General information about SNILS

Every person officially engaged in labor activity must be insured in the pension insurance system. For these purposes, the Pension Fund keeps personalized records of all insured persons, opening an individual personal account for each. The accounts record information about all insurance contributions made by the employer for the employee - these contributions form the future pension.

To ensure the correctness of personalized accounting, each personal account is assigned a unique insurance number, which allows the insured person to be identified and distinguished from other members of the insurance system. This number is called SNILS - insurance number of an individual personal account.

The number is indicated in the insurance certificate (SSOPS), which, according to Art. 7 Federal Law No. 27 of 04/01/1996 “On individual (personalized) accounting...” (hereinafter referred to as Federal Law No. 27), issued upon first employment. In addition to SNILS, the document contains full name, date and place of birth, and gender. The certificate itself is a small laminated light green card.

Where to get snils

SNILS for adults: -When applying for a job. When concluding an employment contract or a civil contract, the employer sends the employee’s data and a completed questionnaire to the territorial body of the Russian Pension Fund within two weeks. An insurance certificate with SNILS is issued within five days and is first transferred to the employer, who issues it to the employee. -Independently at the Pension Fund of Russia or the MFC at the place of registration (including temporary) or actual residence, if an interaction agreement has been concluded between the Pension Fund of Russia and the MFC. You must present your passport and fill out a form. SNILS for children: To obtain an insurance certificate with SNILS for a child under 14 years of age, a mother or father with their own passport and the child’s birth certificate can apply to the Pension Fund of Russia or the MFC at the place of residence or actual residence, if an interaction agreement has been concluded between the Pension Fund and the MFC. Do I need to replace SNILS?

An unambiguous answer to the question of whether it is necessary to change SNILS when changing a surname due to marriage is given by clause 4 of Art. 7 Federal Law No. 27. In accordance with it, if any personal data contained in the insurance certificate is changed, the updated data must be reflected on the personal account. In this case, the responsible PFR body must issue the citizen a new certificate with updated data, but with the same insurance number.

Thus, changing the surname or other personal data does not require changing the SNILS - only the exchange of the pension insurance certificate occurs when changing the surname after marriage in 2021, changing the name or, for example, adopting a child.

Please note that the law does not provide any grounds for changing SNILS, no matter what happens: only the certificate changes (a new document is issued), but not the participant number of the pension insurance system. It is assigned to a citizen once for life.

Replacing SNILS when changing your last name in 2021 is an urgent procedure. Many newlyweds forget about it and remember only when claims are made by authorized bodies. The insurer in relation to an officially employed employee is his employer. That is, in the event of a change in passport data, it is the employer who must transmit information about this to the Pension Fund. But how can a person who does not have an employer replace the SSOPS?

According to Art. 10 Federal Law No. 27, persons who independently pay insurance premiums for themselves also transmit information about changes in data independently. For example, individual entrepreneurs, lawyers, notaries and others. The same procedure in practice also applies to persons working unofficially or not working at all and not registered with the employment center.

If a child’s last name has been changed, his legal representatives (up to 14 years of age) can replace his insurance certificate, or he can do it independently (from 14 years of age). In relation to the unemployed who are registered on the stock exchange, it is the employment center that will be the insurer, and therefore it will be the one that will have to deal with the registration of the new SSOPS.

Since there are no fundamental differences in the procedure, let’s consider the situation using the example of how to replace SNILS when changing an employer’s last name step by step:

  1. The employee submits an application to the employer about the need to replace the SSOPS, independently fills out the necessary forms, and submits documents confirming this need.
  2. The employer prepares a package of documents and submits them to the competent authority.
  3. After the production of a new SSOPS, the employer independently collects it from the competent authority.
  4. The new certificate is handed over to the employee within a week from the moment of its receipt, who signs for the document in the ADI-5 statement.

Where to apply

Any citizen who wants to re-register a SSOPS can do this at the Pension Fund at the place of permanent or temporary registration, or even at the place of his actual residence. A similar procedure is provided for those who make insurance contributions on their own, including for other persons, for example, for children.

The situation is different for employers. To re-issue a certificate for their employee, they need to contact the Pension Fund of the Russian Federation at the place of registration as an insurer. In accordance with clause 29 of the instructions, approved. By Order of the Ministry of Labor No. 766n dated December 21, 2016, he can do this, including by mail.

Re-issuance of the SNILS certificate at the MFC

If it is difficult to get into the Pension Fund, the law allows applicants, including insured employers, to contact the Pension Fund through multifunctional centers. They operate on an extraterritorial principle, allowing applicants to contact any convenient office, regardless of place of residence or registration.

An important condition for applying through the MFC is the existence of an agreement on interaction between multifunctional centers and the regional representative office of the Pension Fund of the Russian Federation.

Renewal of certificate online

In accordance with paragraph. 2 p. 2 art. 8 Federal Law No. 27, submission of information about insured persons to the Pension Fund of the Russian Federation is also possible through the use of the Internet, including through the Portal of state and municipal services. Accordingly, a replacement SNILS certificate can also be issued through State Services. However, the portal itself does not have the corresponding functionality. Neither the Pension Fund of Russia nor the administration of the portal itself say what this is connected with.

Moreover, according to the information on the State Services website, there is no method for submitting documents via the Internet; Acceptable methods include a personal visit to the Pension Fund, sending a representative to the Pension Fund by proxy, visiting the MFC or sending documents by mail.

The lack of necessary functionality has repeatedly become the subject of complaints from citizens, but at the time of preparation of publication the question remained open: it is not possible to issue a new SNILS certificate through State Services.

The Pension Fund website also has similar functionality that allows you to submit documents online. On it, any insured person can enter a personal account after registering with State Services, where many Pension Fund services can be obtained online. For example, here you can apply for a duplicate insurance certificate and even instantly receive a copy of it in electronic form. However, in case of a change in surname, it is not a duplicate that is needed, but an exchange of SSOPS, and just for this purpose the functionality in the Personal Account is also missing.

In accordance with the information about this service on the Pension Fund website, there is no electronic method for submitting documents. Applications are accepted only through the territorial divisions of the Pension Fund or, if possible, through multifunctional centers.

Package of documents

When issuing a new insurance certificate, regardless of the order in which this occurs and who sends the documents to the Pension Fund, it is necessary to submit a strictly specified package of documents. It is based on a questionnaire in the form ADV-2, approved. Resolution of the PFR Board No. 2P dated January 11, 2017, which can be obtained at the PFR/MFC branch.

An application for changing SNILS when changing a surname contains the following information:

  • insurance number;
  • Full name indicated in the old certificate;
  • new personal data (the form contains fields for absolutely all personal data, including full name, gender, date and place of birth, address of residence, including actual and address of permanent or temporary registration, and so on, but only the changed data must be indicated) ;
  • details of the identity document;
  • date and signature.

The form is filled out in block letters; only one character is entered per space. The application must be completed by the citizen independently. But in exceptional cases, for example, when the applicant is on a long business trip, the employer or other authorized person can do this for him. Pension Fund employees must also be informed about this.

In some regions, it is common practice for the Pension Fund employees to fill out the questionnaire themselves when receiving a citizen in person.

Other required documents include:

  • passport or other identification document, for example, a birth certificate with a new surname;
  • old SNILS certificate;
  • marriage certificate, name change or other document confirming the change of personal data.

If the necessary documents are sent by the citizen’s employer, then along with them an inventory in form ADV-6-1 is also submitted, filled out by personnel service or accounting employees.

How and where to change SNILS when changing your last name

The period for receiving a new pension certificate is up to ten days. Before submitting documents, it is recommended to write down the identification number in advance. It may be needed when contacting other institutions during the period of registration of SNILS. After the applicant receives it, it is necessary to check the correctness of the entered data and check that the identification number matches. If any error is detected, a correction sheet is filled out, in which the correct data is indicated and sent again to the Pension Fund.

To receive a new document you must present the following package of papers:

  • Passport received after marriage with a new surname and number;
  • Certificate confirming marriage and change of surname;
  • Old SNILS.

