Registration of Pensioners from the ATO Zone to Receive a Pension in Ukraine

How to get a pension in another city of Ukraine from the ATO zone

If a pensioner managed to safely get out of the ATO zone to any other city in Ukraine, and he has all the documents with him, then the pensioner will not have any problems with receiving a pension. You need to quickly contact the Pension Fund at your new place of residence, provide documents and write an application to receive a pension.

It will be a little more difficult if the pensioner does not have any documents with him. In this case, he will still have to somehow prove his identity. The Pension Fund has a database of all pensioners in Ukraine, so all cases of applying for a pension are necessarily considered and decided positively in favor of the pensioner who finds himself in a difficult situation.

The procedure for paying pensions to migrants from the ATO zone and other states

How can pensioners from the ATO zone obtain pensions on Ukrainian territory?

1. Where should pensioners who have moved from areas temporarily uncontrolled by the Ukrainian authorities go to continue paying their pension at the place of their actual stay (residence) and what documents must be provided for this?

If a person who moves is placed by the regional headquarters on issues related to the social security of displaced persons, the application is submitted to an official of the authorized body involved in the prescribed manner to participate in the work of the regional headquarters.

What is the procedure for obtaining a pension in Ukraine for a migrant from the ATO zone in 2021?

  1. The pensioner draws up an application to the department for social protection of Ukrainians or the local executive authority, in which he requests to be issued a migrant certificate.
  2. If the migrant has nowhere to go, housing is provided by the regional headquarters for social security of poor and needy citizens, and the application is signed by an accountable person holding the corresponding position at the headquarters.
  3. If a migrant has decided on a housing issue on his own, he should visit the local government authority at his place of residence on a temporary basis, where he will be registered and registered.
  4. If the old man is infirm or ill, his interests can be represented by a trusted, authorized person - a friend, relative, most importantly, have a notarized power of attorney with him.
  5. You must indicate your actual place of residence in your application. Every month, employees of the Pension Fund of Ukraine visit fixed addresses and check whether the pensioner really lives here or is only visiting the territory of Ukraine to receive cash assistance.
  • Full name of the migrant;
  • citizenship;
  • where and when was born;
  • how many people does the migrant’s family include?
  • where the pensioner is registered today and actually lives;
  • contact address or telephone number where the displaced person can be contacted;
  • identification number (if, due to religious beliefs, the Ukrainian refused the code, this must be confirmed with a mark in the passport);
  • the reason why the pensioner left his previous place of residence;
  • does any of the family members have their own housing on the territory of Ukraine (in case the pensioner has nowhere to stay and the headquarters cannot offer its own options);
  • place of work of the pensioner, if he works;
  • What needs does it need to be met - social, medical, educational?

Registration of Pensioners from the ATO Zone to Receive a Pension in Ukraine

“Of these, three are DPR and two are Ukrainian,” the pensioner tells us. “Only men are checked at militia posts, but at Ukrainian ones they also searched women. In the latter, people basically speak only in Ukrainian.”

“Having received a certificate from the rescuers, my husband and I went to the Social Security Fund for Disabled People: my husband worked as a miner, was seriously injured, and was entitled to recourse,” says Tatyana Leonidovna. – Having received a certificate there, we go to open an account in any bank; Fortunately, they really are on every corner there.” And only then can you go to the Pension Fund.

The Ministry of Social Policy told how pensioners from the ATO zone will be able to receive pensions

“In order to receive a pension not at their place of registration, displaced pensioners must provide a certificate within a month stating that they are indeed displaced. To obtain this certificate, they need to register with the local department of social protection,” Denisova said.

As the minister explained, this procedure was introduced to prevent citizens from parts of the Donetsk and Lugansk regions controlled by illegal armed groups from going to receive pensions in territories controlled by the Ukrainian authorities, without being displaced.

Pensions for migrants from the ATO zone in 2021

The pension benefit of the migrant is paid at his current place of residence. You can receive money through a post office in cash, to a bank card, or to a bank account. The pensioner himself chooses one of the options for receiving money.

Many citizens living in the rebel territories were forced to leave their places of permanent residence. Despite the fact that the regions declared themselves independent republics, they are directly dependent on Kyiv. Until Ukraine recognizes the new status of the DPR, financial dependence will continue.

Pension system

According to the department, payment of pensions at the new place of residence can be carried out this month according to additional statements or next month. Payment of pensions is carried out from the first day of the month following the one before which the pension was paid at the previous place of residence.

This may be due to the fact that the work of notaries in the ATO zone is not controlled by the Ukrainian authorities and the possibility of fraud or forgery of documents (powers of attorney) cannot be ruled out. We invite you to consider a specific example of how to process a pension transfer. According to the Donetsk Regional State Administration, about 700 thousand people in the region did not receive a pension.

Ukrainian photo Kyiv, February 27 - RIA Novosti Ukraine. According to the head of the finance department of social programs of the Ministry of Finance Andrey Ryazantsev, Ukrainian legislation limits the receipt of social payments to temporarily displaced persons (IDPs) who live in territory not controlled by Kiev, but not pensions, at the same time the head of the Ministry of Social Policy emphasizes that pensions, social payments and social assistance only the person who has moved to the territory controlled by the authorities and permanently resides here receives it. This is stated in the article by Inna Vederniova for ZN.UA. REUTERS/Gleb Garanich Payments to migrants and fraud According to Andrey Ryazantsev, today there are no restrictions that prohibit pensioners from temporarily residing in other states and receiving a Ukrainian pension. ;I'm used to asking questions of the law.

Thus, the existing legislation of Ukraine does not in any way support that part of the population from the ATO zone, which includes unemployed citizens. This category includes elderly people who are no longer able to work and young children who do not have employment opportunities due to their age.

How to get a pension in the ATO zone

On September 16, 2014, the Verkhovna Rada adopted a law on a special status for Donbass. According to information received from the central authorities of Ukraine, pensions and salaries to public sector employees in the territories temporarily controlled by the DPR and LPR will not be paid. Since September, pensions and social benefits have not been paid in these localities. There are no official documents aimed at banning payments to these categories of citizens. One cannot count on help from the Donetsk Regional State Administration, since its entire leadership has relocated to remote locations and does not really control the situation in this territory. The only action of the regional leadership, in the current conditions, will be to lobby the interests of the residents of Donbass. After all, everyone understands that non-payment of pensions, salaries to public sector employees and social benefits will become a humanitarian disaster for these territories.

Having contacted, be it the insurance fund, the department of labor and protection, or the branch of the Pension Fund of Ukraine in any city controlled by the Ukrainian authorities, you must write an application for the transfer of a pension. Employees of these institutions will make a request for your electronic file and re-register a pension or social benefit in the area where the application was registered.

Economy Pensioners from the ATO zone were threatened with deprivation of pensions

The Slavyansk Pension Fund office also confirmed to us that there were no cases where pensioners were caught in the act when receiving a double pension. “If there is a complete package of documents, we pay pensions to everyone. There is no database for exchanging information with the DPR. Therefore, it is impossible to prove that a person receives money both here and here. We have not had such cases. I think this is yet another horror story from the authorities,” a PF employee from Slavyansk told Vesti.

“As of the end of May of this year, 575.3 thousand pensioners have already transferred pension payments from uncontrolled to territory controlled by the Ukrainian authorities and are receiving payments on time. However, another 169.0 thousand pensioners did not make such a decision,” says the Regional State Administration. According to the department, there are no arrears in payments.

Who re-registered a pension from the Atomic Zone?

All types of pensions, without exception, for displaced persons from the ATO zone, as well as for other displaced persons, are paid only to those people who continuously reside in the country. This means. What if the pensioner decides to travel somewhere else, then payments will be suspended. Also important. What if the pension is calculated according to the permanent residence certificate, then it will end just when the period of stay ends.

It is also important that the individual coefficient, which is calculated using a special formula, is not lower than nine. The age limit will also work. At this time, men who have reached sixty years of age, as well as women who have reached fifty-five years of age, are eligible to receive pension payments. Moreover, it is possible to reduce these limits, for example, for mothers of many children who raised five or more children, as well as for those who worked in hazardous industries. The list of such industries is approved by the government and is constantly updated.

How can pensioners in the ATO zone receive their payments?

“Literally in September, it was decided not to pay social benefits or any budget payments in the occupied territories, including salaries to public sector employees of any series, that is, utility workers, doctors, teachers, civil servants. Therefore, pensioners of the cities of Donetsk, Gorlovka, Makeevka, Torez, Shakhtersk, Snezhnoye, like any city controlled by the DPR, unfortunately, will not receive their payments,” explained the DonOGA.

According to their information, the only way out for pensioners is to re-register their pensions. To do this, you need to go to the territory controlled by the Ukrainian authorities, for example, to Artemovsk, Dobropolye or Krasnoarmeysk, and contact the Pension Fund. You must have a passport, indication code and pension certificate, as well as copies of these documents.

The procedure for re-registration of a pension from the ATO zone

Ideally, pensioners should receive payments in the ATO territory without a certificate of resettlement status. But since the changes came into effect quite recently, it is better to play it safe and re-register a pension for residents from the ATO zone in another region. And although lawyers believe that no certificates from displaced persons are no longer needed, until the repeal of Resolution No. 595 actually comes into force, everything must be done as before. Registration of pensions for migrants from the ATO zone will not take much time. At the moment, the excitement has subsided, and therefore you can cope in a few days.

You will be given a certificate of “immigrant” status on the day you submitted your documents. It is printed on standard A4 paper and affixed with the signature of an authorized person and the seal of an authorized body. Make sure that all the details are in place, otherwise you will have to redo the certificate.

Registration and receipt of pensions by migrants from the ATO zone in Russia

Citizens of the former USSR can count on pensions in Russia. The conditions for pension accruals were regulated in 1992, when an agreement was signed between the countries of the former Union.

In Russia, every resettled pensioner will receive exactly the same type of payments that was assigned in the country of primary residence. For example, this may be a disability pension, an insurance pension, a survivor’s pension, a military pension, and so on. Payment of pensions to migrants from the ATO zone today is calculated in accordance with the pension law of our country. If a decision is made to receive a pension in the Russian Federation, then all other payments will then be completely stopped.

The individual right to register and receive an old-age insurance pension is subject to compliance with certain conditions. To receive a pension you must:

  1. Certificate of permanent residence or Russian citizenship.
  2. The individual coefficient, which is calculated using a special formula, must be at least nine.

Let us clarify the full list of documents that may be required to obtain a pension in the Russian Federation for migrants from the ATO zone. The list of documentation is specially approved by the Ministry of Labor and then published for public information. A complete list of papers is available on the Russian government services website.

  1. A passport of a citizen of the country, and in its absence, a residence permit.
  2. Pension fund insurance certificate.
  3. An application written according to a specially designed template.
  4. Certificate-extract of personal account on compulsory pension insurance (OPI).

Submission of documentation must be made to your territorial department of the Pension Fund, or to the MFC where there is registration at the place of residence. There are three options for filing papers:

  • Deliver the documents personally, then you will know immediately if something is missing.
  • Sending papers by mail, which involves significant time costs.
  • Through a proxy with appropriate powers (general power of attorney to conduct business, instead of the applicant). Most often, people hire professional lawyers for such purposes.

An application for a pension for a displaced person from the ATO is considered within ten calendar days. The start date for pension accrual will be the filing date. It is not recommended to submit documentation ahead of schedule, and you should wait if there is still more than one month before retirement age.

The procedure for registering and calculating pensions for migrants

Persons who have received the status of a Russian migrant are provided with the rights and benefits established in the Agreement of the CIS countries on pension provision dated March 13, 1993. The pension comes into force based on the laws of the country to which the individual has moved and is paid exclusively at its expense. Mutual settlements between countries are completely excluded.

When establishing pensions for persons who moved to Russia from countries participating in the Agreement, the Pension Fund of the Russian Federation takes into account the entire period of labor activity accumulated within the borders of the USSR before the signing of the Agreement, and after - exclusively in the territories of the states parties to the Convention. In accordance with the Constitution of the Russian Federation, the pension can be calculated based on average monthly earnings for one of the periods:

  1. 2000-2001 Based on personal credentials in the structures of the Pension Fund of the Russian Federation.
  2. Voluntary 60 consecutive months of work experience prior to 2002.

When issuing a certificate of earnings, pay attention to the currency conversion:

  • During the period of absence of the national currency, write the amount in rubles, after acceptance - in the state currency;
  • recalculation of the state currency is carried out as of 01/01/2002 (as of the date of conversion of pension rights), based on the exchange rate of the Central Bank of the Russian Federation;
  • The total income earned before 01/01/1998 increases a thousand times.

Please keep in mind that wages received during the period of the transition currency are replaced by other months specified in the instruction of the RSFSR No. 1-1-U dated January 18, 1996.

Having received a certificate of income, you must submit an application for the appointment of a pension for immigrants, attaching a package of documents:

  1. a document confirming Russian citizenship;
  2. SNILS;
  3. Labor book of the Russian Federation;
  4. Help from the OPS system.

The citizen must provide any documents required for the assignment of a pension in Russian. If the original of the pact is provided in a foreign language, then it is translated into the national language of the Russian Federation by a notary. The translation procedure can be carried out in three ways:

  1. Provide work to a private notary.
  2. Contact state notary organizations.
  3. Use the services of consular structures.

The lawyer will document the translation of the pact if he speaks the necessary languages. If he does not have the necessary language knowledge, the translation is carried out by an independent translator, after which the document is certified by an official of the notary office.

Having accepted the documents, employees of the Pension Fund of the Russian Federation will check the accuracy of the specified data, after which they will calculate the amount of the monthly pension payment and set the date for crediting the funds in the manner specified by the applicant.

If a citizen has refugee or migrant status and can also provide supporting documents of permanent residence in Russia, he is entitled to state old-age benefits. From October 3, 2021, the transition to retirement is carried out upon reaching 65 years of age for men, and 60 years of age for women.

How is the work experience of migrants taken into account when receiving a pension in Russia?

When assigning a state pension to migrants, the Pension Fund takes into account the citizen’s work experience earned in the territory of any of the countries party to the Agreement, until the moment of its signing.

For example: a Russian immigrant was employed at the Kiev plant until 2002. In this case, the transfer of pension from Ukraine to Russia will be made without additional requirements. Based on the Agreement between the CIS countries, the migrant is assigned state support similar to a labor pension. Despite the fact that the citizen has not received payments to the Pension Fund, the state undertakes to pay the citizen a monthly allowance.

If an individual was engaged in labor activity in Ukraine after January 1, 2002, he is required to additionally provide a document on the transfers of funds made to the Pension Fund. The request for this document is made through the Pension Fund of the Russian Federation.

Transfer of pension from Ukraine to the Russian Federation

Citizens who moved to Russia from Ukraine can apply for a pension transfer a month after the termination of social security payments from their previous place of stay. The main requirement for issuing a pension for migrants is that the citizen must stay in the Russian Federation for less than six months and have supporting documents. If the applicant received migrant status more than 6 months ago, then the date of assignment of the pension is calculated from the date of adoption of the last necessary pact, including registration of the migrant on the territory of the Russian Federation.

Registration of a pension in Russia from the ATO zone

The scheme for obtaining security is similar to the algorithm for applying for a pension in Ukraine from the ATO zone. To do this, after receiving migrant status, you must contact the regional office of the Pension Fund of the Russian Federation where the citizen actually lives and submit the appropriate application. Minimum package of documents for registration of preferential security:

  1. IDP certificate
  2. Passport
  3. Pensioner's ID.

Documents are submitted in original form with copies. After reviewing the application and confirming the accuracy of the documents, employees of the Pension Fund of the Russian Federation will set a date for monthly payments in the method chosen by the applicant.

Payment of pensions to migrants from the ATO zone

The authorities say that all those who have registered on the territory of Ukraine will have payments, only this time the registration process will be different. Also, completely different rules will now apply to the payment of pensions.

The difficult geopolitical situation in the country forced many citizens of different ages to leave their homes for an indefinite period. And many elderly people, hastily leaving their homes, were left without money. They are most interested in whether pensions will be paid to displaced people at all. Therefore, more and more often they are scouring for headlines like “pensions for displaced people in 2021, latest news Ukraine”

Pensions for displaced people

Payment of pensions to immigrants with one or a group of disabilities occurs according to the above formula, if they have at least one working day of work experience and during this time insurance premiums have been deducted. Otherwise, or if the applicant refuses insurance payments, the displaced person will be assigned a social disability benefit.

The holding of “elections” on November 2 on the territory of the “DPR” and “LPR”, not in accordance with the legislation of Ukraine, only worsened the situation for residents of the temporarily occupied areas. The Ukrainian authorities warned the local population about the responsibility and consequences of participating in illegal voting. The world community does not and will not recognize the legitimacy of these “elections”; therefore, this territory will have the status of “unrecognized territory” by all countries in terms of their statehood, with all the negative consequences for its inhabitants economically and socially. Today, all such unrecognized territories have an underdeveloped economy and low incomes. In accordance with the announced results of these “elections” and “taking office,” the leadership of the “DPR” and “LPR” must assume full responsibility for paying pensions and social benefits in these territories. However, the population was once again told that “there are no funds to pay pensions and social benefits.” Before the elections on November 2, 2024. The DPR promised and partially paid social benefits to certain categories of citizens, but after the elections these payments stopped (“Social payments in the DPR”).

Many citizens living in the rebel territories were forced to leave their places of permanent residence. Despite the fact that the regions declared themselves independent republics, they are directly dependent on Kyiv. Until Ukraine recognizes the new status of the DPR, financial dependence will continue.

It was in the eastern part of Ukraine that the government saw a similar threat, as the local population openly expressed dissatisfaction with the existing government. As a result, the authorities launched military operations.

Payment of pensions to displaced people in 2021

The main document through which old-age benefits are provided to a refugee is a relevant certificate. It is necessary to indicate the special status of a citizen. A refugee is required to register at his place of residence. Without this, he will not be able to receive either benefits or a pension.

A migrant certificate and a temporary certificate are provided to the citizen on the day the application is submitted. There is no payment for the service. The document contains information about the place of residence, the address for transferring funds for the payment of pensions and other social transfers, including a limitation on the validity period.

Will Ukraine pay pensions to residents of Donbass in 2020?

  • they leave their troubled area;
  • carry out registration of temporary residence in free territory;
  • they get financial institution cards, which they give to relatives or friends to receive a pension or social benefits.

According to the minister, at present, like two years ago, pensions and social payments are awarded to residents of Donbass who live in the conflict zone. However, Ukraine is simply not ready to pay out funds in uncontrolled territory, so as not to endanger the lives of financial employees. Therefore, only Ukrainian citizens can receive pension and social funds and only in quieter cities of the country. According to statistics, 1.25 million residents of retirement age live in the Donbass, of which more than 950 thousand receive pensions and social benefits in the territory controlled by Ukraine.

Pensioners in the ATO zone were left without pensions

If you dig deeper, it turns out that they have prepared an almost impossible task for pensioners. At the beginning of October, ministers adopted a resolution on the registration of “displaced persons.” According to it, everyone who has moved is obliged to go first to the State Emergency Service department, and then to the social security fund. However, personal presence is not enough. We also need those local residents who will settle refugees in their homes. Homeowners in “peaceful territory” are required to have the main tenant present with statements and copies of passports of everyone registered in the apartment stating that they do not object to the fact that a displaced person from the ATO zone lives with them. The bureaucracy doesn't end there. Expect that within two weeks an authorized person from the housing office or village council will visit the address to check whether a migrant from the east of the country really lives here. But a personal visit by a specialist will not be enough: you will also need certificates from two neighbors and copies of their passports. As a “bonus” for suffering if the procedure is successful, the state undertakes to pay 884 hryvnia per month along with the pension. Even in this situation, gigantic queues have already formed in the social funds of the cities closest to the ATO zone.

— Those who want to receive pensions and social payments are required to obtain a migrant certificate before December 1. The certificate will indicate their place of residence and the address where funds will be transferred outside the ATO zone, the minister emphasized.

How to re-register a pension after leaving the ATO zone: Kirovograd experience

12:49 / 02 Dec. 2014 / 6031

About a week ago, an acquaintance, tired of listening to artillery cannonade and freezing when shooting is heard nearby, decided to move and went to Kirovograd with his parents. In his new place, he began re-registering his relatives’ pensions. According to him, all this is being done in several stages.

First of all, you need to get a certificate from your place of residence where you are in a foreign city. If you are staying with friends or relatives, this makes things easier. The owner must go with you to the housing office, certifying that you live in the apartment that belongs to him. There you will receive three certificates signed by the head and chief engineer of the housing office, with seals and stamps.

If you are lucky enough to get a job in a private house, your path lies with the owner to the street or to the local self-government committee.

After this, you need to go to the Department of Labor and Social Protection of the Population in the area in which you are staying and temporarily residing. An employee who receives applications from internally displaced persons needs the following documents to process the social payment due under Cabinet Resolution No. 505 (884 hryvnia per month for a disabled person):

- photocopy of passport;

— photocopy of identification number;

— certificate of actual location;

— an application from the bank to open a current bank card account to which assistance can be transferred.

It is better to open a new bank card, because the old one was opened in Donetsk and may be blocked. You must take two applications certified by a bank employee (the second will be needed for the pension fund). For banks, by the way, such statements are not new; suffice it to say that they need a card for social payments to immigrants from Donbass.

Now you have to write two applications - one of them to receive a so-called “migrant certificate”, certifying that you are a representative of this “preferential” category.

The second is to receive social assistance, the same 884 hryvnia for a disabled person and 442 hryvnia for an able-bodied person. In principle, filling out an application is not so difficult, especially since you can always ask a UTSZN employee. But in the application for social assistance there are 3 columns: about the ownership of someone in the family in regions not in the ATO zone, a vehicle and a deposit account in the amount of 10 subsistence minimums - 12,180 hryvnia. If “yes” is highlighted in any of these points, you will not receive social payments.

All social payments, the amount of which per family, by the way, cannot exceed 2,400 hryvnia, will be transferred to the card of only one family member, for which the rest must write on the back of the application for social assistance that they allow such and such a person to receive their social assistance on his card.

After correctly filling out the applications and providing the necessary documents, or rather copies of them, they are usually asked to come back in about an hour to pick up the completed “resettler’s certificate.”

After this, you need to go to the Pension Fund, where you will have to write another application, as well as submit the same photocopies of your passport and Taxpayer Identification Number, an application from the bank, as well as copies of the pension book and the “migrant certificate”.

After this, you need to wait 3 weeks and, if the process goes well, receive your pension.
