Citizens who have all the necessary documents do not always come to work for companies. Sometimes an employer finds out that there is no insurance certificate, called SNILS.

On the basis of this document, insurance contributions are transferred for the citizen’s future pension. Therefore, the head of the company is forced to independently take care of obtaining this certificate by submitting to the representatives of the PF a correctly completed questionnaire in the ADV-1 form.

General information about ADV 1

The document is represented by a questionnaire, which is filled out for a hired specialist if he does not have SNILS during employment. The documentation is prepared personally by the citizen or employees of the enterprise’s personnel service.

The application form is sent to the Pension Fund, so first a blank form is downloaded from the website of this organization, which can be obtained upon a personal visit to the institution’s branch.

The document includes personal information about the citizen who passed the interview and plans to work for the company. It is allowed to use a ballpoint pen while filling out, but only block letters are used. Most often, the questionnaire is generated on a computer.

Attention! The accuracy of the data is certified by the signature of the insured person, and if there is no possibility for personal certification, because the citizen is sick, sent on a business trip, or there are other reasons, then this reason is given in the questionnaire, and then the document is certified by the director of the company.

Documents for SNILS for a child: what is needed to obtain SNILS for a child

The main “boom” of registering children in the compulsory pension insurance system and assigning them SNILS numbers began in 2011. This was due to the introduction of universal electronic cards from January 1, 2012, which were supposed to be widely used. The SNILS number was used as an identification number in these cards.

Firstly, SNILS allows you to include a child in the state register, according to which he has the right to access various social programs and use the social guarantees that he is entitled to. For example, the national Health Care project provides that children under 3 years of age receiving outpatient care have the right to free medicine.

Why is the questionnaire needed?

If an employed citizen does not have an insurance certificate, then according to Federal Law No. 27, the employer is assigned an obligation to submit an application to obtain it. If a new specialist comes to the company who has not previously worked officially, and therefore has never had a SNILS issued, then personalized information about the citizen is sent to the PF representatives by the direct employer.

Based on the ADV-1 questionnaire, an insurance certificate is generated and issued. The legislation strictly stipulates the deadlines during which the head of the enterprise is obliged to transfer the questionnaire to PF employees for new specialists. This is given 14 days from the date of signing the contract.

It does not matter whether an employment agreement is signed between the director of the company and the employee, a GPC agreement, or whether the person will work for only a few days. Such requirements are given in Order of the Ministry of Health and Social Development No. 987n.

Important! If after the interview it is revealed that the citizen does not have SNILS, then before filling out the ADV-1 questionnaire, the person draws up an application in any form to receive a certificate.

How much is SNILS done?

What happens if you don’t change SNILS? If you do not change your changed passport data in time, your employer may pay insurance contributions to the pension fund using the wrong data. As a result, despite the unchanged personal account number, insurance premiums will be “lost” somewhere in the unknown.

The maximum period for issuing a SNILS pension certificate is four weeks. However, this depends on where exactly the citizen decides to issue and receive this document. General rules of formation

Typically, the document is filled out by representatives of the enterprise’s personnel service. For this purpose, the points of Appendix No. 2 to the Pension Fund Resolution No. 2p are taken into account.

The basic rules of the procedure include:

• Only a strictly unified form is used, therefore the use of free form is prohibited;
• AVD-1, updated in 2021, can be found on the PF website;
• documentation is filled out by hand using a ballpoint pen or using a computer;
• if manual filling is selected, then it is allowed to use different colors, except red or green;
• information in the questionnaire is transferred from official documents belonging to the insured person, and these include a passport, as well as various statements or certificates;
• when sending a correctly completed application form to the Pension Fund, all personal accounting forms are grouped into separate packages, and one package should not contain more than 200 documents;
• For each package, an accompanying inventory is generated, for which the ADV-6-1 form is used.

How to fill out a form to receive SNILS

Parents receive a sample of filling out the SNILS form for a child under 14 years of age, and they submit it to the competent authorities.

