The number of non-state pension funds actively operating in the Russian Federation still remains large. The basic rule is to receive payments only upon reaching retirement age. Termination of a contract is a standard procedure, but it is better for a citizen to familiarize himself with some of the nuances in advance.
We will discuss in the article what methods you can use to withdraw the funded part of your pension from a non-state pension fund and where to send it after processing the return.
Is it possible to terminate an agreement with a non-state pension fund?
Most often, the reasons are the conditions specified in the agreement itself. For example, the presence of conditions under which all obligations between the parties are canceled. And in this case, a person really has the right to terminate a contract in which he is not satisfied with something.
There are other situations in which such actions become acceptable:
- Problems with the reliability of the organization. Reorganization and liquidation are procedures faced by a large number of small organizations. Therefore, when choosing, the main factor should be the position in the rating related to reliability.
- Profit. It affects how much money the client himself receives. For example, you should not trust a company if the indicated level is lower than current inflation.
Procedure for terminating the contract
The first step is a detailed study of the agreement itself, for which the non-state pension fund is the second party. Sometimes the documents do not describe any special conditions, so it is enough just to tell the partners about the desire that has arisen.
Citizens can withdraw funds and change NPFs, but not more than once a year.
The client must write a statement stating what needs to be done with the money stored in the current account.
Events can develop according to two scenarios:
- Transfer of funds to an account in another NPF.
- Transfer of money to a bank account owned by the client.
The application must accurately indicate the details used for the transfer. Then the NPF will not have problems or delays with the operation. Refunds must be completed no later than three months after all documents have been submitted. No matter what stage the contractual relationship is terminated, the rules remain the same.

Sberbank together with Sberbank NPF are engaged in deceiving citizens
I recently wanted to open a savings account with Sberbank, and this is not the first time I have done this. I came and said: “I want to open a savings account with the possibility of replenishment at any percentage.” I decided to save money, I have a small child, you never know. The bank employee, as if she hadn’t heard me, immediately began promoting additional information. services, namely the services of the non-state pension fund of Sberbank. She suggested that I transfer my pension there. After listening, he said that I was not interested in this yet, and I came for another reason. Well, she seemed to move on to my question, as I thought. She told me about the interest on the deposit, about the conditions, called it “pension” deposit, I said: “.. for pensioners or something..”, he said no, they say that’s the name, and the depositor can be anyone. I didn’t understand the catch here, I think it doesn’t matter what the name is. She printed out the contract and, without handing it over to me for review, immediately sent it by pneumatic mail to the central cash office. I tell her to sign the contract, she - go to the cashier, you will do everything there. I came to the cashier, they said, deposit the amount, I gave it back. They returned the check and the contract to me together. I ask and sign, they say you don’t need to sign. So I left the branch, got into the car and saw the headline - “Non-state support agreement with Sberbank Non-State Pension Fund Universal Plan.” I wanted to come back right away, but it was already 19:00, the department was closing. As it turned out, this “offer” agreement is drawn up without the client’s signature, they say the law does not prohibit this, acceptance of the agreement is the deposit of money into the NPF account. Well, what should I do, I think I’ll come here tomorrow at the opening and terminate the contract, businesslike.
The only thing I decided to do was call the NPF hotline and tell about my situation. It turned out that they didn’t care, that’s what everything was designed for. They say that upon termination, they will return the money only within a month, and not all of it, they will deduct 13% of income tax, which I can also return, but only with the provision of an appropriate certificate from the local tax office.
I think so, but this can’t happen: I terminate the contract almost immediately, and tax is withheld from my money, and income tax at that. Moreover, besides the salary. I have no other source of income, and it has already been withheld from her. The next day I come to Sberbank, to the same branch, and say - so and so, your employee misled me yesterday, I want to terminate the contract and take my money. They immediately began to fuss, apologized for the action of their employee, and drew up a statement of termination of the contract.
I ask, I called the NPF hotline, they told me that they would withhold 13%. They called a senior manager, who showed me the terms and conditions of the contract again and assured me that within the 5-day termination period the amount would be returned in full without any deductions. I calmed down and began to wait.
2 weeks passed, the amount was returned, but minus 13%, I immediately went to this branch of Sberbank to sort it out. They were surprised that all the money was not returned to me, they helped me file a claim about this and again promised that they would return everything to me.
Result: the money still hasn’t been returned to me, the only way to return it is to go to the tax office, get a certificate of not receiving social deductions and re-write an application to the NPF (they will return it within 3 months. The tax office issues a certificate within a month, but only will be able to issue next year).
I wrote 2 complaints to the office of the President of the Russian Federation - to no avail (they are forwarded, according to their competence, to the Central Bank and PJSC Sberbank, they, in turn, say that it is your own fault for not studying the contract, our employees are white and fluffy. And only from them did I fully learn the conditions concluding and terminating an agreement with a non-state pension fund. I would like to note that these conditions are not known to the employees of the branch where I concluded the agreement, since I wrote the claim under their dictation.)
PS: Keep in mind that if you do not have time to terminate the contract with the NPF within 5 days, then not only will they deduct 13% from you, but they will also return 80% of the amount, and you will have to wait 2 years before you can return it everything is complete. 13% is charged regardless of the time of termination of the contract, both from your money and from the interest income received by you. Bank employees often conceal information that taxes will be withheld from your invested money. This is the story of this “Universal” plan.
What documents will be needed
The secretary must receive the following set of papers from the investor:
- SNILS.
- Passport or other identification documents.
- An order from another government fund for transfer if necessary.
Additionally, fill out a form with personal and contact information to date. Only after filling out this document can you sign an agreement with the new organization when the need arises.
Two copies of the termination agreement are required. One of them is given to the applicant.
Some organizations provide an option in which documents automatically expire. For example, if a citizen has not fulfilled his obligations by refusing to visit the institution to renew an existing contract.
Then the documents automatically lose their validity. There is no need to specifically contact the organization’s employees to complete the procedure. All previously accumulated amounts are transferred to the account specified in advance.
Where to send funds after receiving
A citizen has the right to choose any management company for his transfers. If necessary, we also allow a reverse transfer of savings in favor of the Pension Fund. In this case, a trust management agreement is drawn up.
In this case, documents must be submitted no later than December 31 of the current year. Let’s assume the option of submitting documents through the State Services electronic portal, then you will need a passport and SNILS. But to fully confirm your identity, it is still recommended to visit the offices of regulatory organizations.
The procedure in the case of State Services will look like this:
- Register on the portal, or visit your Personal Account.
- Next, go to the services tab.
- Using the "Authorities" tab.
- Selecting the Pension Fund icon.
- Next, we need a section with the acceptance and consideration of applications from individuals.
- Another point is the transfer of savings from one management organization to another.
- All you have to do is click one button to receive services.
Next, an inscription appears informing you of the need to use an enhanced qualified electronic signature. Personal data in the following questionnaire is almost always entered automatically. You just need to select the division of the Pension Fund responsible for control in a particular case.
Another option is to visit the MFC. The procedure is slightly different from the previous one:
- Fill out an application with all the necessary details, including information on the current service organization and the company where the money is planned to be transferred.
- The documents are sent to specialists for further consideration.
- All you have to do is wait until the procedure is completed.
The transition to a new non-state pension fund also takes place without problems. The main thing is to choose an organization that fully complies with the requirements at the legislative level. On the PFR website you can always study registers that remain relevant at the moment.
Next, a new contract is concluded with the selected organization. It is enough to have a passport with SNILS to draw up a standard form of documentation.
The document becomes valid only after the full amount is transferred from the old management company. There are no restrictions unless the regulator imposes them in advance.
Important! In any case, the replacement of the insurer is carried out with the participation of the Pension Fund. An application signed with a qualified electronic signature must be submitted. The application is considered until March 1 of the following year maximum, although a longer period is possible. Notifications of a positive decision are sent to both insurers.
NPF consent official website to terminate the contract
From December 6, 2021, clients of NPF Soglasie-OPS JSC will be serviced by NPF NEFTEGARANT JSC*, which will continue to fulfill all obligations under compulsory pension insurance agreements.

