How to find out insurance accruals using SNILS

One-time payment to pensioners

If you want to qualify for a one-time refund, you need to make sure that the accumulated portion is less than 5% of the total amount of money credited monthly. The amount of funds paid for this period is calculated from the expected duration of the money transfer. By law it is 234 months. It is necessary to divide the entire amount by this number. Then calculate how much money you will receive taking into account the funded part. Divide the amount paid from savings each month by the amount received by the previous action, multiply by 100.

If a person has formed a funded part of his pension by the time he stops working, he can receive a one-time refund of these funds. To qualify for such benefits, you need to submit an application to a specialist from the organization to which your money was transferred. Certain categories of citizens can become the owner of such a one-time increase at five-year intervals in accordance with the state co-financing program.

Fraud schemes

In recent months, information has appeared in the media and on the pages of a number of Internet resources about scammers who fraudulently lure out SNILS data from citizens. The methods these individuals resort to are different. They can come home, introducing themselves as Pension Fund employees, and organize pseudo-surveys on the street. Fraudsters motivate the need to find out an identification number in different ways :

  • Conducting official events within the framework of the Pension Fund.
  • The main condition for providing a consumer loan in a store.
  • Conducting a survey by a statistical center.
  • Potential employment with the mandatory preliminary signing of documents on the transfer of pension savings from the Pension Fund.

To more successfully implement their plans, scammers resort to psychological tricks . To communicate with the insured persons, they use a young, representative person with a winning appearance and charisma. In some cases, blackmail and threats are used.

What can scammers do if they know SNILS?

Every employer who has employees in his production regularly makes contributions for them to extra-budgetary funds: Pension Fund, Social Insurance Fund and Compulsory Medical Insurance Fund. Cash receipts to the Pension Fund make up the savings and insurance part of the pension of each insured person. By default, the Pension Fund manages the funds if the citizen does not transfer savings by his personal decision to a non-state pension fund.

What can scammers do if they know their SNILS number? Even with such information, you cannot simply steal money from an account, but you can transfer it from the Pension Fund to the Non-State Pension Fund. 70 non-state pension funds in Russia in 2021 . But as statistics show, most citizens prefer to trust their savings to the Pension Fund . Therefore, a number of NPFs resort to illegal methods to transfer pension savings.

If the money is transferred to a non-state fund, then it is he who becomes responsible for proper investment and payments to his clients.

Why do scammers need SNILS? If we are talking about citizens who extort a number by deception, then the main goal for them is to receive a monetary reward. Depending on the NPF, for each transfer of funds the fraudster is paid from 3 thousand to 6 thousand rubles .

Can fraudsters use the SNILS number to get a loan from a bank or microfinance organization? In relation to banks, such a scheme is not feasible. But a number of microfinance organizations may take such a step if they additionally know passport data. But considering that this act falls under Art . 327 of the Criminal Code of the Russian Federation , it is rarely implemented. Never give your passport details to anyone just like that!

Citizens should be more concerned that funds transferred to NPFs will be improperly invested or withdrawn to personal accounts using investment schemes. It will not be possible to lose the entire amount of pension savings, because... The activities of NPFs are under the control of the Deposit Insurance Agency. Loss of funds due to ill-conceived investment is an insured event, and the citizen will be returned a certain minimum. But some of the money will indeed be lost, which means that the size of pension payments will continue to be less than possible.

How to protect yourself?

If you adhere to the following simple recommendations, you can protect your pension savings as much as possible from outside attacks:

  • Report SNILS only when necessary to official structures.
  • Do not trust copies of personal documents to strangers.
  • Do not negotiate with imaginary representatives of pension funds who come to citizens’ homes. You should be aware that Pension Fund employees do not have the duties and powers to visit citizens at home.
  • Before signing any document, it is necessary to check the text, even if you absolutely trust the other party. As practice shows, most citizens independently signed documents on the transfer of savings, without even knowing it, because they just didn't read them.
  • Try to avoid any contacts and transactions with unverified credit and financial structures.

But the most effective way of protection is a written application to the nearest branch of the Pension Fund of Russia, especially if there are suspicions that the identification number is known to attackers. The application will need to indicate a request to maintain savings for a year. In this case, no one except the Pension Fund will use the money during this period.

What to do if savings are transferred

Cash savings are transferred to a non-state pension fund only on the basis of a personal agreement with it and an application to the Pension Fund. Citizens often sign these documents due to their own carelessness.

What to do if scammers find out your SNILS number and transfer money? In this case, you will need to act with the involvement of regulatory structures according to the following scheme:

  1. Contact the nearest Pension Fund branch to find out information about your account and get expert advice on options for further action. They will also help you draw up an official complaint and send it to the fund to which the funds were redirected.
  2. Contact the NPF and demand to provide the original documents on the basis of which the transfer was made (application and agreement). Such documentation must be provided based on the personal request of the owner. The authorized officer should submit the claim of wrongful transfer and ensure that its acceptance is formally recorded.
  3. Submit an application to the Pension Fund for early transfer of funds back. It is better to do this before December 31st . Applications are checked until March 31 and if the decision is positive, money is transferred before this deadline.

In order to further protect yourself and other citizens, if you find out about the actions of scammers, you should involve law enforcement agencies and regulatory organizations:

  1. Contact the Bank of the Russian Federation with an application. It exercises control over the activities of non-state pension funds.
  2. File a complaint to the Prosecutor's Office. It can also be submitted on the official website.
  3. File a claim in court.

For such illegal actions, a fine can be imposed on both the organization itself and the responsible persons.

Insurance payments under SNILS from extra-budgetary funds

If you make a search query, you will find that in the Russian segment of the Internet there are many sites that offer to check payments according to SNILS. They operate according to the standard scheme:

  • The citizen is asked to enter his passport details and SNILS number. After a short period of time, the program shows supposedly due payments.
  • The applying citizen is offered to transfer a certain amount of money in order to gain access to the NPF database, and after fulfilling the condition, the scammers stop communicating.

Representatives of the Pension Fund were forced to make a statement that all such sites are fraudulent . All information regarding pension savings can be found only on State Services and on the official portal of the Pension Fund of Russia through your personal account.

At the same time, another scheme is operating on the Internet to illegally seize funds from citizens. All kinds of advertisements are sent to users, which contain a link to another resource. After clicking on it, the user finds himself on a website designated as “Compensation Center for Unused Medical Services under the Compulsory Medical Insurance Policy . Here, citizens are notified that if they make contributions to the Compulsory Medical Insurance Fund, but do not use the full range of possible services under the Compulsory Medical Insurance policy, they are supposedly entitled to monetary compensation for this. Then they ask for his details. No matter what data is entered, the program will provide information that the MHIF citizen owes a large amount of money.

To receive it, gullible citizens are offered to transfer 300 rubles . After the operation, contact with such a user is stopped.

Another fraudulent site related to health insurance is the so-called “Unified Compensation Center” . All its visitors are convinced of the possibility of receiving monetary compensation for an insured event in the past for which compensation was not provided. Then the scheme is standard: a citizen is asked for a certain amount for a service, he transfers it, and the scammers disappear.

Another structure that positions itself as an off-budget fund where you can receive compensation for pension savings is SNILS-fond.ru. To do this, you are asked to provide your passport details and identification number. Naturally, they don’t pay any money.

Main conclusions

  1. Fraudsters under the guise of an employee of the Pension Fund of Russia may come to you in person with a desire to find out your SNILS number.
  2. Knowing the insurance number, attackers will be able to transfer your pension savings to a non-state pension fund, for which they will receive a monetary reward.
  3. It will not be possible to take out a loan using the SNILS number alone without the personal presence of the owner.
  4. To protect yourself, you should not disclose your individual personal account insurance number to strangers.
  5. If you become a victim of criminals, you must immediately request contracts and signed documents for the processing of personal data at the NPF and submit an application to the court and prosecutor's office.
  6. Payments under SNILS do not exist, and sites offering such services are fraudulent.

Compensation for unpaid social savings

Once a year the stick shoots, this is how we can characterize this action. I’m sure that all this was done before the elections, just to bribe people, well, yes, they got their money, and then what. The site will be closed and that’s it, and the government will find a way to take the money triple the amount.

At the beginning of March, Vladimir Putin received a report on the situation in the field of social security. The President drew main attention to the significant amounts of funds that were allocated from the budget for various payments to citizens, but remained in the accounts of various departments for technical reasons. For example, the salary of many Russians does not allow them to make a sufficient amount of the minimum monthly payment into the pension system, and therefore the state subsidizes these payments by adding the missing amount. For these purposes, the federal budget allocates funds for each citizen. And if this amount is not used, then this money actually gets stuck in the pension system. The same amount for some citizens turns out to be quite impressive and can reach several hundred thousand rubles. Having studied this issue, the President held a meeting with officials and instructed the head of the Social Security Department to work out options for resolving this issue and to pay Russians the funds due for social services as soon as possible. Fulfilling Putin’s instructions, it was decided to create an Internet portal, where all departments transmitted information about all unpaid amounts.

