When are drivers entitled to early retirement?

People working on the railway can take advantage of a preferential pension, which allows them to receive payments from the state before the national retirement age. To do this, the number of actual years worked by the specialist at Russian Railways is taken into account.

In another way, such a pension is called payment for length of service, but it is assigned only to persons working in special positions. Additionally, railway workers are provided with other types of benefits and concessions from the state. This is due to specific working conditions.

Are railway employees entitled to a preferential pension?

Railway employees can count on a preferential pension for long service , but it is offered only in some specialties. For this purpose, special lists of professions established by law are taken into account.

A preferential pension in the Russian Federation is offered to men after reaching 55 years of age, and to women at 50 years of age. In 2021, such conditions remained unchanged, although in 2021 a pension reform was adopted, according to which the general retirement age is increased by 5 years.

The registration process involves submitting a written application to the Pension Fund branch. You will have to prove the optimal length of experience and work in the desired position.

List of specialties

To receive an early pension, it is necessary to work in certain specialties that are related to the organization of the safe movement of trains by rail. Additionally, such a privilege is assigned to persons working in a locomotive crew.

The following specialists can apply for a preferential payment:

  • locomotive drivers and their assistants;
  • train conductors;
  • dispatchers;
  • stokers;
  • duty officers working at Russian Railways stations;
  • track linemen foreman;
  • mechanics;
  • persons inspecting the train before departure;
  • other employees who are involved in ensuring the safety of railway transport.

For women, the length of service for preferential payments from the state is 10 years. During this period, you need to work for Russian Railways in order to count on early retirement. For men, the duration increases to 12.5 years.

The total length of service worked by a Russian Railways employee must exceed 20 years, and for men the period increases to 25 years.

Attention! For Russians who worked for a company for at least 6 years and 3 months before 1992, they can count on reducing the retirement age by 2 years for women and 2.5 for men.

An early pension for a driver is granted if the work was carried out in:

  • locomotive crews;
  • the field of railway transportation, including the management of electric and diesel locomotives;
  • ensuring safety on the railway;
  • the area of ​​travel in the metro;
  • ensuring safety on the metro train;
  • driving trucks in mines, open-pit mines, mines, and quarries.

The legislation identifies female drivers of construction, road and loading and unloading vehicles as a separate category.

They may qualify for preferential security if the following conditions are met:

  • age - 50 years;
  • driver experience - 15 years;
  • total experience - 20 years.

Age of retirement

Persons who are not entitled to benefits because they work in ordinary professions go on vacation under general conditions. Therefore, for them, the retirement age is 60 years for the female half of workers, and for men this value is increased to 65 years.

For beneficiaries, even after the adoption of the pension reform, the rules for issuing a long-service pension were not changed. Therefore, as before, they can apply at 50 (women) or 55 (men). If a specialist has worked less than 10 or 12.5 years, but more than half, then the pensioner’s age is reduced by 2 years for women and 2.5 for men.

Early retirement pension for railway workers

Depending on the nature of the work performed, railway workers can enjoy pension benefits for several reasons. Firstly, these are the grounds provided for in subparagraph 1 of paragraph 1 of Article 27 of the Federal Law of December 17, 2001 No. 173-FZ “On Labor Pensions in the Russian Federation”. In accordance with it, an old-age labor pension is assigned to men upon reaching the age of 50 years and women upon reaching the age of 45 years, if they have worked, respectively, for at least 10 years and 7 years 6 months in underground work, in work with hazardous working conditions and in hot shops and have an insurance experience of at least 20 and 15 years, respectively.

This right in railway transport is enjoyed by banders, fillers of lead-tin alloys, pipe punchers and pipe blowers, mechanics for the repair of rolling stock, employed in the repair of ethyl liquid tanks or those employed in the repair, refueling and replacement of tank valves (Section XXI of List No. 1 "Transport", subsection 1).

The second basis is established by subparagraph 2

paragraph 1 of article 27: men have the right to retire from the age of 55, women - from the age of 50, if they have worked in jobs with difficult working conditions for at least 12 years, 6 months and 10 years, respectively, and have an insurance period of at least 25 and 20 years . This subclause includes operators of the preparation of chemical solutions, stokers of steam locomotives in the depot, cleaners of steam locomotive boilers and some other workers (Section XXVIII of List No. 2, subsection 1).

And finally, the third reason is written in subparagraph 5 of paragraph 1 of Article 27, where railway workers are directly mentioned. The conditions for assigning a pension here are the same as in subparagraph 2 of paragraph 1 of Article 27, but they apply to a wider range of people. A detailed list of workers provided for in this subclause is contained in the List of professions of working locomotive crews, as well as professions and positions of workers of certain categories who directly organize transportation and ensure traffic safety on railway transport and the metro, enjoying the right to pensions in accordance with paragraph “e” Article 12 of the Law of the RSFSR “On State Pensions in the RSFSR” was approved by Decree of the Government of the Russian Federation of April 24, 1992 No. 272, but is still in force.

The list dated April 24, 1992 provides for the following professions and positions: railway station attendants, train dispatchers, freight train conductors, steam locomotive stokers, drivers and assistant drivers of steam locomotives, diesel locomotives, electric locomotives, refrigerated train mechanics, track fitters, car inspectors, repair mechanics rolling stock, compilers (assistants of compilers) of trains and others.

It should be noted that certain categories of workers named in this List are entitled to pension benefits regardless of the sector of the economy and departmental subordination. For example, stokers of steam locomotives, drivers and assistant drivers of steam locomotives, diesel locomotives, electric locomotives, train compilers and some other professions enjoy the right to early retirement both on mainline railways and in railway transport workshops of enterprises and organizations.

For workers in certain professions, additional conditions are provided, subject to which they will enjoy the right to early retirement. Thus, electromechanics and electricians of the contact network can claim pension benefits if they are engaged in servicing the contact network of mainline railways. That is, the right to early retirement is granted to them when they are employed in specific jobs (contact network maintenance) and perform these jobs on mainline railways.

Professions such as wagon inspectors, wagon repairman inspectors, rolling stock repair mechanics are entitled to early retirement if they are employed at points of technical (technical and commercial) maintenance of wagons at stations of extra-class, first and second class mainline railways. Track fitters are granted a pension due to special working conditions if they are engaged in the repair and maintenance of artificial structures on mainline railways and in areas with heavy train traffic. For these professions, it is necessary to confirm employment in certain jobs (repair and maintenance of artificial structures), in certain structural units or areas (car maintenance point, areas with heavy train traffic), the class of the station and the classification of the road as a mainline.

Mainline railways are a complex of structures and technical means of public use intended for the transportation of passengers and goods included in the railway system of the Russian Federation. Particularly intensive train traffic is the size of the movement of passenger and freight trains (in total) according to the schedule on double-track sections of more than 100 pairs and on a single-track section - more than 48 pairs per day. Intense traffic - accordingly, more than 50 pairs per day.

Depending on the volume of work performed, railway stations are divided into classes: extracurricular, I, II, III, IV and V classes. The class of a station is determined by special indicators taking into account the intensity of train traffic.

Work experience in the relevant types of work before the employee’s registration in the compulsory pension insurance system (MPI) is confirmed by a work book. At the same time, if the List for early assignment of pensions provides additional conditions (employment on mainline railways, in areas with intensive (especially

intensive) train traffic, at stations of a certain class, etc.), then in this case it is necessary to submit a clarifying certificate. It is issued by the enterprise with reference to the relevant documents confirming the conditions provided for in the List (train schedules, orders from the head of a railway department to assign a station to a certain class, assigning an employee to a certain section of the main railway, etc.).

The periods of work that occurred after the registration of the insured person in the compulsory pension insurance system are confirmed on the basis of individual (personalized) accounting information. Such information (indicating the special nature of the work) is personally provided for each employee annually by the policyholder (employer) to the territorial bodies of the Pension Fund of the Russian Federation.

Formation of payment

Like other persons, the pension is formed by taking into account the size of the salary. The more money the employer transferred for his employee to the Pension Fund, the higher the citizen’s pension will be. Anyone can pay a fee on their own to increase future payments. Therefore, the amount of contributions, accumulated points and length of service are taken into account.

The following factors influence the payment of a railway worker:

  • average earnings;
  • the region in which the citizen worked;
  • total work experience.

Reference! Russian Railways employees can choose a corporate pension, but it is usually less than the state pension.

Other types of preferences

Russian Railways employees can count not only on a pension, which is assigned 10 years earlier than other citizens of the Russian Federation, but also on other types of benefits. Such relaxations are due to the specific conditions under which specialists have to work. Typically, benefits are specified in a collective agreement that citizens sign during employment.

The number and types of concessions depend on the length of service, the presence of injuries or occupational diseases, as well as other merits.

The following types of preferences are offered as standard:

  • with over 20 years of experience, free tickets are issued for long-distance trains, as well as for commuter trains, and in compartments, and you can also issue them not only for yourself, but also for one minor child;
  • a railway worker may refuse a free reserved seat ticket for an adult child between 18 and 24 years of age who is studying full-time at a university;
  • a Russian Railways pensioner who has been awarded the “Honorary Railway Worker” award is offered free travel in a train compartment for a distance of up to 200 km;
  • a former employee who holds the title of Hero of the USSR, the Russian Federation or Socialist Labor, and is also a holder of the Order of Glory or Labor Glory, receives a monthly payment of 7.5 thousand rubles;
  • if a pensioner was fired before 2008 and does not receive a non-state pension, then he is offered special financial assistance, and the amount of payment depends on the decision of the management of the organization in which the citizen worked;
  • receiving medical care in special medical institutions of Russian Railways;
  • if expensive treatment is required due to an occupational disease or injury received during work, then it is fully compensated by Russian Railways;
  • if paid medical care is needed that is not related to work, then expenses will still be fully or partially compensated if you have at least 20 years of experience;
  • employees in need receive free household fuel;
  • free installation or repair of dentures in Russian Railways medical institutions;
  • Russian Railways provides compensation of up to 6.9 thousand rubles for the funeral of a pensioner;
  • free issuance of vouchers for sanatorium treatment to non-working pensioners;
  • appointment of monthly payments for WWII veterans by May 9.

Additionally, targeted assistance is offered, which is assigned to railway workers who have distinguished themselves during their work. It is intended to encourage and motivate, and bonuses are also given if the employee has any personal problems.

The concept of a corporate pension through the NPF “Blagosostoyanie”

NPF “Blagosostoyanie” is a non-governmental institution specially created to form pensions for Russian Railways employees. If a specialist becomes a participant in the program, he can receive a high non-state pension. Now there are more than 500 thousand railway workers in this fund. Some are already receiving payments from the fund's reserves.

To form a future pension, some part of the salary deductions is sent to a non-state pension fund, and the specialist independently chooses the savings accrual scheme. If low premiums are chosen, then an insurance payment is formed, and the savings and insurance payment is inherited, but subject to certain limits. The savings account is transferred to the heirs at any time after the death of the railway worker.

A corporate pension is issued only after reaching retirement age. The process of disbursing funds depends on the rules of the corporate system. To participate in the program, you must make contributions for at least 5 years.

Preferential pension for railway workers

At the moment, pensions for railway workers of Russian Railways are provided through the state pension fund. In addition, employees can take part in non-state pension insurance through non-state pension funds.

Early retirement for railway workers

Employees of Russian Railways, like everyone else, upon reaching a certain age receive the right to retire. Early retirement pensions for railway workers are granted if the following requirements are met:

  • Age limit: 50 (women), 55 (men) years. This is the minimum age when a Russian Railways employee can apply for a payment.
  • For early retirement, men/women in Russian Railways must have a certain number of years of experience as an employee in a locomotive crew, in the field of railway traffic safety, etc.

When making a payment, the applicant’s profession must be on the List of professions that give him the right to early retirement. The list is quite long:

  • railway station duty officers;
  • conductors;
  • dispatchers;
  • repair team foremen;
  • stokers;
  • masters;
  • drivers and their assistants;
  • inspectors;
  • mechanics;
  • locksmiths;
  • compilers and others.

The list of professions in the railway transport sector that require early retirement was first published in 1956 and has remained virtually unchanged since then.

In addition to suitability for the profession, experience is also important. So, for women it is set at 10 years, for male railway workers - 12 and a half years.

The overall length of service is also important - the minimum required length is 25 and 20 years, respectively.

Early retirement is possible even if the number of years of specialized experience is insufficient.

A pension for railway workers is provided for those employees who, before the beginning of 1992, worked in the Russian Railways sector for at least 6 years and 3 months or 5 years.

Corporate pension for railway workers through NPF “Blagosostoyaniye”

Non-state support for railway workers is carried out within the framework of the corporate employee support system. NPF Blagosostoyanie acts as a guarantor for all Russian Railways employees participating in the pension formation program.

Today, more than 600 thousand railway workers take part in this corporate system, and almost 300 thousand receive pensions from the fund’s reserves. The corporate pension of Russian Railways last year had an average size of 6 thousand rubles.

The corporate pension for railway workers is formed as a double deduction of funds from the Russian Railways employee and the employer. Part of the funds for the funded part of the pension is withheld from salaries, the rest is “reported” by Russian Railways. Employees have the opportunity to choose the optimal scheme for accumulating part of their pension:

  • The insurance scheme offers employees the lowest possible premiums. A disadvantage is the fact that such a part of the non-state payment cannot be inherited.
  • Savings and insurance. Pensions for railway workers can be inherited, but not earlier and not later than the established date.
  • Insurance and savings. You can inherit funds immediately after the appointment of a non-state payment, but not before it.
  • Savings. You can inherit funds at any time.
  • Scheme 6 provides for the inheritance of money only by the closest relative (or several) even before the payment is assigned.

The funded part of the pension can be received after a Russian Railways employee retires after reaching a specified age. The length of service during which contributions were actively made is also important - at least 5 full years. The rights to the accumulated portion when choosing another NPF are retained by the employee if the new guarantor is a partner of Russian Railways.
