Deputies are involved in making important decisions that affect the fate of the state. The main goal of the work of officials is to improve the well-being of the country's population. But often people are outraged by decisions made that go against the opinion of the people.
Relatively recently, official sources published information regarding the size of pensions and salaries of deputies. This caused dissonance in society, since the income of an official is several times higher than the salaries of ordinary citizens.
What pension do deputies receive?
Many citizens are interested in this issue, since changes are regularly made to pension legislation that change the amount of payments. People's representatives constantly support such amendments, often focusing solely on their own secure old age.
The pension of deputies consists of several parts:
- an insurance payment calculated equally for all Russian citizens, so it depends on the amount of earnings and length of service;
- monthly surcharge, the amount of which varies from 55 to 75%;
- lifelong maintenance, allocated exclusively to officials and represented by a monthly payment, and its amount is calculated individually for each deputy;
- additional security, and it is issued every month, and also depends on the number of terms worked by the official.
The average pension payment in Russia is 18 thousand rubles, but former deputies receive significant bonuses, due to which their income in old age reaches 120 thousand rubles.

Pensions of State Duma officials
In the State Duma, deputies receive the highest salaries, therefore their pension is considered significant compared to the payments of regional deputies. If a person has worked in the State Duma for at least 5 years, then on average his pension is 46.6 thousand rubles. This overestimated figure is due to the presence of surcharges.

- There are no federal allowances.
Elected regional councils of deputies receive a pension of approximately 30 thousand rubles. They still receive certain additional payments and bonuses, which are calculated individually, since length of service is taken into account.
Pension of City Duma officials
It is approximately the same as that of officials of the regional Duma. Therefore, it varies from 30 to 40 thousand rubles. The calculation takes into account work experience, the content of local regulations of the region, as well as bonuses for any achievements.
The pensions of city leaders are considered quite high. Officials are forced to declare their income, so citizens can find out how much income their heads receive.
For example , in Khanty-Mansiysk in 2021 the head received a pension in the amount of 127 to 213 rubles. In Yekaterinburg, the mayor receives a pension from 107 to 156 thousand rubles. The mayor of Voronezh receives a monthly income of 190 to 320 thousand rubles.
Such differences are due to special additional payments from the federal budget.
By law, all officials have the right to special monetary support from the state. It is allocated to mayors and governors who have held the relevant position for more than 6 years. In some regions there is no such requirement, so to receive additional payment it is enough to work for 1 to 3 years.
Local officials are making changes to regional laws that allow them to significantly increase their future payout.
Legislative grounds
Opportunities for carrying out activities are provided to the deputy by the relevant municipality.
This should be reflected in its charter.
This provision is contained in Part 5.1 of Article 40 of Federal Law No. 121-FZ “On General Principles of the Organization of Local Self-Government” dated October 6, 2003:
"5.1. Guarantees for the exercise of the powers of a deputy, a member of an elected local government body, an elected official of local government are established by the charters of municipalities in accordance with federal laws and the laws of the constituent entities of the Russian Federation.
The charters of municipalities, in accordance with federal laws and laws of constituent entities of the Russian Federation, may also establish additional social and other guarantees in connection with the termination of powers (including early) of a deputy, member of an elected local government body, or an elected official of local government...”
When analyzing preferences and guarantees, you need to consider several important factors:
- Deputy activity is carried out on two bases:
- permanent, with release from the previous place of service;
- on a non-permanent basis (without interruption from production).

- assistants to people's representatives;
- employees holding positions of heads of departments in local government.
The work of deputies is ultimately aimed at improving the functioning of the entire society. Related to this are the amenities provided by the respective municipality. It is necessary to create conditions for their normal activities.
Preferences are of different nature. They have one thing in common: funding from the appropriate budget. The last circumstance determines the conditions for termination of benefits.
Wage
Accruals for work are made to all deputies, regardless of whether they work with or without work. But the payouts are significantly different.
So, if a people’s representative carries out activities on a permanent basis, then he is entitled to the following guarantees:
- health, life insurance, in case of property damage;
- medical service;
- additional leave and payments to it.
In addition, people holding elected positions have the following rights:
- This person retains his average earnings after the legal termination of his powers:
- for one year;
- until your next job.
- If the income at the new duty station is lower than that of a deputy, the difference will be compensated from the budget.
- At the end of his term of office, the elected representative of the people receives financial assistance, if this is stipulated in the charter of the municipality.
- If the basis of activity is not permanent, then the person cannot be dismissed from work before the expiration of the term of office.
If a deputy works without interruption from work, then he is also entitled to a salary. But it is accrued only for session days.

Other preferences
All elected representatives, regardless of the basis of their activity (permanent or not), must be provided with the following work amenities:
- telephone;
- vehicle;

- free travel on any type of transport of the relevant municipality (taxi is an exception);
- financial compensation for travel (in some cases).