What to do if you have already given your SNILS data

If you have already encountered this type of fraud and gave your SNILS number to the scammers, then I strongly recommend checking which pension fund you currently belong to. It is quite possible that scammers transferred you to a private fund without your knowledge, because for referring one person they receive a good commission - 2-5 thousand rubles. You can check which pension fund you belong to now and where your money is located at your local Pension Fund branch. If you find that without your knowledge, your savings were transferred to another pension fund, then write an application for the return of money to the fund you need. This must be done before December 31, and preferably at the end of the year, since the last statement will be valid.

Do not believe various sites where they tell you about hidden SNILS payments that you are entitled to and require you to enter your insurance number or passport number. There are no additional payments, with the exception of labor and funded pensions, which you already know about. They just want to scam you. After all, in order to “receive” money, you will first be required to transfer a certain amount yourself. Not only will you lose this money, but your pension may also be transferred to another pension fund, which could cause you to face a number of problems and lose investment income. And in general, remember - do not enter the details of your documents on the Internet. Following this simple rule will save you from many problems!

Social Security contributions

In case of untimely transfer or transfer not in full, state revenue authorities have the right to collect the resulting debt from the bank accounts of the taxpayer. Such collection is carried out if the debt under the CO exceeds 1 MCI.

These include income paid to the employee in cash or in kind, including income received in the form of material, social benefits or other material benefits.

How to receive funded pension payments from the UAPF in Kazakhstan

Insurance payments according to SNILS

This number is, first of all, necessary for the employer to use it to make contributions to the Pension Fund for compulsory pension insurance for its employees (this is 22% of wages before income tax).

These contributions can be paid to a citizen only in the form of a pension upon the occurrence of a so-called insured event - loss of ability to work due to old age, disability or loss of a breadwinner (then the pension is awarded to the dependents of a deceased working citizen).

Thus, according to common sense, in fact, “insurance payments under SNILS” are nothing more than:

  • labor (insurance) pension - for old age, disability and loss of a breadwinner;
  • a funded pension, which can be formed for citizens younger than 1967 along with a regular pension in non-state pension funds (NPF) and which is due to be paid only upon reaching retirement age (or to the heirs of a deceased employee before his retirement).

No other “payments under SNILS” are provided for by law, that is, in fact, scammers are offering you to receive your future pension now (although for some reason they themselves write on their website that their offer is in no way connected with the Pension Fund, so supposedly there is no need to go and Asking the Pension Fund about these payments is a must!).

This cannot happen by definition, because the budget does not provide money for this - now there is not enough money even for those who are already retired (for example, pensions have not been indexed for working pensioners for 2 years)! And in general, where does such generosity come from the state to distribute “money from heaven” to everyone, and for some reason, through some “private insurance funds”?

Fraud sites operate on behalf of non-existent organizations that supposedly represent the interests of the population on the issue of providing “insurance payments under SNILS.” These organizations already have about a dozen names (as they are exposed by scammers, new names are invented). In particular, we are talking about the following names of “extrabudgetary funds”:

  • Social Fund for Public Support (latest version of the scam as of November 20, 2017);
  • Interregional Public Development Fund;
  • Extra-budgetary financial development fund;
  • Settlement center for payments to the population, etc.

As a rule, people get to these sites in the following ways:

  • through advertisements on other sites (often these are pirated sites for downloading and watching films and TV series);
  • through advertising and messages in instant messengers and social networks;
  • through spam emails.

The first rule on how to protect yourself from scammers is to not click on dubious links and ads at all and not to end up on sites with such content. The second rule is to always check dubious information through the search engines Yandex and Google, which promptly filter the sites of attackers (there you can also find people’s reviews about the issue that interests you).

At the top of the fraudulent site there is an advertisement by which you can very easily identify a new scam, regardless of which specific site you find yourself on and on behalf of which organization this scam is provided. Standard ad text: “Check your SNILS in 3 minutes for cash payments from insurance funds.”

Next, the attackers offer to check the accrual of payments directly on their website using one of the proposed methods:

  • according to SNILS - depending on the version of the scam, you must enter either the last 5 digits of the insurance certificate (in the latest version from the Social Fund for Public Support), or the entire SNILS number (initially, the attackers required you to enter all 11 digits, which carries certain risks, since this In this case, you are transferring your real personal data to scammers);
  • by passport - you only need to enter the passport number (the last 6 digits) without specifying the series, which is safer (it is noteworthy that it is proposed to check the passport of any state - not only Russian, but also Ukrainian, Moldavian, etc.).

In fact, even a fictitious set of numbers is quite suitable for checking using any of these methods (because the whole scam is one big fiction, with the exception of the real money that the future victim of deception will pay to the scammers if he does not show sufficient vigilance).