Employees of the pension institution will ask you to fill out an application for the exchange of an insurance certificate. It must indicate the previous insurance number and full name, as well as the new last name, gender, date and place of birth, citizenship, registration address and place of residence, and so on. Another way that will allow you to change SNILS when changing your last name is the institution where the citizen works. Any employee can contact senior management and ask him to provide documents to the Pension Fund. It is also possible to change your pension certificate at the MFC. This method has many advantages along with other methods. For example, MFC offices are located in all cities of Russia and have a convenient work schedule without interruptions. To replace a card you must:

  1. Register on the official website of the multifunctional center and find the nearest branch.
  2. Make an appointment or come during business hours and take an electronic queue coupon.
  3. Wait for the call at the window and present the required package of documents.
  4. Fill out the form.
  5. Come back to the MFC to receive a certificate.

Interesting fact! The ability to change SNILS when changing your last name through State Services is not available. Despite the fact that this procedure is quite common among the population, the service for obtaining a green card has not yet been activated.

Deadlines for document replacement


The law strictly regulates the time frame within which a citizen must apply for a replacement of the SSOPS when changing personal data. According to para. 5 p. 2 art. 10 Federal Law No. 27, you need to contact the competent territorial body of the Pension Fund of the Russian Federation within a month from the date of change of name. If during this time the citizen was unable to obtain documents confirming the fact of changing personal data, this period may be overdue - no liability is provided.

Now let’s figure out how long it takes to change SNILS when changing a surname. Explanations on this matter are contained in clause 14 of the Administrative Regulations. According to it, the period for providing public services is 5 working days from the moment of registration of the application by the territorial division of the Pension Fund. However, the explanations of the Pension Fund itself are somewhat different from the instructions in the regulations.

So, in accordance with the information from the Pension Fund of the Russian Federation posted here, the production time for SNILS when changing your last name after marriage can be extended up to 1 month.

Other information is also provided here: The Pension Fund explains that if you apply in person to the territorial office and submit all the necessary documents, the production of a new SSOPS is carried out on the day of the application and, as a rule, does not take more than half an hour. If documents are submitted through the MFC, processing may take up to 5 working days.

If the SSOPS is issued through the employer, identical deadlines apply, plus 7 days during which the card is handed over to the employee.

In practice, how many days SNILS is completed depends on the workload of the employees of the department to which the application is submitted. But in any case, such a period will not exceed 5 working days.

Urgent card replacement

Situations arise when it is necessary to replace a pension insurance card urgently, for example, if you need to leave the city/country for a long period.

The law does not provide for an accelerated re-registration procedure.

To quickly change your SNILS, it is recommended that you contact the territorial office of the Pension Fund of Russia as soon as your personal data has changed. If there is a successful combination of circumstances, all documents are ready and there are no errors in them, the replacement is carried out on the day of application.

Replacement of a pension certificate not at the place of registration

The legislation does not establish restrictions on the place of application, allowing you to change SNILS in another city when changing your last name. To do this, you don’t even have to have a residence permit: you can submit documents at the place of temporary or permanent registration or actual residence.

Moreover, this should not affect the timing and procedure for registration: a citizen can contact any of the Pension Fund offices throughout the Russian Federation, the main thing is that it is located at the place of actual residence of the citizen, regardless of the place of registration.

What happens if you don’t change SNILS


As stated above, a citizen needs to change his TIN and SNILS in connection with a change of surname within a month from the date of change in the personal data displayed in it. However, if this does not happen, the person will still not bear any responsibility - current legislation does not provide for fines or other sanctions for refusing to replace the document. But this is not the problem - the point is that timely replacement of the SSOPS is in the interests of the insured person himself.

In practice, a situation may arise when an employer transfers insurance premiums to an employee in good faith, but due to differences in the personal data of the insured person and the person for whom the premiums are paid, they may get stuck. Administration of the personalized accounting system is carried out automatically, and the program itself perceives differences as an error, so the problem does not immediately become known to Pension Fund employees.

Of course, sooner or later everything will become clear and after the document is replaced, the information on the pension account will be revised. But how correct such a revision will be is questionable.
