Insurance pension
From 2021, a transition period will begin to raise the retirement age in order to gradually reach retirement at 65 for men in 2028 and 63 for women in 2034. If you have already reached pre-retirement age and are, so to speak, at a low start, you will have to slow down. For how much - look in the tables.

Retirement of women born in 1964 under the new law
In 2021, a law raising the retirement age came into force, which primarily affected women born in 1964 . They will be the first to retire under the new law. According to the standards of the old legislation, they were supposed to retire at the age of 55, that is, already in 2021. But taking into account the transitional provisions of the reform, the age value for them increases by 1 year (see Appendix No. 6 to Federal Law No. 400 of December 28 .2013).
However, women born in 1964 are eligible for a benefit that allows them to receive pension payments six months ahead of schedule. This right is granted in accordance with Part 3 of Art. 10 of Law No. 350-FZ of October 3, 2018. This means that their retirement is postponed only for six months .
Thus, women born in 1964 will retire at the age of 55 years 6 months . This will take place according to the following scheme (depending on the month in which they were born):
Date of Birth | When will they retire |
January 1964 | July 2019 |
February 1964 | August 2019 |
March 1964 | September 2019 |
April 1964 | October 2019 |
May 1964 | November 2019 |
June 1964 | December 2019 |
July 1964 | January 2020 |
August 1964 | February 2020 |
September 1964 | March 2020 |
October 1964 | April 2020 |
November 1964 | May 2020 |
December 1964 | June 2020 |
The pension legislation provides for various benefits, as a result of which the retirement age can be reduced (that is, it will be possible to retire earlier than the period specified in the table).
Social pension
The wait for social pension will be even longer. Let us remind you that a social pension is assigned to those who have not accumulated the required number of pension points or have not completed the minimum length of service.
After completion of the reform, the old-age social pension will be assigned to women not at 60, as now, but at 68 . And for men - not at 65 years old, but at 70 . At the same time, the increase in the age for assigning social pensions will be carried out in stages.
Our financial observer Alexandra Bayazitova calculated:
Raising the retirement age ensures that at current prices the authorities annually save 168 thousand rubles for each failed pensioner. That is, this is the seizure of 840 thousand rubles from each man and 1 million 344 thousand from each woman.
New draft law for repealing pension reform - news for May 27

The State Duma is considering the issue of lowering the retirement age. The pension reform does not live up to expectations, and yes, there are many dissatisfied citizens in the country. It is planned to amend the federal law “On Insurance Pensions”. When to expect a reduction in the retirement age, let's look at the current material.
When will the retirement age be lowered in Russia - a new draft law?
It is expected that from July 1, 2021, the new pension reform will be canceled, and the retirement age will be reduced to the previous level - men will retire at 60 years old, and women at 55 years old.
There is a lot of talk about this on the Internet and in the media these days. Many citizens are dissatisfied with the reform and express their dissatisfaction in all possible ways. Most pensioners will find themselves below the poverty line - without work and pensions, because at this age no employer will need them.

The authors of the project call for a ban on raising the retirement age at least until January 1, 2035. This will protect the country's citizens from financial difficulties, at least during the coronavirus pandemic. By this time, many citizens have already lost their jobs. What to say about people of retirement age. They are of little use at work, and their immunity is not the same as that of younger people.
The adoption of the law on raising the retirement age was accompanied by the indignation of a huge number of Russians. At the same time, economic, social and other consequences have not been worked out in detail.
According to experts, 30% of men and 10% of women do not live to retirement age. If the retirement age is raised, these numbers will be much higher.
So far, no one knows whether the law to lower the retirement age and cancel the pension reform will be adopted or not. The bill has been submitted to the State Duma and is awaiting a decision. It is worth assuming that before the elections it will be adopted in the interests of citizens.
Raising the retirement age will have a positive impact on the economy
A scientist from the Russian Academy of National Economy and Public Administration believes that changing the retirement age will have a rather positive impact on the country's economy. By 2028, the gradual increase in age will be completed, and the number of working citizens will increase by 3.5 million people. And this will significantly increase Russia’s GDP and reduce the burden on the Social Insurance Fund.
Experts also list the regions that will suffer the most from pension reform. Poverty levels here will rise sharply. Russians at the new pre-retirement age will also fall into the category of the poor. This is because they will have difficulty finding a job.
Thus, the poverty rate may increase:
- Karelia;
- Perm region;
- Saratov region.
These regions are characterized by a high average age of the population and a low level of employment of residents of pre-retirement age. These factors could lead to a strong increase in unemployment among workers.
One-time assistance after retirement
A high average age and low employment rate can lead to increased unemployment. It is assumed that upon retirement, citizens will be paid a fairly high one-time financial assistance. This proposal was made by one of the governors. This proposal was presented by Igor Artamonov at a special round table, which was attended by representatives of the Ministry of Labor. This indicates a high probability that this initiative will be considered.
It is assumed that this one-time payment will be issued to citizens when applying for an old-age insurance pension. This is due to the fact that when a person retires, he significantly loses income. Even the amount of the lump sum contribution was announced - 100 thousand rubles.
There was another initiative that concerned people's incomes. Igor Artamonov proposes to increase the minimum wage to 30 thousand rubles within three years.
And both of these proposals are recorded in the minutes of the meeting and will certainly be considered by deputies of the State Duma.
Changes have already been proposed in the rules for retirement of certain groups of citizens in the country. And the department has prepared a draft document with amendments that include changes to the rules for calculating length of service for assigning an insurance pension.
What to expect from the Pension Fund by 2023
Svetlana Besarab, a member of the State Duma Committee on Social Policy, in an interview with reporters spoke about what awaits the Pension Fund in the next 3 years.
It states that the adopted budget is in deficit. It also explains that there are not enough funds to pay all pensions and social benefits to citizens. Therefore, it was decided to continue financing the pension fund until 2023 inclusive. Thus, the state will continue to successfully fulfill its obligations to Russians of retirement age.

Early retirement
Prime Minister Dmitry Medvedev promised that existing benefits for early retirement will be maintained.
This right will remain for those who work in harmful and dangerous industries, women who have five or more children, visually impaired people of the first group and due to military trauma, one of the parents or guardians of a disabled child, Chernobyl victims and “certain other categories.”
Requirements for the experience of teachers, medical and creative workers are also proposed to remain the same. Now these categories of workers need to develop a special length of service from 15 to 30 years, depending on the specific category of employee for benefits. These rules will remain unchanged during this period. At the same time, the retirement age of these workers will be calculated taking into account general approaches to the rate of increase in the retirement age.
For those who worked in special climatic conditions, regions of the Far North, and similar areas, retirement will be achieved step by step for men at 60 years of age and for women at 58 years of age.
In addition, citizens who have significant length of service already earned during the period when the retirement age for women was set at 55 and for men at 60, respectively, will be given the opportunity to retire early (two years earlier).
Retirement age
The pension reform, along with raising the age limit, also provided for the gradual pensioning of those who, at the time of the introduction of the reform, had either already reached the required age or were approaching it. In accordance with the stages of the reform, the age increase provided for by the reform will occur according to the formula 1/1, that is, once a year for a year. The total period for introducing reform conditions will take 9 years.
Men born in 1959 and women born in 1963 are eligible for pension innovations. Those born before these years are not threatened by the reform, even if they continue to work. This is due to the fact that the reform does not provide for retrospectiveness, that is, retroactive effect.
The phasing is reflected in an extremely simplified manner in the following diagrams for men and women.
Men:
Year and month of birth | Year of retirement | Retirement age |
1959 (from 1 to 7 months) | 2019 (7-12 months) | 60 years 6 months |
1959 (7-12 months) | 2020 (1-6 months) | 60 years 6 months |
1960 (1-6 months) | 2021 (7-12 months) | 61 years 6 months |
1960 (7-12 months) | 2022 (1-6 months) | 61 years 6 months |
1961 | 2024 | 63 years old |
1962 | 2026 | 64 years old |
1963 | 2028 | 65 years old |
Women:
Year and month of birth | Year of retirement | Retirement age |
1963 (months 1-6) | 2019 (7-12 months) | 55 years 6 months |
1963 (7-12 months) | 2020 (1-6 months) | 55 years 6 months |
1964 (months 1-6) | 2021 (7-12 months) | 56 years 6 months |
1964 (7-12 months) | 2022 (1-6 months) | 56 years 6 months |
1965 | 2024 | 58 |
1966 | 2026 | 59 |
1967 | 2028 | 60 |
That is, starting from 2028 (of course, if everything goes as the Government and the State Duma assume), the introductory period will end and Russians will begin to retire immediately upon reaching the appropriate age.
Why and why
“We have been preparing for a long time to increase the retirement age and have only now approached this, including because the conditions have been created to solve the problem of increasing life expectancy,” said Dmitry Medvedev.
Nowadays people not only live longer, they stay active longer. Many at retirement age are full of strength and desire to work; many have children who have not even grown up yet. The number of working pensioners on average per year is about 12 million people.
They don't want to retire, they continue to work.
And every year this trend will only intensify, noted Dmitry Medvedev.
If citizens want to work, they must work, especially since the income from such work is always higher than a pension, the Prime Minister added. Employers must fully provide jobs for older people.
Deputy Prime Minister Tatyana Golikova explained that the goal of all decisions that are made is to increase pension provision in the long term.
And one more thing, for history:
