First of all, all adult family members must have an official place of work and an appropriate income, the total amount of which is at least:

  • l32 510 – for a family of three;
  • l43 350 – for a large family of four members.

This point is mandatory for those wishing to receive a so-called state house (apartment) for one important reason - the amount of the subsidy does not cover the entire cost of housing. It can be no more than 30 percent (35 for families with children) of the cost, which means the family will have to collect the remaining 70 percent on their own or take out a loan. After collecting and processing all documents, they should be submitted to the authorized authorities at the place of registration. After 10 days, applicants should receive a letter with the authorities’ decision. If luck smiles on young people, they will be put in line to receive a preferential certificate. State funding: what young people are entitled to

How to get money for an apartment from the state and what conditions will need to be met for this? Families can apply for “material assistance” under the “Young Family” program and the “Housing” special program.

In the first option, the state provides a subsidy of 30%, in the second - 30-35% of the amount of the selected apartment. In other words, it pays for about a third of the cost of housing; the young family must have the rest of the money on hand or take out a mortgage loan.

The subsidy can be spent on:

  • purchasing a cheap apartment on the primary (new building) housing market;

As a participant in the program, a certificate for a certain amount can be provided to the bank, which will issue a loan to the young family for an apartment. Important! To receive the subsidy amount, you must provide a certificate stating that the family has funds to cover that part of the apartment that is not paid for by the state. Procedure for joining the “Young Family” program and receiving a subsidy

  • Statement of the personal bank account of the apartment seller.
  • Written permission from the guardianship and trusteeship authorities to purchase an apartment with a mortgage stating that minor children will be co-owners (owners) of the housing, pledged by the bank (under encumbrance).

  • The application is checked and within 5 working days the commission must transfer the subsidy money to the family’s personal bank account .
  • Next, the bank transfers money from the family’s bank account to the seller’s account, the remaining amount for the apartment, also within 5 working days.

    IMPORTANT! Keep in mind that financing has its own rules. Despite the deadlines specified in the certificate, the funds are spent in the city budget this year. If you received a payment certificate at the end of 2014 and its period ends, for example, in April 2020, then you need to use it before December 31, 2014, because the program is valid until 2020.

    Disadvantages of existing programs

    Those who take part in the “Affordable Housing for Young Families” program should not think that after collecting the entire package of documents, in a month they will receive the coveted apartment. to consider :

    • the processing time for applications is long;
    • It will take 2-3 years from the moment you submit your application until you receive the subsidy;
    • You can only get money if you are officially employed, preferably on a “white” salary;
