During the next large-scale pension reform in 2015, one seemingly insignificant change occurred: pension certificates were abolished.

5 years have passed since then, and during this time pensioners could get used to the innovation and appreciate the positive aspects of such an idea by legislators, but, as practice shows, they quickly get used to only the good. But people do not consider the abolition of pension certificates a good innovation. At least, this conclusion can be drawn based on an analysis of the opinions of our readers.

Let us remind you that since 2015, pension certificates are no longer issued.
Instead, the pensioner can receive a certificate of the amount of the pension and present it at the place of request in order to receive benefits. For example, some stores and pharmacies offer discounts for senior citizens. In some places, pensioners are entitled to discounted travel on the bus, in others on the train, etc.

The certificate contains the pensioner's full name, date of birth, SNILS, name of the Pension Fund unit, date of issue of the certificate, and pension amount.

You can get help in several ways:

- order by phone at your district office, and pick up when ready;

— register in your Personal Account on the website www.pfrf.ru.

Few Russians think about how their size is determined before retiring. It is important to understand that a citizen’s well-being in old age depends on a citizen’s legal literacy in this matter.

Before raising the retirement age in Russia, the age for retirement for men was 60 years, for women - 55. From 2021 to 2025, it is planned to raise the age for the above citizens to 65 and 63 years, respectively.

After a man turns 60 and a woman turns 55, they are required to confirm their new status with the Russian Pension Fund.

When applying for retirement, the following factors are taken into account:

  1. Pension coefficient.
  2. Seniority.
  3. Possibility of early retirement.

The pension coefficient established for calculation reflects the right of an elderly person to receive a pension. Until 2015, only people with a coefficient greater than 30 received a pension. The size of the pension depends on the indicator: the more tax deductions for insurance of a future pension were made by the employer for its employee, the longer the employee’s experience, the higher his monthly benefit in old age will be.

Today, to receive a pension, the coefficient must be above 6.5. The annual indexation is 2.4 points. Thus, in 2018 this ratio was 25.7.

The insurance period is calculated based on the period of official work of a person - the period during which insurance contributions were made to the Pension Fund.

The following categories of citizens have the right to early retirement:

  • Residents of the Far North with a minimum coefficient of 9;
  • workers in hazardous industries;
  • other persons specified in Art. 30 and art. 32 of Law 400-FZ of December 28, 2013

So, according to Art. 12 No. 400-FZ, pension experience includes time on sick leave and military service.

The pension is assigned to the citizen for an indefinite period until the end of his life.

In order to become an official pensioner, you must provide the following package of documents to the Pension Fund MFC at your place of residence:

  • SPV-2 form (download a blank SPV-2 form in excel, pdf or word format);
  • form APV-6/1 (download a blank form of form APV-6/1 in excel, pdf or word format);.

These documents can be prepared by a human resources officer at the citizen’s place of work. The forms must be submitted no later than 10 days after receiving the employee's retirement application.

In order for HR department specialists to prepare the necessary documents for the fund, the employee must provide them with the following information:

  1. Statement.
  2. Passport.
  3. SNILS.
  4. Documents confirming your experience.
  5. Documents about the period of work.
  6. An extract with an individual coefficient (issued at the Pension Fund MFC).
  7. Supporting documents for early retirement.
  8. Original work book.

The work record book is submitted within 3 days from the date of submission of the application for establishment of a pension to the personnel service.

The certificate is considered a frivolous document

Although pension certificates were abolished 5 years ago, not everyone still knows about this and continues to demand this document from pensioners.
And when a pensioner presents a simple piece of paper instead of crusts, they simply do not believe him. This story, in particular, was shared by one of the discussion participants:

One day in a store they asked me for my pension certificate. I showed the certificate, to which the seller replied: “You can print a lot of these at home, give me the crust and that’s it.” I explained that the Pension Fund does not currently issue certificates. The answer followed: “What do we care, take it and leave it…”. I had to leave with nothing.

Another pensioner also complains: “They don’t give any discounts on the certificate, they even refuse to look at it.”

Documents for assigning a pension in the event of the loss of a breadwinner to family members of persons dismissed from service (military service) who are on pension provision are drawn up by the pension authority at the location of the pension file of these persons or by the pension authority at the place of residence of the family members.

73. If a pensioner of the Ministry of Internal Affairs of Russia changes his place of residence or place of stay on the basis of his written application, the pension file within 10 days after receipt of an extract from the personal account of the pensioner of the Ministry of Internal Affairs of Russia from the institution (branch) of the Bank paying the pension is sent to the pension authority according to his new place of residence or place of stay, of which the pensioner of the Ministry of Internal Affairs of Russia is informed. An extract from the personal account of a pensioner of the Ministry of Internal Affairs of Russia is requested by the pension authority.

57. If a pensioner of the Ministry of Internal Affairs of Russia has acquired the right to recalculate the amount of the pension upward, the difference between the new and previous amounts of the pension is paid to him from the date of acquisition of the right to recalculate the amount of the pension, but no more than 12 months preceding the day of application for recalculation of the pension. If the delay in recalculating the pension was due to the fault of the pension authority, the difference in pension is paid without any deadline. A notification about changes in the pension amount is sent to the institution (branch) of the Bank.

59.2. Loss or damage to personal property as a result of a natural disaster or fire, theft and other emergency circumstances on the basis of certificates from the relevant local government bodies, internal affairs, the State Fire Service and other authorized bodies, copies of which are attached to the application.

23. After registering the pension case, a permission to pay the pension is issued, which is signed by an authorized official, certified by a seal with the image of the State Emblem of the Russian Federation and sent (delivered) by registered mail to the institution (branch) of the Bank.

There is no photo on the certificate

The certificate was issued in the name of a pensioner, but how can you prove that you are the owner of this certificate? As a result, pensioners have to additionally present a passport.

19. The pension file is drawn up and completed with documents, the list of which is determined by paragraphs 13 and 14 of the Instructions, as well as other documents provided for by the legislation of the Russian Federation and necessary for assigning a pension, paying compensation, establishing bonuses and increases in pensions (Appendix No. 7 to the Instructions).

54. The revision of the pension is formalized by an entry in the conclusion on the assignment of the pension, indicating the new amount of the pension, the beginning of the payment period and the basis for increasing the amount of the pension. Information for future retirees

The legislation does not regulate the form of the pension document. It is established by the administrative regulations of the Pension Fund. The following information is provided on the standard form:

  • about the date, number and place of issue;
  • about the authority that issued the document;
  • personal data of the benefit recipient;
  • type of payment received - insurance, social, labor pension;
  • the amount of the monthly payment as of the date of the certificate;
  • signature of officials responsible for the accuracy of the data and seal of the government agency.

In addition to basic information, facts of increase, indexation and the amount of payments received for a certain period may be included.

The certificate indicates only the amount of the pension, without providing calculations. To receive a checklist to verify the correctness of the accruals, you must submit a different type of request.

Recently, the pension system has undergone significant changes. Now each citizen’s pension is divided into an insurance and funded part. The funded part of the pension can be left to be managed by the Pension Fund or transferred to any non-state pension fund at your discretion.

  • when applying for a pension for the first time - within 10 days;
  • if you apply for a certificate again – within 1 day.
