The message “Insurance charges in the amount of 32,578 rubles were found according to your SNILS” indicates various sites LtdRoyalinvest and mysnils, where you can check this and other information.
These sites offer to check your SNILS and receive cash payments from extra-budgetary funds. The site descriptions say that there are certain funds that pay funds to almost all citizens of the Russian Federation if they have debts according to their data in the service database.
There is a section that describes why and for what reasons you are entitled to funds as payments.
Then the description talks about some kind of interregional fund, but such organizations also do not exist; there is a fund for the development of sports or a fund for the development of something.
If you look into all this, it becomes clear that not a single off-budget fund will distribute money to the population without reason. All reviews on the site are fictitious, and the photographs are simply stolen from social networks and other resources.
In early November, several sites became popular offering to find out the amount of funds and receive payments according to SNILS, allegedly credited to the account in the form of “insurance payments” from private funds. Anyone with a pension insurance card can check and receive money. At the same time, the amounts are said to be quite large - several hundred thousand rubles.
On November 14, the Russian Pension Fund published a warning to citizens about a new type of fraud. The Pension Fund of the Russian Federation warns: “There are no hidden payments, and it cannot be simpler than “money from heaven.” As well as general access to insurance company databases using SNILS or passport data. Information about funds stored in individual personal accounts of citizens with the Pension Fund of the Russian Federation can only be obtained in person at the client services of the Pension Fund upon presentation of a passport, or through the Unified Portal of State Services.”
Control of all transfers for pension insurance is carried out only by the Pension Fund of Russia or the selected NPF.
There are already quite a lot of fraudulent sites offering. They are blocked, but their clones immediately appear. To check payments according to SNILS, you need to enter his number or passport data, and, as the description on the main page states, even a citizen of another country can receive payments using a foreign document.
It’s easy to get to scammers’ pages; it can be by clicking on a link in a contextual advertisement or sent by email. The operation of such sites is similar:
- Two methods are offered: checking payments using SNILS or passport number.
- The entered data can be absolutely anything: real or fictitious. The system will still begin searching for allegedly accrued funds.
- Available payments under SNILS are numbers generated randomly, but they are quite large to be attractive. For non-existent passport numbers and SNILS 000-000 entered by us, more than 100,000 rubles are due. Moreover, the insurance companies on the list are partly existing, partly fictitious or have already ceased their activities.
- Next, it is proposed to pay for access to databases for withdrawing money. The size of the commission compared to the possible payment is insignificant - only 235 rubles if checked by passport number and 195 rubles if checked by SNILS.
- Payment is made on the E-pay service by bank card, electronic wallets or from a telephone account.
- After paying the commission, you do not receive anything, and additional payments for an even larger amount are sent to your email, for example:
- 530 or 550 rubles for “personal data verification”;
- 350 or 450 rubles - for a “security pin code”;
- 1250 or 1350 rubles - for an “encrypted security key”;
- 1500 or 1600 rubles - for “operator remuneration”
- interregional public development fund.

They all have the same appearance and functionality, by which you can recognize scammers.
If you entered your real data, most likely there is no need to worry. This scheme is more like a money scam, but may have the purpose of collecting personal data. Unfortunately, you will not be able to erase them from the database. In this case, we recommend that you monitor your credit history and, if you find loans that you did not take out, file a fraud report.
If you transferred funds to the scammers' account, you must contact the bank and the police with a fraud report, and also attach an electronic receipt for payment for services.
What payments are due under SNILS? You can only receive a pension using it. There are no other payments under SNILS. Moreover, you should not trust third-party sites. To find out the status of your personal pension account, you can only contact the Pension Fund in the following ways:
- Apply in person or order a personal account statement by phone. To do this, you will need your personal data: SNILS and passport.
- register on the official website of government services - gosuslugi.ru. Use your credentials to log into your PFR personal account on the website es.pfrf.ru. In the “Electronic Services” section you need to select the appropriate service. The site's capabilities allow you to monitor your employer's contributions to your future pension, as well as view the current amount of accumulated funds.
If pension savings are transferred to a non-state pension fund, then tracking is carried out by contacting a specific non-state pension fund to receive an extract from the personal account.
All insurance contributions begin to be transferred to the recipient only when a pension for old age, disability or family is issued in the event of death. It is impossible to receive insurance payments under SNILS ahead of schedule.
Every day, deception schemes become more and more inventive, which are quite difficult to recognize. Practical advice can be given in general:
- Be careful. Demand documents from people who approached you on the street or rang the doorbell. Call the hotline of the agency whose employees they claim to be and find out whether similar surveys or other events are conducted.
- Always check the information. If you come across a scam site, it would be a good idea to look for reviews about it on the Internet on other resources. If the scammers met in person, consult with relatives.
- Never transfer personal data and money to third parties until you are absolutely sure of the legality of their activities. It will be almost impossible to return them later.
Since April 2021, a new fraudulent organization has been gaining popularity - the Compensation Security Administration. The work scheme and goal of the organization is the same as it was, receiving illegal payments from citizens for providing access to compensation for unused government services. The organization constantly changes names and registration addresses on the Internet. Examples of names:
- VKV - Office of Compensation Payments;
- UCF - Compensation Fund Management;
- UCO - Office of Compensation Provision.
Visitors arriving at such sites are misled by false news that is disguised as official media and TV channel websites. Next, the user is redirected to “fake” forms, in which they ask you to enter your SNILS and passport data in order to access large sums that the state is “obliged” to pay you.

Non-state pension funds also have their own official websites, which inform clients about the status of their pension account. IMPORTANT! Methods for registering SNILS

There are several ways to get it:
- through the employer's legal/HR department;
- independently by contacting the Pension Fund or the state website gosuslugi.ru;
- representatives of the interests of minors.

- unemployed citizens and foreigners (who need to independently apply to the Pension Fund);
- for working citizens and foreigners SNILS (issued by employers);
- minors (under 14 years of age), they receive a document through their parents (guardians), or through an educational institution or registry office along with a birth certificate (if such an agreement has been concluded between departments);
- teenagers over 14 years of age apply to the Pension Fund on their own.
For foreign citizens and stateless persons, SNILS is issued if there is an agreement from the employer. This category of persons should not be highly qualified employees.
When applying for SNILS, you need to take into account that only the person or legal entity that submitted the documents has the right to pick up the card from the Pension Fund. The certificate is not issued to third parties.
To register you need:
- ID card (passport/certificate);
- ADV-1 questionnaire
When issuing a certificate through an employer, he is obliged to send all data to the Pension Fund of Russia within 14 days. An insurance certificate with SNILS is issued within a month.
If you apply for a certificate yourself (through the Pension Fund of the Russian Federation or a state center), the insurance certificate is issued 2 weeks from the date of submission of the application form.
When submitting an application for receiving a pension certificate through the website, a notification with the Pension Fund’s decision will be received within 10 working days to the email address specified during registration.
The validity period of SNILS has no restrictions. Its replacement will only be required if the person has changed his full name, date of birth or gender. If an error is detected in the information, you will also need to change the card, but the personal account number will remain the same.
What is SNILS?
SNILS stands for “Individual Personal Account Insurance Number”. SNILS itself is a green laminated document that contains an individual number. This number consists of 11 digits. This is what is necessary to obtain information about a person, since this is the identification number of his electronic cell in the general electronic database of the Pension Fund.

In Russia, more than 15 years ago, all information about citizens was entered into a special database, to which the Pension Fund of the Russian Federation, as well as other funds and government agencies have access. It displays information about:
- places of work of a person;
- deductions made;
- work experience;
- the funded part of the pension;
- formed pension;
- some other information.
The presence of SNILS indicates that this person has had his own cell, where information about him will now be stored throughout his life. The number is assigned to a person once, and if the card is lost or damaged, it will be restored with the previous number.
The SNILS card itself stands for the insurance number of an individual personal account and contains the following information:
- document's name;
- its identification number;
- Full name of its owner;
- place and date of birth of the document owner;
- his gender;
- date of registration of the citizen.
If a person is not registered with the pension system, he will not be able to receive pension benefits in the future, since he will not receive contributions from the employer to the Pension Fund.
