General methodology for assigning pensions to pilots

Pensions for test pilots are calculated using a separate method. Their size is higher than the national average. In order to compensate for lost labor income, these persons are assigned the following types of pensions:

• on state support;
• for compulsory insurance.

The pension of pilots in Russia is determined by several parameters. Thus, the legislation determines that the right to a long-service pension is received by:

• flight test personnel engaged in flight testing (research) of experimental and serial aviation, aerospace, aeronautical and parachute equipment;
• periods of military service in positions of flight personnel and periods of work in positions of civil aviation flight personnel are counted towards length of service if the citizen has at least 2/3 of the length of service in certain positions giving the right to a pension for length of service.

Important: if a citizen has become disabled in the service, then, in addition to a pension for class, he will be able to claim support related to his health condition (that is, the second). They are paid at the same time.

Conditions of appointment

To receive a pension, civil aviation flight personnel must meet the following criteria:

1. Be citizens of the Russian Federation.
2. Earn flight experience as determined by the current legislation.

Preferential conditions for receiving government support include leaving flight work for health reasons.

Important: to obtain the right to be supported at the expense of the state budget, a citizen must have a certain amount of flight test experience:

• men 25 years old;
• women - 20 years old.

In case of preferential dismissal from a detachment for good reasons, the length of service criteria are reduced by five years: 20 and 15 (men and women, respectively).

Attention: Citizens from among the flight test personnel who have been assigned a long-service pension and have at least 15 years of insurance experience are entitled to receive a share of the old-age insurance pension, based on the sum of individual pension coefficients for at least 12 months after leaving for a long service pension.

Who is entitled to additional payment?

According to pension legislation, this type of additional payment is provided as an additional guarantee in the field of social security for members of aircraft flight crews, since their work is of a special nature.

The supplement is an independent social payment, so the accrued amount does not depend on the size and type of pension to which it is attached.

Who is included in the flight test crew?

The government decree approves the list of positions subject to state support for production.
The following are entitled to a long service pension:

a) flight personnel directly performing test flights at standard workplaces of aircraft and parachute equipment:

• pilots (pilots) - test pilots, test navigators, test flight engineers, leading test engineers of all types, engaged in flight testing of aircraft and members of the regular flight crew, test flight mechanics, test flight electricians, test flight radio operators, test flight operators , test parachutists;

b) engineering and technical personnel performing flights for testing (research), delivery, acceptance of aircraft, their systems, units, instruments and equipment, parachute equipment (if there is a valid certificate of admission to flight testing):

• engineers, technicians, mechanics, operators and experimenters of all types;

c) workers inspecting flight personnel on test flights, as well as persons in charge of flight test services and participating in test flights as a member of the aircraft crew (if they have a valid certificate of admission to flight tests).

What is the amount of state support for pilots after dismissal?

The amount of VL payments directly depends on the total period of professional activity. It includes the service:

• in civil aviation flight personnel;
• performing tasks outside the homeland as part of foreign aviation;
• time of study at a specialized educational institution;
• period of parental leave.

Methodology for calculating pension benefits in accordance with Federal Law No. 166

Article 17.2 contains the rules for calculating flight test pay associated with dismissal. The first paragraph says the following:

“Citizens from among the flight test personnel with a length of service of at least 25 years for men and 20 years for women, for whom at least two-thirds of the specified length of service account for the direct performance of test flights at regular workplaces of members of flight crews of aircraft and parachute aircraft. landing equipment, a long-service pension is assigned in an amount equal to 1,000 percent of the social pension provided for in subparagraph 1 of paragraph 1 of Article 18 of this Federal Law, minus the old-age (disability) insurance pension, a fixed payment to the insurance pension and increases in the fixed payment to insurance pensions established in accordance with the Federal Law “On Insurance Pensions”. For each full year of service in excess of 25 and 20 years (for men and women, respectively), the long-service pension increases by 25 percent of the amount of the social pension provided for in subparagraph 1 of paragraph 1 of Article 18 of this Federal Law, but not more than up to 1,500 percent of the amount specified social pension".

Thus, the specific amount of state support is calculated based on the size of the social pension established for the period of dismissal of the test pilot. In this case, professional service experience exceeding the legal limit of 20 and 25 flying years is taken into account.

This payment is calculated using the following formula:

1. PL = (1000% x Sp - StP) + 25% x Sp x Dst, where:
2. PL - the final amount of state support for length of service;
3. SP - insurance pension norm established by the Government of the Russian Federation;
4. StP - the amount of old-age insurance benefits determined in accordance with Federal Law No. 400;
5. Dst - an additional number of full years of service in excess of the norm.

Important: the size of the state pension for length of service is limited to 1500% of the insurance pension (StP in our formula).
Counting example

Citizen Petrov served as a test pilot for 27 years. Resigned upon reaching the age limit in March 2021. He was assigned an insurance pension of 17,650 rubles.

Compensation for his length of service is calculated using the above formula, where:

• Sp - 5180.24 rubles;
• StP - 17,650 rubles;
• Dst: 27 l. — 25l. = 2 g.

Calculation of state support for the working years of citizen Petrov:

(5180.24 rub. x 1000% - 17,650 rub.) + 5180.24 rub. x 25% x 2 years = 36742.52 rub.

Important: the full amount to be paid by Petrov: 36,742.52 rubles. + 17,650 rub. = 54392.52 rub. (two different pensions add up).

Formula for calculating preferential pay based on length of service

If the tester quits before the due date for a good reason, then the following formula is used:

• PL = (800% x Sp - StP) + 25% x Sp x Dst, where:
• PL - the final amount of state support for length of service;
• SP - insurance pension norm established by the Government of the Russian Federation;
• StP - the amount of old-age insurance benefits determined in accordance with Federal Law No. 400;
• Dst - an additional number of full years of service in excess of the norm.

At the same time, the maximum payment amount is limited to 1300% of the Sp indicator.

Attention: the above formula applies to citizens with 20 and 25 years of experience (women and men, respectively). Two thirds of the period must be spent on flight work.

Legal regulation

The pension increase is assigned in accordance with the following legislative and regulatory acts:

• Federal Law No. 155-FZ (November 27, 2001) “On additional social security for members of flight crews of civil aviation aircraft”;
• Federal Law No. 400-FZ (December 28, 2013) “On insurance pensions”;
• Decree of the Government of the Russian Federation No. 155 (03/14/2003) “On approval of the list of positions of flight crew members of civil aviation aircraft, work in which entitles them to a monthly supplement to their pension in accordance with the Federal Law “On additional social security of flight crew members of civil aircraft” aviation", and the Rules for calculating length of service, which gives the right to a monthly supplement to the pension."

Purpose and amount of payments to military pilots in 2021

Total length of military service in the Russian Air Force:

• men 25 years old;
• women - 20 years old.

Important: If military pilots were forced to leave their service early, to receive a pension their length of service in the relevant positions is as follows: men - 20 years, women - 15 years.

In particular, the list includes samples of military equipment for which a special pension is provided for service. These include:

• strategic bombers - aircraft designed to solve global problems;
• military transport aircraft - heavy-duty aircraft transporting large quantities of military equipment and personnel;
• reconnaissance aircraft - aircraft carrying out special combat missions related to studying the situation in theaters of military operations;
• fighters - devices designed to conduct rapid combat attacks at an altitude of up to 20 km;
• helicopters are multifunctional aircraft used in combat operations;
• tactical bombers are aircraft used to perform specific combat missions in any territory.

The average amount of pension material support for VL in 2018 was 17 thousand rubles. The government is working to increase it to 23.5 thousand rubles by 2025. Currently, the following percentages are used for calculation:

• of the official salary: 55-80%
• if the VL is disabled, then up to 85%;
• for each year of processing an additional 3.7% is charged (but not more than 85% in total);
• 1st class test pilots receive another 10%.

Attention: to calculate pension benefits, add up the accrual amounts:

• for the title;
• debts;
• allowances;
• surcharges.

A reduction factor is applied to the resulting indicator.

Example

Officer Serov A.I. before dismissal the following amounts were accrued:

• salary - 12,000 rubles;

• for the title - 10,000 rubles;
• for the position - 23,000 rubles;
• bonus for length of service - 5,600 rubles.

Serov A.I. served 25 years. His pension benefit is calculated as follows:

(RUR 12,000 + RUR 10,000 + RUR 23,000 + RUR 5,600) x 55% = RUR 27,830

The procedure for obtaining state support for length of service

You can apply for payments at any time after you become entitled to them. The application is submitted to the Pension Fund of Russia (PFR). This is allowed:

1. personally:
   at the Pension Fund branch;
2. in the multifunctional center;
3. through services:
   enterprises Russian Post (by letter);
4. authorized representative (if there is a corresponding document);
5. using the Internet:
   on the Pension Fund website;
6. on the government services portal.

To confirm your right to accrual, you must provide the following documents:

1. application in the prescribed form (original);
2. copies:
   passports;
3. SNILS;
4. military ID;
5. flight book;
6. identification number;
7. work book;
8. information (originals):
   about income;
9. about length of service;
10. about flight test experience;
11. if necessary:
    about dismissal for health reasons;

Longevity payments

Transfers of state support to recipients are carried out monthly. Pensioners are allowed to choose a convenient transfer method. Namely:

• through the post office;
• to a bank card or account;
• through an organization providing money delivery services (if there is an agreement with the Pension Fund of Russia).

Attention: the pensioner has the opportunity to change the method of delivery of funds.
To do this, you need to write a separate application to the Pension Fund in any available way (listed above). In addition, if necessary, a citizen can entrust work with funds to a relative or other person (a notarized power of attorney is required).

The right to accrue insurance subsidies based on age

Test pilots are provided with insurance benefits from the Pension Fund of Russia, subject to:

1. registration of a long service pension;
2. having more than 15 years of insurance experience, which includes the following terms:
   carrying out labor activities and paying contributions to the Pension Fund budget for them;
3. non-insured events defined by Article 12 of Federal Law No. 400;
4. taken into account in the assignment of the previous pension payment;
5. having at least 30 pension coefficients (points).

Important: when assigning this type of state support, the age of the applicant is not taken into account (Article 31 of Federal Law No. 400).

Amount of pension supplement

SD = SZP x (SZS / NWRF) x (SV / SVD) x K, where:

• SD – additional payment amount.
• SWP – average monthly salary in the Russian Federation from July 1 to September 30, 2001, taking into account annual indexation (increase factors are determined by Government Decrees).
• SZS - the average monthly salary of a crew member, calculated from the certificate provided by him for the last 24 or any 60 consecutive months.
• NWRF – average monthly earnings in Russia for the same period. Important: the ratio (SZS / SZRF), regardless of the result obtained, cannot exceed the value of 5.
• (SV / SVD) - the ratio of the average monthly amount of contributions that were received from payers of contributions to the Pension Fund budget in the previous quarter to the amount of funds at the beginning of the payment period necessary to finance the supplement to the pension.
