    Retirement age

    The legislator does not connect the emergence of the right to material support from the state in connection with length of service in the service with the onset of any age.     When discussing the 2021 pension reform, which involves increasing the general retirement age by 5 years, the issue of length of service for a long-service pension was also raised. However, such proposals were not included in the law; the matter was limited to conversations. Moreover, to this day the issue of raising the retirement age for security forces is not on the agenda of the State Duma.

    Amount of payments to FSIN employees

    Like other categories of monthly payments, the FSIN pension will not decrease in 2021. The latest news reports that the Government guarantees their protection from inflation.

    • mixed work experience (+1%);
    • if during the performance of duty an incident occurred that led to disability or serious illness (+75%);
    • if during the performance of duty a person was injured, which led to loss of ability to work (+85%).

    Working employees

    Many military personnel and law enforcement officers, even after reaching retirement age, continue their professional activities. It is worth noting that the Government does not provide for indexation of pensions for those who continue to work. This condition will not change in 2019.

    Conditions of appointment and exit procedure

    One of the types of pension provision for former employees of the Federal Penitentiary Service is payments for length of service, which means the development of the required minimum length of service in this structure or other government departments.

    To comply with this condition, you must have at least 20 years of service in the Federal Penitentiary Service, but other periods of service are also included in the specified length of service:

    • military service under contract in various types of troops of the Armed Forces of the Russian Federation, as well as in the internal troops;
    • work as a police officer and other employee of bodies and institutions of the Ministry of Internal Affairs of Russia;
    • employees of the Ministry of Emergency Situations (directly in those institutions that are part of the state fire service system);
    • work in the Federal Drug Control Service, since for a certain time the drug control service was removed from the Ministry of Internal Affairs and existed as an independent state body;
    • service in the newly created National Guard of the Russian Federation (which was largely composed of former private police departments).

    Attention! Starting from 2021, equivalent length of service will also include the period of service in compulsory enforcement agencies. According to current legislation, these include all bodies and institutions subordinate to (components of) the Federal Bailiff Service. Moreover, this rule will apply to both bailiffs and those who ensure order in court.

    For some cases, the law provides for retirement based on length of service and in the absence of the required 20 years of experience in law enforcement agencies.

    This right arises for those FSIN employees who were dismissed from service due to the following circumstances:

    • reduction (carrying out organizational and staffing measures);
    • recognition by a medical commission as unfit for further service for health reasons;
    • the employee reaches the age that, in accordance with the law, is the limit for service in his position.

    In all of the above cases, preferential maintenance will be provided if the total length of service mentioned above is at least 12.5 years, and the total period of labor and similar activities is 25 years.

    The total length of service is calculated according to the rules established by the legislation on insurance and labor pensions. In fact, this includes all periods of work under an employment contract, under civil contracts, entrepreneurial and socially significant activities (caring for a sick relative, being registered as unemployed, etc.).

    The age limit for serving in the penal system is determined by the relevant law on service in this department. In particular, all employees with a rank below colonel are subject to dismissal from service upon reaching 50 years of age. Employees of the Federal Penitentiary Service with the rank of general of the internal service of the Russian Federation or colonel general of the internal service (65 years old) have the right to take a well-deserved rest.