This form of document was introduced in 2001 to replace the old-style pension certificates. Now the card is much more difficult to counterfeit, as well as to guess the person’s code, since the identification number is selected randomly by a computer program.
Not only Russians, but also foreigners who come to the country to officially find employment are required to have this document.
Checking SNILS payments on the Social Fund for Public Support website
The service, which is designed to check the status of an account, has only recently become publicly available. It became available thanks to the unified portal of State Services.
The easiest way to find out the accumulated pension amount according to SNILS is online by simply going to the State Services website and selecting the information you are interested in.
After this, you must request a detailed statement from the Pension Fund. The wait will only take a few minutes, after which you will receive an email indicating the funded part of your pension. If there is such a need, the statement can be printed using a regular printer.
If you do not want to receive the necessary information using a computer, you always have the opportunity to visit the branch at your place of residence, taking with you the necessary documents and SNILS, after which the operator will tell you the balance of your personal account.
- Register on the “Public Services” portal (site https://www.gosuslugi.ru). To register, you will need to enter your last name, first name, mobile phone (or email). Previously, the key for registration was a card with a SNILS number, but now the registration procedure has been simplified. This is the most interesting moment. Today, the most popular are three types of obtaining a number base:
- Phone viruses that download phone books from infected devices to servers in the background.
- Purchasing a database of numbers. Yes, on the Internet you can find many offers for the sale of a database of numbers of hundreds of thousands of subscribers, and they are divided by region, age and income. Organizations also share user information with each other.
- Pumping out databases from social networks, message boards, forums and other online resources.
If you received a message in Viber “Insurance charges were found based on your SNILS”, then your number is already in their database. In this case, all you have to do is block this number. Other spam may also arrive, but don’t pay attention to it, just block it and that’s it.
Anyone can check their data on the portal of unified public services, including the amount of accumulated funds.
For verification you need a SNILS number and an identity card. When contacting the Pension Fund in person, an employee can check the information of interest when providing the same documents.
But doing this through the website gosuslugi.ru is easier and faster:
- in the state catalog services, select the line “pension savings”;
- submit a request for an extended account statement (the system processes it within a few minutes);
- a letter arrives with the amount of savings (if desired, it can be printed through your personal account).
Such a simple and accessible form of relationship between individuals and government agencies simplifies bureaucratic red tape and increases public confidence.
We also note: pension fund employees do not carry out mailings via Viber, WhatsApp, Telegram and other instant messengers, do not ask for the SNILS number over the phone, do not go door to door and do not carry out the population census - all these are scammers and deception. The main trick that scammers use is to change the payment of your taxes from a state pension fund to a private one.
Such deception schemes are popular when hiring, when an employee is “slipped” into a special agreement in which he will independently refuse payments to the Pension Fund of the Russian Federation. The most difficult thing in protecting yourself from such scammers is the absence of a crime under Article 159 of the Criminal Code of the Russian Federation, because when completing the paperwork, you yourself refuse to make contributions to the state fund and give the money to private investors (the postscript says that the money is not appropriated, but the right to manage savings is simply changed).
- You need to immediately contact the Pension Fund of the Russian Federation and write a statement demanding the safety of deductions during the current year; if there is such a statement, all deductions will be considered invalid and scammers will not be able to manage your money.
- Access to the State Services portal is carried out through the SNILS number and a combination with your data. Fraudsters, having taken possession of your ID or the data on it, will be able to freely access the State Services portal and gain access to your confidential information.
- Social Fund for Public Support (latest version of the scam as of November 20, 2017);
- Interregional Public Development Fund;
- Extra-budgetary financial development fund;
- Settlement center for payments to the population, etc.
As a rule, people get to these sites in the following ways:
- through advertisements on other sites (often these are pirated sites for downloading and watching films and TV series);
- through advertising and messages in instant messengers and social networks;
- through spam emails.
The first rule on how to protect yourself from scammers is to not click on dubious links and ads at all and not to end up on sites with such content.

A SNILS card containing an eleven-digit individual code is an insurance certificate of registration of a Russian citizen with the Pension Fund. This is a scam! Payments according to SNILS - what is it? A new scam tells citizens about supposedly government-provided subsidies for “insurance payments,” which are carried out through unknown “private funds.”
However, as the scammers report, any citizen can check on their website using their SNILS number or passport whether they are entitled to an insurance payment from the state, and if an accrual is detected they can be received in cash “at any time and in a convenient form” .
Here it is necessary to immediately warn the reader that the law does not provide for any insurance payments under SNILS that are not ordinary state pensions! In this situation, scammers simply manipulate the ignorance of citizens. Therefore, below we will provide some general information regarding what SNILS is and what payments are due under it. And if someone is not interested in this now, then you can go straight to the section about the essence of the new scam.
A citizen’s SNILS is the insurance number of his individual personal account in the compulsory pension insurance system. This number is indicated on the insurance certificate (green plastic card), which is issued by the Pension Fund of Russia (PFR) to citizens of all ages, including newborn children and children under 18 years of age.
This number is, first of all, necessary for the employer to use it to make contributions to the Pension Fund for compulsory pension insurance for its employees (this is 22% of wages before income tax).
These contributions can be paid to a citizen only in the form of a pension upon the occurrence of a so-called insured event - loss of ability to work due to old age, disability or loss of a breadwinner (then the pension is awarded to the dependents of a deceased working citizen).
Thus, according to common sense, in fact, “insurance payments under SNILS” are nothing more than:
- labor (insurance) pension - for old age, disability and loss of a breadwinner;
- a funded pension, which can be formed for citizens younger than 1967 along with a regular pension in non-state pension funds (NPF) and which is due to be paid only upon reaching retirement age (or to the heirs of a deceased employee before his retirement).
No other “payments under SNILS” are provided for by law, that is, in fact, scammers are offering you to receive your future pension now (although for some reason they themselves write on their website that their offer is in no way connected with the Pension Fund, so supposedly there is no need to go and Asking the Pension Fund about these payments is a must!).
This cannot happen by definition, because the budget does not provide money for this - now there is not enough money even for those who are already retired (for example, pensions have not been indexed for working pensioners for 2 years)! And in general, where does such generosity come from the state to distribute “money from heaven” to everyone, and for some reason, through some “private insurance funds”?
Why can’t you enter your SNILS data on the Internet?
First, you will lose money. Secondly, show your bank card - you will pay for access to the so-called database of insurance companies from it. And this is the risk of losing money again, only not 200 rubles, but everything that is stored in the account. Having the confidential information of your card, fraudsters will be able, for example, to pay with it in online stores.
And finally, a few years ago, the following fraud was widespread: people walking around apartments (or even the streets), introducing themselves as employees of the Pension Fund and asking citizens to give their SNILS number. Under a variety of pretexts - from a basic check of the insurance number of an individual personal account (“What if your number is registered to another person, and you make all contributions to the Pension Fund in his name?!”) to the need to draw up documents required to receive a pension (“Without You won’t see this pension”). In fact, these people collected the SNILS of their compatriots to transfer their funded pensions to non-state funds (NPF). The fact is that in order to attract clients (and, accordingly, their pension contributions), NPFs paid remuneration to persons bringing new clients - several thousand rubles for each person. As a result, it turned out that citizens who agreed to name their SNILS and sign some papers, without knowing it, transferred their funded pensions to dubious funds or funds with negative returns.
Restoring SNILS
A personal account assigned once will be stored in the Pension Fund database permanently. The card is issued in person so that you can use this data. Having lost SNILS, you can get it again without additional procedures.
The only thing that should be taken into account is the time frame for filing an application for a duplicate pension certificate.
By law, you can apply for a card within a month. If you do not meet the 30-day deadline, you will have to re-issue the form.
You can get a duplicate:
- through a PF at your place of residence;
- at the Multifunctional Center.
You must take your ID with you. The procedure is the same as for the initial application. Additionally, an application for issuing a duplicate is attached. The waiting period is a month.
If a person has changed personal data (change of last name upon marriage, for example), but he already has SNILS, he needs to contact the fund with an application to correct the data.