To do this, there are the following ways:

• On the State Services portal. You need to register yourself, and then, using the system prompts and user instructions, fill out the required fields. There are also some nuances here - the function is sometimes unavailable, and you will have to obtain a certificate at the Pension Fund branch.
• Through the employer. The procedure is as simple as possible - submit to the office, receive and fill out a form on SNILS. The rest will be done by the responsible employees of the enterprise. This option works only with official employment after signing an agreement or contract.
• In the division of the Pension Fund at the place of registration. They will show you an example of filling out the SNILS form for a child, and they will give you the form and help you draw up the document correctly. It is better to make an appointment with the Pension Fund in advance so as not to waste extra time in queues that never end there.
• In the multifunctional center (MFC). The location of the organization does not matter here. You can contact the center even in another city. But, you will have to receive it again at the Pension Fund branch, although without a queue.

Note! After submitting the application form to receive SNILS, the certificate is issued within five days. As for registration in the system, it is carried out immediately after the documents are received by the Pension Fund. At the same time, previously worked days do not disappear, since they are displayed in the monthly information submitted by the employer to the Social Insurance Fund.

An application for obtaining SNILS for a child who does not have a passport can only be received by his parents or official guardians if they have the appropriate certificate. At the same time, children do not need to be present either when filling out the SNILS form or when receiving the certificate.

Citizens over 14 years of age who have a passport can submit documents themselves. But, given their inexperience, it is advisable to have adults, and not necessarily relatives, present. The applicant has the right to put all signatures himself.

For a foreign citizen

Foreigners need to fill out a form to receive SNILS not only for employment, but also for compulsory insurance, which is the norm of law. The application can only be processed if the person has a residence permit or a temporary residence permit stamp in their passport. Foreigners can apply directly to the Pension Fund or write an application to the employer if a contract has been concluded with him. Here a person will have to spend money, since the application form must be accompanied by a notarized translation of the passport into Russian.

Note! Many foreigners work without formal contracts, receiving money in cash without statements or through a bank. Such people do not make contributions to the Social Insurance Fund and do not have a pension record.

Losing or stealing a card along with a wallet or purse is unpleasant, but not critical. The certificate is easy to restore, and completely free of charge. A working person needs to write an application addressed to the head of the organization with a request to issue a duplicate identifier. Unemployed or self-employed people must apply to the Pension Fund personally or through their attorneys.

To obtain SNILS, you must obtain and fill out an application form in the ADV-3 form. It is practically no different from the ADV-1 questionnaire; in addition, it includes fields that are filled out by the employer and the applicant himself if his passport details or gender have changed.

A duplicate is issued in the form of an A4 paper sheet. The original number is retained on it, the document has the same legal force along with plastic and electronic media.

If a representative of the enterprise’s personnel service is filling out the document, then he must understand the rules of this process.

To correctly form the ADV-1 form, the following steps are performed:

• personal information about the new employee is entered, for which his full name, date of birth and gender are indicated;
• information for filling out the form is taken exclusively from official documentation received from a specialist, so the data must match the information from the passport;
• the place of birth given in the passport is indicated, and not only the city is entered, but also the region, district and country;
• the citizenship of the new hired specialist is selected;
• the place of registration and the address of the citizen’s actual place of residence is indicated;
• indicate contact information represented by telephone number and email address;
• passport details are entered, and it is allowed to use other identification documents;
• a correctly formed application form of the insured person is signed by the direct employee, if there are no serious reasons for the director of the enterprise to carry out this process;
• at the end the date of compilation is indicated, after which the documentation is transferred to the representatives of the Pension Fund, and an accompanying inventory is attached to it.

Any hired specialist can understand the rules for creating the ADV-1 form. If false or incorrect information is entered, this will lead to negative consequences. Funds transferred in the form of insurance premiums for an employee will not accumulate in his individual account. Therefore, you will have to check and draw up a new questionnaire.
