workers who worked in the Far North, as well as for long service.

Who is entitled to early retirement? A question that rightfully worries a lot of people. Answering this question, we can say that there are two broad groups of citizens who have the right to a “preferential pension”. These include:

  1. Persons who have been in an employment relationship for a certain amount of time, and thereby earned themselves experience;
  2. Persons with a special social status.

As for the first point, the list of professions and required experience will be discussed a little later. The second category of citizens includes:

  • Mothers who gave birth and raised five or more children;
  • Visually impaired people with group 1;
  • Guardians of disabled people, caring for them from an early age;
  • Persons who acquired a disability group as a result of military operations;
  • Persons who have worked in the Far North for at least 15 years, or in remote areas for at least 20 years;
  • Citizens of pre-retirement age who remain unemployed due to the cessation of the enterprise’s activities, including its liquidation, etc.

In order to retire early, a person must not only meet the above parameters, but also meet the established requirements.

List of preferential professions for early retirement

According to Art. 27 of Law No. 173-FZ “On Labor Pensions in the Russian Federation” dated December 17, 2001. There are a number of requirements that the “beneficiary” must meet. Namely:

  • Russian citizenship;
  • Availability of a funded part of the pension;
  • A person must permanently reside in the territory of the Russian Federation;
  • The person must be insured in the state pension system;
  • There is a fact that conditions have arisen under which the state can grant an early pension. (Age, length of service, including work in hazardous industries).

At the same time, the legislator has determined lists of professions that have the right to retire early. It is worth noting that they are referred to as List No. 1 and List No. 2. There is no fundamental difference in these lists. They often include approximately the same professions. The characteristic difference lies not in the list, but in the working conditions.

Naturally, List No. 1 includes those who work in particularly dangerous conditions. Moreover, their work is considered the most difficult, and there is always a danger of harm to health.

The second list contains a list of professions that are also considered harmful and difficult, but they do not have the prefix “especially”.

The total number of industries available in these two lists is 24. These include:

  1. Mining workers;
  2. Ore preparation workers. As well as persons engaged in beneficiation, agglomeration, roasting of ores and non-metallic minerals;
  3. Metallurgical workers, including those working with ferrous metals;
  4. Workers employed in coke, pitch coke, thermoanthracite and coke-chemical production;
  5. Workers engaged in the production of generator gas and the production of gases in the process of metallurgical production;
  6. Workers engaged in the production of dinas products;
  7. Metallurgical workers working with non-ferrous metals;
  8. Chemical production workers;
  9. Workers producing explosives, initiating substances, gunpowders and ammunition;
  10. Workers involved in the processing of oil, gas, gas condensate, coal and shale;
  11. Metal workers;
  12. Workers in electrical production, as well as those involved in the repair of electrical equipment;
  13. Workers involved in the production of electronic equipment and radio equipment;
  14. Workers involved in the production of building materials;
  15. Workers of glass and porcelain-faience production;
  16. Workers involved in the production of artificial and synthetic fibers;
  17. Pulp and paper workers;
  18. Workers producing medicines, medical and biological products and materials;
  19. Healthcare workers;
  20. Printing production workers;
  21. Transport workers;
  22. Workers dealing with radioactive substances, sources of ionizing radiation, beryllium and rare earth elements;
  23. Workers of general professions;
  24. Nuclear energy and industrial workers.

Of course, this list contains only a list of industries. However, not all professions of any production may fall under the “preferential” ones. In order to find out in more detail whether a particular profession is “harmful”, you should contact the pension fund at your place of residence, or read the information presented on the official website of the fund.

You can also study in more detail the Resolution of the Cabinet of Ministers No. 591, No. 497 and No. 517. These documents were formed back in 1991 and are still used today. However, the list of professions is constantly updated and adjusted due to the fact that some specialties simply cease to exist and are replaced by new ones.

What benefits do professions from List No. 1 and List No. 2 ?

First of all, this is, of course, early retirement. People employed in hazardous industries put their lives in danger every day, so they are allowed to retire earlier than others.

In addition, workers in hazardous industries may be presented with:

  1. Shortened work week. 36 working hours are divided into an equal number of shifts;
  2. 28 days of paid vacation. In some cases, several more days may be added to the required vacation. Usually at least a week;
  3. Salary supplements. The amount of such accruals is about 4% of the salary;
  4. Vouchers to the sanatorium. Moreover, not only the employee himself, but also his minor children can take advantage of such rest;
  5. Tools, work clothes, soap and other consumables, etc. are provided free of charge.

As for the preferential pension, the picture looks like this:

This is what the picture of early retirement looks like today. Let us remind you that in the near future the Government will make decisions regarding increasing the retirement age. It was previously noted that the new pension reform should not affect the interests of workers working in the areas of list No. 1 and list No. 2. And in order to retire, they, as before, should achieve the indicators indicated above. But whether this will actually be the case, only time will tell.

Necessary requirements: at least 20 years of experience in relevant types of work (there are no requirements for total experience).

Men and women who work as workers, foremen (including senior workers) in logging and timber rafting, including servicing machinery and equipment.

Work as locomotive crew workers and workers of certain categories who directly organize transportation and ensure traffic safety on railway transport and the subway. And also work as a truck driver in mines, open-pit mines, mines, quarries for the removal of coal, shale, ore, and rocks.

Drivers of buses, trolleybuses, trams on regular city passenger routes.

Necessary requirements: insurance experience of 25 years for men and 20 years for women, experience in relevant types of work of at least 20 years for men and at least 15 years for women.

Work in expeditions, parties, detachments, in teams on field, geological exploration, search, topographic-geodetic, geophysical, hydrographic, hydrological, forest management and survey work.

Necessary requirements: insurance experience of 25 years for men and 20 years for women, experience in the relevant types of work for at least 12 years 6 months. in men and at least 10 years in women.

  • You can apply for a pension, regardless of age, in the following cases:

Full-time employment in underground and open-pit mining (including mine rescue), mining and mine construction.

Necessary requirements: work experience in the relevant types of work is at least 25 years for men and women, in this case the registration of a pension does not depend on age and insurance period.

Workers of leading professions: longwall miners, drifters, jackhammer operators, mining machine operators.

Necessary requirements: at least 20 years of experience in the relevant types of work for men and women, in this case, the registration of a pension does not depend on age and length of insurance.

Employment on vessels of the maritime fleet of the fishing industry in the extraction and processing of fish and seafood, acceptance of finished products in the fishery, as well as on certain types of vessels of the sea, river fleet and fishing industry fleet.

Necessary requirements: experience in the relevant types of work is at least 25 years for men and 20 years for women, in this case, the registration of a pension does not depend on age and insurance coverage.

Civil aviation flight personnel.

Necessary requirements: experience in the relevant types of work is at least 25 years for men and 20 years for women, and if leaving flying work for health reasons, men must work for at least 20 years, and women for at least 15 years.
