Police pension - conditions of appointment, calculation

From January 1, 2021, a new Pension Reform has been in force in Russia, raising the retirement age for ordinary citizens: from 55 to 60 years for women, and from 60 to 65 for men.

Perhaps that is why this proposal was not taken into account when the new Reform was finally adopted.

The only change in pension provision for employees of the Ministry of Internal Affairs concerned only an increase in the age limit for serving in law enforcement agencies. So, in August 2021, the President of the Russian Federation signed a law that increased this age by 5 years: majors and lieutenant colonels can now serve up to 55 years, colonels - up to 60, and generals - up to 65 years. However, the minimum length of service required to be appointed a PVL for all law enforcement officers remains the same - 20 years.

As for 2021, due to the difficult economic situation in the country caused by the COVID-19 coronavirus pandemic, all changes in this matter have been postponed indefinitely. That is, expect some serious innovations in the issue of pensions for police officers, according to Russian experts, in 2020–2021. not worth it.

Of course, most young people, when deciding to serve in the Ministry of Internal Affairs, do not think much about when police officers retire, since they like the police work itself. If the entry into work at the Ministry of Internal Affairs was made in the work book at least 12.5 years before the end of service, but the total duration of work has reached the 25-year mark, you can also apply for a pension;
  • exceeding the age limit for service in law enforcement agencies. It is important to take into account that separate age thresholds have been established for different categories. For example, a colonel general is required to end his career by his 65th birthday, colonels - before his 55th birthday, and for lower ranks the maximum is 50 years old. The minimum age for retirement is 45 years old;
  • receiving injuries or mutilations during the performance of direct official duties. In such cases, the right to a pension due to disability arises.

The calculation of the amount due is made taking into account the amount of salary, the increase for a special rank through the Ministry of Internal Affairs or Justice, work experience and acquired qualifications.

The specific result is determined by summing up all types of salaries and multiplying the resulting result (DD - salary) by a reducing factor. The PC was last revised in 2021. Since then, the ratio has been set at 72.23%.

The fixed deduction rules provide coverage of the following periods:

  • tenure in the current position;
  • suspension of official activities;
  • work in structural divisions of internal affairs;
  • filling government positions;
  • probationary period during employment;
  • education;
  • business trips;
  • military service.

Every year, a police officer’s pension in Russia is subject to indexation. The procedure for recalculation varies depending on the nature of the collateral.

Accruals for employees of the Ministry of Internal Affairs according to length of service

When calculating a pension in this category, both insurance payments and funded payments are taken into account. They make up the subsequent preferential pension. Police pensions in 2021. Part 1

According to the law, not only police officers are considered employees of internal affairs bodies. This category also includes employees of the following structures:

Police officers are allowed to retire based on length of service. In this case, age will not play a role - only the length of service gained is taken into account.

But the law provides for an age limit for service in the police department. It amounts to:

  • 1. Generals and colonel generals - 65 years old;
  • 2. Lieutenant generals and major generals - 60 years old;
  • 3. Colonels - 55 years old;
  • 4. Other special titles - 50 years.

After reaching this age, the contract is canceled and the employee retires.

  • 1. Contraindications for health reasons;
  • 2. Grounds that arose as a result of the reorganization measure: liquidation of a position, change in the composition of employees, their number.

Right to deductions

To acquire the right to grant a service pension, the length of service in the internal affairs department must be at least 20 years.

Important: if an employee is fired due to performance inadequacy, then he will lose the right to receive an early pension.

Calculation of pension contributions

To calculate your future pension accruals, you need to know several criteria that are necessarily taken into account when calculating, namely:

  1. Salary amount.
  2. Total experience of 20 years or more.
  3. Position held.
  4. Additional payments.

Pension supplements for employees of the Ministry of Internal Affairs

Additional payments to the basic preferential pension are paid to employees depending on the size of their payments, and their age will also be taken into account.

Also, those employees of the Ministry of Internal Affairs who have this pension are entitled to receive additional payments such as:

  1. If you participated in hostilities, you receive a 32% bonus.
  2. If you have reached the age of 80, the premium is 64%.
  3. If you have group 1 disability and you have reached the age of 80, then the premium is 100%.
  4. If you have one disabled person in your family, then 32% is added, if there are two persons, then 64%, if three or more, then 100%.

At what age do traffic police officers retire?

The collected documents are transferred to the pension department. A resignation letter written by the future retiree is added to this package. The duration of consideration of the application is no more than 10 days.

In practice, it happens that a long-service pension may be denied due to insufficient police experience. Such controversial issues are resolved through the courts.

This payment is available to all police officers who become disabled while working in their position or within three months after dismissal. The degree of disability, as well as its causes, are determined based on the results of a special examination.

When determining the amount of benefits, length of service is not taken into account. The calculation takes into account the salary of the victim, as well as various allowances (for rank, participation in hostilities, and others). The payment amount will be equal to:

  • 1. The injury was received as a result of the person’s performance of his official duties - 85% for disability groups I and II, and 50% for group III;
  • 2. The injury received is not related to service - 75% and 40%, respectively.
  • Important: disability must be confirmed (group I once every two years, II and III - once a year), otherwise payments will be suspended.

The following documents must be submitted to the HR department:

  1. Statement from an employee of the Ministry of Internal Affairs of the Russian Federation. Pensions are assigned on the basis of this document.
  2. Cash certificate.
  3. If necessary, an extract from the ITU is submitted.
  4. Data on the family composition of the future pensioner must be submitted.
  5. A copy of the document confirming the right to benefits.

After opening a pension case, registration is carried out. HR department employees make an entry in the accounting book and send documents for verification. The case is certified by the authorized representative of the Ministry of Internal Affairs, then a notice of pension assignment is sent to the bank.

If during his service a police officer was injured, as a result of which he was assigned a disability, then the pension is calculated somewhat differently and depends on the assigned work ability group.

Also, a disability pension can be awarded to dismissed employees for whom no more than three months have passed since their dismissal. However, in order to be assigned a pension from the Ministry of Internal Affairs, disability must be obtained in the following cases:

  1. Injured.
  2. Shell shock.
  3. Injuries during service.
  4. Diseases acquired while working in the Ministry of Internal Affairs.

In the event that the family breadwinner died while serving in the Ministry of Internal Affairs, as well as within a period no later than three months after dismissal, it is possible to apply for a pension related to the loss of a breadwinner.

In some cases, it is possible to assign payments even after the employee has been dismissed, but only for illness or injury, injuries that he received while serving.
