Is contract service in the Ministry of Internal Affairs counted as length of service?

Pension system in Belarus

To apply for various types of benefits, you will need to meet certain conditions. In particular, for social benefits, this means that the recipients are persons who have lost their ability to work. This applies to citizens who lost their ability to work in childhood, as well as children with disabled status.

Social pensions include transfers intended for families who have lost their breadwinners. A labor pension is also paid throughout the country. It is assigned provided that the citizen has reached a certain age category. The formation is made at the expense of contributions made by the person.

In Belarus, a pension program is used, which provides the opportunity to accumulate finances. However, it is not necessary to use this service.

Pensions in Belarus in 2021 Ministry of Internal Affairs

Military pension is one of the important motives for serving citizens in law enforcement agencies and the army. In recent years, significant changes have occurred in the structures of the Ministry of Internal Affairs and the troops towards an increase in all types of payments and benefits, including pensions, for military personnel. The 2021 law provided for an annual increase in military pay and pensions by 2%.

The implementation of the program to increase pensions for military pensioners (including pensioners of the Ministry of Internal Affairs) in the coming years required additional budgetary investments amounting to more than 600 billion rubles. Pension indexation in 2021 should be at 5.8%.

If in 2021 employees of the capitals and their regions were able to take advantage of this benefit, then in 2021 it will extend to all regions. The question of increasing the length of service to 25 years remains open.

Regional and municipal authorities establish additional benefits for pensioners of the Ministry of Internal Affairs. It can be:

  • full or partial exemption from transport tax;
  • discounted travel on public transport;
  • discount or free provision of medicines;
  • treatment in specialized hospitals, sanatoriums;
  • free prosthetics from available materials.

Although practice shows that they usually leave operational work immediately upon reaching it, while staff work is extended until it stops. They last up to 60 and beyond. And this is understandable.

With severance pay, they can rest for 1-2 years, then retrain in a civilian profession to continue working. This solution is largely economically beneficial and annual savings will amount to 700 billion rubles. For now, this issue is only being discussed and no changes are expected in 2021.

Let us recall that the initiative to reduce the number of employees of law enforcement agencies was proposed by Mikhail Mishustin at the end of October 2021.

For example, a policeman's family of three can expect to pay for the purchase of housing, the size of which is 54 square meters. If an employee has 12 years of service, then the coefficient is set at 1.1.

Well, we need to start with the press sekretutok, to whom the general's shoulder straps were hung. It’s okay, he’ll work as a civilian for 25-30,000, and send the difference to those who work on the land. This is how it will be fair. Interestingly, in the Ministry of Internal Affairs, cleaners are also no less than the rank of Art. lieutenant?

The state guarantees social security to employees of internal affairs bodies and takes measures to create appropriate conditions of service and social security for them.

If it is not possible to provide any documents, you need to confirm their absence with the appropriate document.

Art. 41 Law of the Republic of Belarus On the Police Social protection of employees of internal affairs bodies and members of their families 263-З dated July 17, 2007

The change in expenses was also affected by a decrease in budget allocations provided for wages in connection with missing indexation in 2021 by 334.5 million rubles, in 2022 by 1.3 billion rubles and an increase in 2023 by 1.3 billion rubles In addition, funding for the purchase of goods, works, services, as well as work in the field of information and communication technologies will be reduced.

Features of military pensions in Belarus

Citizens who have served in the military have the right to retire on several grounds:

  • if you have length of service;
  • after receiving disability;
  • having services to the country;
  • due to old age.

To obtain pension status, a military personnel will need to serve for 20 years. At the same time, age requirements have been established. It should not be less than 45 years old. From 2033, this value will increase to 48 years.

Some military personnel have the right to continue serving upon reaching a specified age. For example, these are persons with the rank of colonel whose service age is up to 50 years.

To generate payments, you will need to reside permanently in the country. Affect the amount:

  • length of experience;
  • salary for both rank and position;
  • allowances.

Reference! Payment amounts are subject to periodic indexation.

The size of pensions for Belarusian military personnel

The minimum value of this payment is associated with the size of the consumer basket and is equal to a quarter of its value. To calculate the old-age pension, the average value of earnings in the state is used. The amount is influenced by earnings, length of service and field of activity.

In this area, legislation developed by government agencies is applied. The calculation is carried out according to the formulas that apply to civilians.

The minimum benefit is 1.5 thousand Belarusian rubles, translated into Russian currency - 4.4 thousand . For military benefits, old-age benefits are calculated as one-fifth of average earnings, to which a quarter of the consumer basket is added.

In 2014, the country increased the level of monetary allowance for this group of citizens. In 2015, the pension was indexed by 13%.

Military salaries are determined depending on indexation percentages. As a result of its use, amounts must be constantly recalculated. In 2021, there was also an increase in the payments under consideration, which was associated with an increase in the base part. However, no indexing was carried out.

If a person loses his ability to work while performing his service duties, then within 3 months from the date of termination of relations with the military unit, he can take advantage of the pension. When the deadline has passed, but it has been possible to prove that the problem is related to the service, then the payment is also realized. Registration of benefits involves the preparation of an opinion issued by a medical commission.

Long service pension in the Ministry of Internal Affairs system

Recipients of one pension (who have not earned a second, civil one) should not hope for the abolition of the reduction factor - it is already established by law in its current amount until January 1, 2022.