Medical and pension benefits
- In case of illness, people's representatives are treated free of charge. These people can go to any hospital; doctors have no right to refuse them. In addition, deputies are entitled to an insurance benefit from the local budget. Its amount is determined by the education charter.
- If during the activity the retirement age has approached or disability has occurred, then these citizens are assigned an increased pension allowance. Its size is established by the above law.

Municipal supplements may be assigned to the state pension. They are paid by the corresponding budget.
Does the payment depend on salary?
The official’s high pension is due to a special federal bonus. It depends on the number of years of work. This applies to federal elected officials, so if they serve one term, the bonus will be 55%. If an official works for two full terms, then the additional payment for him increases to 75%. At the same time, other subsidies are also assigned.
Important! Money stops being paid after the death of a deputy, but family members can count on 165% of the minimum social pension, which is about 5 thousand rubles.
It is quite difficult to determine exactly what the size of a particular deputy’s pension will be, since this parameter is influenced by different indicators. These include place of work, official income and the period during which the person holds the relevant position. Therefore, the chosen ones try to work in their position for at least 6 years, which will allow them to count on a comfortable old age.
Salary directly affects future pension, since the insurance payment is calculated in the same way as for ordinary citizens. To do this, length of service and average earnings are taken into account. This figure is not affected by federal surcharges.

“How much will the mandate of a State Duma deputy cost in 2021? Before the elections approached, I decided to repeat the calculation of what the election fund is formed from and what the final cost of the deputy seat is.
The general range of prices: from $1 million to $3 million. In rubles, the average price can be determined at 140 million for a standard district - about 500 thousand voters. There are more numerous districts - up to 750 thousand voters (Astrakhan, Kurgan, Buryatia) and the smallest 33 thousand - Nenets Autonomous Okrug, Chukotka Autonomous Okrug and 110 thousand in Magadan.
From time immemorial, political strategists calculated the estimate as follows: 50% of the total number (although in 2011 the turnout was 60.21%, and in 2021 - only 47.88%), a controlling stake of votes is taken from this turnout - 51% and this amount is multiplied per 1 thousand rubles (sometimes they calculate 3-5 dollars per voter of the total). We get an average campaign cost of 125 million rubles. or $1.7 million. In principle, this is a turnkey amount with the work of the “field” (agitators on the ground), media, sociology, APM (propaganda materials), lawyers, headquarters salaries, etc.
Further, the question of increasing or decreasing this rate depends on the competition in the district. If competition increases, then the cost of voice also increases. If there is no competition, it falls. In 2021, for example, some campaigns cost 30-50 million. On the other hand, there were record holders for spending - about 500 million per mandate. For example, the most expensive mandate is in the Caucasus (about $5 million), and the cheapest is in some regions of the Central Federal District and Volga Federal District.
An important parameter influencing the cost: recognition and administrative resources. If the candidate is a well-known person in the district (real recognition, not imaginary), then this can help save up to 20% of the budget. If you have your own media resource (newspapers, banner platforms, etc.) - the same amount. Administrative resources are generally a guarantor of victory, since in some territories (for example, in single-industry towns), everything is decided by the directorate of enterprises. In power, as a rule, administrative resources are a key mobilization strategy (schools, enterprises, civil servants), in this case the budget is spent mainly on maintaining the headquarters.
For other parties: the Communist Party of the Russian Federation, the Liberal Democratic Party of Russia, the Socialist Party and non-parliamentary ones, part of the funds is spent on supporting the background campaign, which sometimes gives a basic electoral rating of 5 to 15% at the start. By the way, let us remind you that the official election fund of a single-mandate candidate is limited to 40 million rubles, and the fund of a regional branch is limited to 50-100 million (depending on the region).
An important component of the 2021 elections for opposition parties is the organization of observation at polling stations. We need a strengthened legal unit, mobile response teams, 2-3 observers per site, as well as video recording devices, media support, etc.”

Benefits and allowances
In addition to a high pension, former officials can count on various preferences from the state. The possibility of using them appears during work, but remains even after going on vacation.
The main benefits include:
- there is no age limit for work, so an official can retire at any time, for example, after the end of his term of office;
- heads of civil service leave service after 70 years, and other employees stop working at 65 years;
- purchasing transport tickets out of line;
- use of a company car;
- provision of office housing at the place of work;
- provision of free health insurance;
- preferential treatment in sanatoriums;
- pension supplement;
- issuance of a diplomatic passport.
Officials, even after retirement, retain immunity. They pass customs control without obstacles and also have other similar preferences.

They can work even after 60 or 65 years of age, since their work experience is taken into account when assigning their pension. Length of service is gradually increasing after the adoption of changes to the pension reform. If previously it required 15 years, now the length of service is 20 years.
The deputy will be able to go on vacation after accumulating the required length of service and reaching the age of a pensioner. After reaching the age of 60 or 65 years, an official may not cease his activities.
