Allowances

It is standard practice to include allowances in calculations. Among the standard allowances, it should be noted: EDV, intended for combat veterans, as well as “northern payments” (explained by the need to endure the unfavorable climate at the place of service).

Disabled members of the family of a deceased serviceman under Art. 38 of Law No. 4468-1 has the right to claim certain supplements to the survivor's benefit.

Calculation of a military man's pension in 2021

The following indicators are included in the military salary accepted for calculating the pension: salaries for military position and military rank, bonuses for qualifications (for the category of flight personnel), bonuses for length of service (above the required minimum) and for combat veterans, regional coefficient.

Salaries and additional payments to military personnel are established by order of the Ministry of Defense of the Russian Federation “On the Procedure for Providing Monetary Allowances” dated December 30, 2011 No. 2700 (as amended on January 31, 2018).

The salary for a military position is a fixed amount fixed for each category and group of military service positions. You can get acquainted with all official salaries of military contract soldiers of the Russian Army in Table 1.

Salary by military rank is the amount of cash payment that is paid monthly to a military man in accordance with his rank. These salaries are presented in Table 2. Since 2021, the salaries of military personnel have increased by 1.04 times (Resolution of the Government of the Russian Federation dated December 21, 2017 No. 1598).

The size of military personnel’s pensions is also affected by monthly salary bonuses for length of service, which are determined according to the following scale (clause 40 of Order No. 2700 of the Ministry of Defense):

• 0% - if you have less than 2 years of military experience;
• 10% - with service from 2 to 5 years;
• 15% - with service from 5 to 10 years;
• 20% - with service from 10 to 15 years;
• 25% - with service from 15 to 20 years;
• 30% - with service from 20 to 25 years;
• 40% - with service of 25 years or more.

The general calculation of pensions for former military personnel is carried out in direct proportion to length of service. Thus, the calculation of a military personnel’s pension in 2018 is made for 20 years of service (or more) in the amount of 50% of the monetary allowance. At the same time, for each year in excess of 20 years of required service, the Ministry of Defense pays former military personnel 3% of the allowance for each year of overtime, but not more than 85% of the amount of allowance.

With a total work experience of 25 years (of which at least 12.5 years is service in the army), the serviceman is also assigned 50% of the salary, but for each year of service over 25 years an additional 1% is paid.

According to paragraph “g” of Art. 45 of Law No. 4468-1, monthly bonuses for military personnel for participation in hostilities are calculated at 32% of the social pension. From 04/01/2018, taking into account indexation, the social pension is 5180.24 rubles (Resolution of the Government of the Russian Federation dated 03/20/2018 No. 302), respectively, the allowance is 1657.68 rubles. Also, a certain category of combat veterans has the right to payment of 2850.26 rubles in the form of a monthly supplement (clause 3, clause 4, article 23.1 of the Law “On Veterans” dated January 12, 1995 No. 5-FZ; Decree of the Government of the Russian Federation dated January 26, 2018 No.).

The regional coefficient when calculating a pension depends on the territory and special climatic conditions in which the military man served. It can vary from 1.1 to 2. You can download the table for this coefficient here. If the region of service is not indicated in this table, then the coefficient when calculating the pension is taken as 1.

When calculating pension payments to former military personnel, a reduction factor is also taken into account. For two years now, its size has been “frozen” at 72.23%.

The military pension for length of service cannot be lower than the current amount of social pension (Article of Law No. 4468-1).

Algorithm for calculating a military personnel pension

You can calculate your military pension yourself, based on the existing formula. An alternative is to use a calculator. Such a calculator is also available on the website of the Russian Ministry of Defense.

Who receives a long-service pension:

1. persons whose service period is 20 calendar years or more - the pension is 50% of the salary and for each subsequent year 3% is added (the final figure will not exceed 85%);
2. persons whose total length of service is more than 25 years and half of them are during military service are entitled to 50% of the allowance + 1% annually.

Formula

Calculation of military pensions without a calculator is carried out using the formula: P = BC * PK * (50% + 3% * ST) / 100%.

Values:

• P is the size of the pension;
• BC – base part;
• ST – number of years more than the prescribed norm;
• PC – reduction factor.

Using an online calculator, it is easy to calculate the size of a military pension, taking into account the law. The result of this calculation will be preliminary and the actual amount may vary slightly. The calculation in the calculator gives an approximate idea of ​​the future benefit.

Disability counting

For military citizens who become disabled during service, or within a 3-month period after dismissal, a special calculation procedure is established. It is regulated in paragraph 2 of Federal Law No. 166 of 2001 on state pension provision in Russia.

How much is required when receiving disability due to a military injury:

1. Disabled I gr. receives 300% of the calculated benefit amount, which may correspond to the social RP;
2. disabled person II gr. receives 250%;
3. disabled person III gr. gets 175%.

This takes into account wounds, concussions, injuries or diseases received while defending Russia or defending its interests.

How much is required when receiving disability due to illness:

• Disabled I gr. receives 250%;
• disabled person II gr. receives 200%;
• disabled person III gr. receives 150%.

Injuries received or illness experienced occur during the period of service, but are not directly related to the performance of one’s official duties.

Indexation of basic pension

Indexation of military pensions should be expected only in October 2021. Along with this, there will be a standard increase in salaries. It is believed that the expected increase will go to approximately 2.6 million citizens.

Since an indexation coefficient of 3% was assigned in October 2021, it is still in effect and is taken into account in the calculator. The expected indexation figure is 3.7%. It will also be taken into account in the calculator.

Calculation of military pensions in 2021

To calculate on the calculator, salaries by military position (MVD) and salaries by military rank (OVZ) are given in accordance with the Order of the Minister of Defense of the Russian Federation dated December 6, 2021 “On the procedure for providing monetary allowances to military personnel of the Armed Forces of the Russian Federation.”

From October 1, 2021, the reduction factor has increased. Its value increased from 0.7223 to 0.7368, which means that to calculate the size of the pension it is necessary to take into account 73.68% of the amount of the military pension.

Reference! The increase in pensions in 2021 was carried out as a result of an increase in the DD of military personnel by 4.3% and additional indexation of payments by another 2%.

Those who retire in 2021 are given a good opportunity - the reduction coefficient remains unchanged for now (at 72.23%), and salaries are increased.

The limit for increasing the tariff size of official payments was 720 rubles for privates and sergeants, 1800 rubles for officers.

The increase in salary according to rank was another pleasant surprise for the military. Privates and sergeants received bonuses from 200 to 340 rubles, officers – up to 1200.

There are also plans to increase the length of service bonus. 5% will be added in 2020 to those military personnel who served one year longer than the minimum period. 15% is due to those who worked for 2 years. The maximum percentage of the increase is 70% for 25 years over the normal length of service.

How to calculate the second pension?

For your next pension you will need the following:

1. the retirement age for military personnel has been reached;
2. the basic pension was approved before this;
3. have a civil service record after retirement of 12 years;
4. There is a required total of individual points - a minimum of 21.

If at the time of reaching retirement age the required number of points has not been accumulated, the person does not have the right to claim a second pension.

The second pension is calculated using the formula: RP = KIB * SB.

Values:

• RP is the size of the pension;
• KIB - number of points;
• SB - pension point value.

If the user knows the number of points available and the cost of one of them, it will be possible to make a calculation. Example

For example, a person has accumulated 62 pension coefficients and also has 2 years of military service experience. This was not taken into account when assigning a pension from the Ministry of Defense. This service is allowed to be counted in the “civil” period with the assignment of 3.6 b. Since one point in 2021 is equal to 98.86 rubles, the amount of another pension benefit will be 6485.21 rubles. The calculation is: 98.86 × (62 +3.6).