Pensions of the Ministry of Internal Affairs in 2021, as before, are assigned on the basis of Russian Federation Law No. 4468-1 of February 12, 1993. Former employees of the Ministry of Internal Affairs and other law enforcement agencies receive pensions according to the same procedure as before. Their payments are indexed annually. Will there be an increase in pension benefits and, if so, by how much?

It should be noted that a reduction factor of 0.7368 was established as early as October 1, 2019. Then, by Law No. 381-FZ of December 2, 2019, the application of this value was extended for the entire year 2021. And again, in accordance with Law No. 397-FZ of December 8, 2020, the “freeze” was extended for the entire year 2021. Accordingly, the next adjustment will take place no earlier than January 1, 2022.

From April 1, 2021 it will increase by 2.6%. The bonus that a pensioner is entitled to will increase by the same amount.

Before this, the opposition press asked questions about the salaries of security forces and riot police, but this increase is in no way connected with political events.

Will there be an increase and recalculation in 2020?

In 2021, pension payments are calculated in accordance with the changes made in 2021. At this time, payments were increased for all groups of people in the Republic of Belarus. The decision developed by the head of state indicates that from the beginning of September there will be an increase in payments transferred to the military.

Until the end of July 2021, pensions were calculated based on the application of correction coefficients. There are several recalculation steps that are associated with time periods.

In particular, changes were made in 2021, 2021 and are planned for 2021. In June 2021, the coefficient is 0.95. This value will be increased in the coming year.

If a person has not served, then his pension is calculated taking into account the subsistence level. In addition, average earnings and other factors may be taken into account. For a military man, the main influence is the size of the salary. These amounts depend on rank and position. Funds that are paid in lieu of bonuses and rations are also subject to accounting.

The increase affects all categories of persons who serve.

These provisions mainly concern:

  • persons who received the Armed Forces Veteran medal;
  • veterans, veterans who have moved from the territory;
  • citizens classified as disability groups 1 and 2;
  • military personnel with 30 years of experience, with 20 years of service in a military unit.

In the coming year, the process of calculating pension payments is implemented according to the above coefficients.

What pensions do former security forces and officials receive in Belarus?

10/21/2020 at 10:31 16494

A retired lieutenant colonel of internal troops receives about a thousand rubles, and a former police lieutenant colonel receives 700 rubles. Let's look at the pensions of former security forces and civil servants.

Since August of this year, the average monthly pension is 458 rubles, the average amount of pensions assigned by age is 473.8 rubles. For former officials and security forces, pensions are determined differently and most often turn out to be more than these figures, writes Radio Svaboda.

How much do former security forces get paid?

There is no information in open sources about pensions of security forces. The relevant ministries are responsible for the size of these payments. From former security officials, on condition of anonymity, Svaboda learned that the pension of a lieutenant colonel of the internal troops, who retired after 50 years, is about a thousand rubles. A senior police lieutenant who was commissioned due to health reasons (that is, did not reach his full pension) has 450 rubles.

The current chairman of the United Civil Party, Nikolai Kozlov, who retired from the police with the rank of lieutenant colonel, receives a pension of just over 700 rubles.

– I have 24 years of service. I left the police department as an operative for particularly important cases. If someone resigns from the Central Internal Affairs Directorate or the Ministry of Internal Affairs, they get more. When the last increase was made, the pension did not change. True, my bailiffs are now calculating part of my pension,” says Nikolai Kozlov.

What is the pension for civil servants?

The size of pensions for civil servants and former deputies in Belarus is regulated by two laws: “On Civil Service in Belarus” and the Presidential Decree “On the monthly salary of certain categories of civil servants”.

Officials with at least 5 years of work experience have the following pension amounts:

  • When holding senior government positions - 75% of salary,
  • Members of the government, ambassadors, chairman of the Central Election Commission - 65% of salary,
  • Deputies of the House of Representatives and members of the National Assembly - 65% of salary.

If a deputy’s salary was on average 2.5 thousand rubles (according to Anna Konopatskaya), then this is a 1,615 ruble pension.

Former head of the National Bank Stanislav Bogdankevich now receives a pension, “slightly more than the average salary in Minsk.” Previously, his pension was equal to the average salary, but this year it increased, since he has the title of professor.

– I am a doctor of sciences and a professor, and Lukashenko issued a decree, and from this year the pension for doctors and professors increased by 370 rubles. But, of course, the pension system needs to be unified. There needs to be a single pension system where there should be coefficients for some merits. The timing of retirement should also be unified. The state must ensure a normal living wage, taking into account the person’s former salary. It’s not normal that security forces have higher pensions, says Stanislav Bogdankevich.

According to Belstat, the average salary in August in Minsk was 1,766 rubles.

What benefits do military internationalists have?

On the territory of the Russian state and the Republic of Belarus, this category of citizens belongs to a special status.

Military personnel classified as internationalists do not have the opportunity to enjoy the following preferences:

  • pension benefits accrued for the fact that a person took part in hostilities;
  • disability benefits;
  • use of medical benefits;
  • housing guarantees;
  • additional preferences.

At the same time, citizens who have lost their ability to work have the opportunity to make a choice at their own discretion.

Thus, the calculation of pension payments to military personnel is carried out according to the same rules as for civilians. A recalculation of payments is planned.
