Funded pension - what is it?
By placing funds in the fund, you can track your income in your personal account on the bank’s website.
A funded pension is a monthly replenished contribution to a citizen’s personal account in a pension fund, which is not available until the age established by law or other pension grounds. Unlike an insurance pension, these funds are not spent on payments to other persons.
The format appeared in 2003 as an integral part of pension provision. The reform was due to a change in the ratio between working citizens and pensioners in favor of the latter. If in the USSR there were 2.5 workers per 1 pensioner, then in post-Soviet times this figure dropped to 1.12-1.4.
As a result of the reform, citizens’ pensions began to consist of 3 parts:
- basic, or fixed;
- insurance;
- cumulative.
How it works in the Pension Fund of Russia
For each employee, the employer is obliged to transfer funds monthly in the amount expressed as a percentage of the salary:
- to the health insurance fund - 8%;
- insurance premiums - 16%;
- on pension savings account - 6%.
The Pension Fund of the Russian Federation (PFR) uses the money received under the second article (16%) to pay the insurance part of pensions. The employee is awarded points for them, their number depends on the size of the contribution. At the end of your working life, the total amount of points determines the amount of the insurance part of the pension.
The fund collects funds received under the third article (6%) in the personal account of the citizen. To prevent inflation from “eating” it, the money is invested in assets, and the profit replenishes the policyholder’s contribution. This is not done by the Pension Fund itself, but by the so-called. management companies (MCs). Among them there is one state-owned one - VEB.RF. Others are private entities. To become a partner of the fund, these companies must obtain a license from the Bank of Russia and undergo a competitive selection process. The employee has the right to choose which one to entrust with investing his savings.
The law allows the organization of non-state pension funds (NPFs). Funds are transferred to such structures at the request of the employee. They cooperate only with private management companies. An employee can also choose one of them, as well as the company’s investment portfolio.
Thus, there are 2 sources of pension savings:
- contributions by the policyholder's employer;
- investment income.
At what age is a funded pension required?
Persons born after 1967 can participate in the program. Funds begin to be paid from the following ages:
- women - 55 years old;
- men - 60 years old.
Thus, the decision to raise the retirement age made in 2021 did not affect funded pensions.

Why is a non-state pension fund better?
NPFs are superior to Pension Funds in terms of profitability. This is due to the fact that management companies working with them are allowed to invest in high-risk assets, for example, shares that bring higher profits. As a result, the average annual premium is:
- in the state fund - 7%;
- in the most effective private ones - 10%.
The average annual inflation for the period since 2004 was 8.44%. Thus, the state organization does not even compensate for the depreciation of money, while private ones also bring income to their investors.
The Otkritie financial group includes the bank of the same name, NPF and management company. In terms of profitability, the management company ranks first in Russia. It is characterized as follows:
- Average return for the period 2004-2019 - 11.61%. The record was achieved in 2009 - 36.5%.
- The reliability rating according to the conclusion of National Rating Agency LLC dated May 28, 2019 is AAA.pf (the highest).
Association of non-state pension funds
NPF Otkrytie owns several institutions. These are smaller non-state pension funds. The process of unifying them has begun. The procedure is expected to take about six months. Its implementation is headed by Denis Rudomanenko.
The man states that one of the primary tasks of the Otkrytie Fund was the implementation of the global non-state pension fund system and diversification of the client base. All this was achieved by building relationships with various sectors of the economy, as well as by expanding offers for private buyers.
On the protection of pension savings in connection with the moratorium
In 2014, a moratorium was introduced requiring employers to make only insurance contributions in the amount of 22% of wages. The measure is considered temporary, but is constantly being extended. The latest decision extended the moratorium until the end of 2023.
Savings in the bank are protected by the state and guaranteed to be received.
Both during the moratorium and outside of it, pension deposits are reliably protected. Since 2015, NPF Otkritie JSC has been a member of the program for guaranteeing the rights of policyholders, organized by the state corporation Deposit Insurance Agency. In case of bankruptcy of the fund or revocation of the license, the state will return the deposits to its clients. If a pension has already been assigned, it is paid in full, i.e. in this situation, the Russian Federation also reimburses investment income.
If the fund is declared bankrupt, it is prohibited to impose penalties on its pension reserves and assets for debts, except for obligations to investors. Within 3 months, they are transferred to the Pension Fund for payments to clients of the liquidated organization.
During the moratorium, management companies continue to invest, increasing the savings of investors. Thus, investment income continues to flow.

Application and registration for a pension

How to redirect a pension to NPF Otkritie
To find out who manages your personal fund account and how much you have saved, do the following:
- Log in to your “Personal Account” on the official portal of the Pension Fund of Russia or “Gosuslugi”.
- Order a certificate about the status of your individual personal account.
Everyone who meets the criteria of the pension savings program has the right to change the current insurer to NPF and Otkritie Management Company. You must ensure that the transition will not result in loss of investment income. To do this, the following condition must be met:
- Those who have a deposit in a non-state fund last changed their management company at least 5 years ago.
- Those who have a contribution to the government structure, incl. under the management of a private management company - at least 1 year ago.
What documents will be needed
To make the transition, you must contact the territorial branch of the Pension Fund or the nearest MFC. You need to have with you:
- Passport of a citizen of the Russian Federation.
- Insurance certificate of compulsory pension insurance (SNILS).
Submitting an application
A pension program participant writes a statement:
- Working with any management company or having never chosen one before - according to the PFR-UKB form.
- Having savings in a non-state fund - in the form of NPF-UK.
The form is obtained upon a personal visit to the territorial office of the Pension Fund of Russia or the MFC. It can also be downloaded from the website.

Terms of consideration
Within 1 business day, copies of the application are transferred to the current management organization and the future one. The appeal must be considered before March 1 of the year following the last year of the 5-year period starting from the date of submission. The funds will be transferred no later than March 31 of the same year.
Example: an application for transfer from one fund to another was submitted in 2019. The money will be transferred in the first quarter of 2025.
Once a year, an early transfer is possible, but then the investment income received into the account is lost. Only the body of the deposit will be transferred. In this option, the application is considered until March 1 of the year following the year of its submission. The money will be transferred by March 31 of the same year.
If the client changes his mind, he can send a notice to the Pension Fund of Russia refusing to transfer funds to another fund. Copies of the document are also sent to all interested parties during the working day.
Conclusion of an agreement
The future pensioner enters into an agreement on compulsory pension insurance with NPF Otkritie. The text of the agreement is published on the company's website. The document is drawn up in 3 copies, each of which the client signs in 2 places.
The agreement comes into force before April 1 of the year following the year of conclusion.
Registration and login to your personal account
A client can register in the online service through the official website of NPF Lukoil Garant only after information about him has been entered into the website database. Information about the client appears in the system after the first receipt of pension savings to the account of NPF Lukoil Garant (NPF Otkritie). The transition to servicing savings from a non-state pension fund is carried out in the year following the year of application, until March 31. The new user is asked to choose which document will be used to register on the site:
- SNILS (number).
- Passport (date of issue, series, number).
In addition to the information about the documents, the date of birth of the registrant is indicated. If the data has been recognized by the system, the user will be prompted to enter an email address, to which a notification about registration in their personal account and a password will be sent.
Subsequently, the user logs into the Lukoil Garant personal account using a password and login. The SNILS number can be indicated as a login - only numbers, without spaces or separators. The system does not have the ability to recover a password if it is lost. To continue using your personal account, you need to register again and receive a new password by email. It is better to do this as soon as it becomes clear that the password has been forgotten/lost, since if you enter incorrect authorization data 5 times in a row, access to your account is blocked for a day.
Appointment of successor
The legal successor receives the policyholder's savings in the event of the latter's death. It is prescribed in 2 ways:
- When concluding a contract.
- At any time after the conclusion of the agreement, by submitting an appropriate application.
Assignees can be changed and canceled. If such a person is not specified, the savings are received by the heirs by law.
Payment procedure to NPF Otkritie
In order to receive the pension savings of a deceased person, his successor must contact the Otkritie Fund with a corresponding application within six months from the date of death. The organization makes a decision on payment within the 7th month from the date of death. Money is transferred no later than the 20th day of the next month.
Is it possible to refuse payment?
The legal successor has the right to refuse payment by submitting a corresponding application within 6 months. In this case, the pension savings of the deceased person will go to the reserve for compulsory pension insurance.
The accumulated funds are paid to successors of the same line in equal parts.
Similar actions will be taken if there are no appeals from the legal successor within six months. If he missed this deadline and still intends to receive the savings, he can only do this in court.
Is it possible to withdraw a funded pension ahead of time?
According to the rules, savings are paid only if there are pension grounds. In some cases, they appear before retirement age.
Conditions for receiving from NPF
Before receiving a funded pension, you need to choose a payment form. The following options are available:
- One time.
- Urgently. Paid monthly in equal installments during the stated period.
- For life.
The first option is available in the following cases:
- The policyholder has not acquired the right to receive a funded pension under Art. 6 Federal Law No. 424. Funds are transferred only after reaching retirement age.
- The funded part after the pension is assigned will be less than 5% of all payments. Funds can be transferred upon application.
If the recipient chose term payments, the minimum period of receipt will be 10 years. The contribution is divided by the number of months in the specified period. If, for example, a citizen has accumulated 240 thousand rubles in his account. and he chose the option with monthly payments for 10 years, then 2 thousand rubles will be added to his basic and insurance payments.
If you choose lifetime payments, the deposit is divided by 252 and the resulting amount is transferred monthly until death. Thus, after 21 years, the pensioner will begin to receive funds in excess of the accumulated funds.
If the owner of the savings died
In the event of the death of the policyholder, his legal successors or heirs have the right to withdraw the deposit early. If a fixed-term pension has already been assigned, they will be given the balance of the contribution; lifelong - inheritance of funds is not provided.
How to withdraw money from NPF Otkritie
To receive any payments from the fund, the policyholder must provide:
- statement;
- list of documents.
The second point includes:
- Passport of a citizen of the Russian Federation.
- A document confirming your place of residence, stay or actual residence in Russia.
- Document in the ADI-LEG form (confirms registration in the personalized accounting system).
- If the last name or first name does not match in different papers, a document explaining this circumstance. For example, a certificate of marriage or divorce.
- Payment details for crediting funds.
- Pensioner's ID.
During a personal visit, original documents must be presented. If the application is sent by mail, send notarized copies. The recipient is a separate division of the fund in Tula. The signature on the application must also be certified by a notary.