There will be no changes to the amount of your pension due to the reorganization.
All rights and obligations under the agreements will be transferred in full to the legal successor - NPF NEFTEGARANT JSC.

After the reorganization, pension payments and acceptance of appointment documents will continue without changes. NPF NEFTEGARANT JSC will accept documents, assign and make payments under compulsory pension insurance contracts to clients of NPF Soglasie-OPS JSC.

There is a service to order a call back - fill out the application and you will be contacted at the specified time. There is a separate email for communication with the company’s management - the green “Write to Director” button on the right side of the top panel.
Registration in the personal account of NPF Soglasie
To track information about your pension savings online, everyone who has entered into an agreement is provided with a personal account service. To gain access, you must register by filling out a form about yourself on the website and attaching scans of documents (passport, SNILS). The entrance will be opened after the data has been processed by the service staff (approximately within 10 days).
After the company was reorganized and merged with NPF NEFTEGARANT JSC, the procedure was simplified - registration is now not required.

Next, in the form that opens, you need to enter your data.
To enter you will need SNILS, series and passport number (instead of a password, enter numbers without spaces).

Pension programs of the Soglasie fund
The company works with individuals and offers to form future pension capital using the funded part of the pension.
- Compulsory pension insurance (OPI). To conclude an agreement, you must submit an application to the Pension Fund of Russia (PFR). This can be done in person by visiting the territorial office of the Pension Fund of the Russian Federation or by submitting an application through the single portal “State Services” (if you have an account and an electronic signature there).
- Co-financing of pensions. The program consists of increasing the size of the pension by doubling the client’s voluntary contributions. To receive a cash supplement from the state, two conditions had to be met:
