This year, the Russian Government will continue to support citizens who, due to various circumstances, have lost their ability to work.

For this purpose, the Government decided to index pension payments due to citizens with any disability group. However, it should be noted that the size of these allowances will not be very significant.

Types of disability pensions in Russia

The current legislation of the Russian Federation provides for several options for pension payments assigned to persons after they have registered the first, second or third group of disability.

Disability insurance pension

Persons who have a certain length of service and in respect of whom, during a medical and social examination, a decision was made to assign this person one of the disability groups, are entitled to receive this type of pension.

If this type of pension is assigned, the citizen must have at least a day of work experience. We emphasize that the reasons that led to disability are not taken into account.

It is important! If a person is assigned a working disability group and this type of pension payment is transferred to him, then he has the right to continue working.

To process this type of pension payment, a citizen will need to provide a package of documents, which include:

• a properly completed application;
• a certificate issued by a medical and social examination on assignment of disability. This certificate must display the group of assigned disability;
• The package should also include a work book in which the length of service was recorded.

Social disability pension

This type of pension payment can be received by persons who have been assigned one of the disability groups and who do not even have a day of work experience. This type of pension payment is received by disabled children and children with disabilities.

In the process of applying for this pension, a person will need to prepare and submit a package of documents to the Pension Fund of the Russian Federation:

• an application filled out according to the established template;
• general passport;
• a certificate provided by a medical and social examination, which will indicate the group of disability assigned to him. In addition, the disability certificate must contain information about the period for which it is assigned.

This type of pension provision is limited by the place of registration and actual residence of the person to whom it is assigned. The right to receive this type of pension is exclusively available to persons who permanently live in Russia.

State disability pension

The right to receive this type of pension can only be used by military personnel and persons who took part in the Great Patriotic War.

Along with them, this type of pension can be assigned to persons provided that they have become disabled as a result of man-made disasters or radiation accidents. In addition, this pension can be assigned to astronauts.

In this case, the presence or absence of work experience of the person who is assigned this type of pension is not taken into account.

For persons with disabilities and receiving an insurance pension, indexation was carried out on January 1 of the current year. When calculating this indexation, a coefficient of 3.7% was used. In practice, this led to an increase in pension payments in the amount of 300 to 500 rubles.

But persons receiving a social disability pension are yet to undergo indexation. It will be implemented on April 1, 2018.

Note that a coefficient of 4.1% will be used to calculate it. Since pension payments are calculated using different methods for disabled people of different groups, the amount of this increase will be different. On average it will range from 175 to 500 rubles.

Disability pension payments

If a citizen has a disability of 1, 2 or 3 groups, the state assigns him support. If the pensioner has work experience, he will be able to receive insurance payments.

The length of service does not matter for the calculation of social security disability insurance. Only its presence or absence is taken into account.

If a person with a disability status has not worked a single day, he can count on receiving social benefits.

Who is paid the disability insurance pension and how is it calculated?

Any person with this status, even those who have not reached retirement age, can receive disability insurance benefits. The time and reasons for the onset of disability are not taken into account in this case.

Like a regular old-age pension, payment to disabled people includes an insurance and a fixed component. According to the law, the insurance part depends on the number and value of pension points at the time the benefits are calculated.

The basis for the pension coefficient is:

• the amount of insurance premiums paid by the employer;
• calculation of insurance work experience.

The fixed part of the insurance pension of a group 1 disabled person was increased in 2021.

Conditions for receiving a social disability pension

Social wages are not calculated according to a formula, but are determined by legislative documents in a certain amount. Like other benefits, it is indexed once a year based on inflation.

Social benefits are paid to disabled people only if they live on the territory of the Russian Federation; if they move to another country for permanent residence, the benefits are not saved. The payment is assigned only in the absence of work experience and the status of a disabled person.

The size of the social pension depends not only on the disability group, but also on the established minimum subsistence level. Every year in April, the benefit amount is adjusted based on the statistics of the previous year.

If the total payments to a disabled pensioner are less than the minimum subsistence level, he is entitled to an additional payment to his pension from the Pension Fund or the Social Insurance Fund.

In 2021, the cost of living for pensioners in our country is determined at 11,653 rubles.

Categories of persons with state disability pension

A state pension is provided for military personnel, astronauts, participants in military operations and people who participated in the liquidation of the consequences of accidents at nuclear power plants and similar man-made incidents. This group also includes veterans of the Great Patriotic War and holders of the status “Resident of besieged Leningrad.”

Since the state pension payment is due to completely different categories of citizens, each of them has its own requirements for obtaining this benefit. If in order to receive it, veterans of the Patriotic War and residents of besieged Leningrad only need to confirm that they belong to a preferential category and have a disability of any group, then military personnel and liquidators must confirm receipt of disability status while performing official duties.

In case of disability due to an accident, attack, accident, etc. such persons are assigned a social or disability insurance pension.

The amount of the benefit also differs in different categories of disabled military pensioners. The payment ranges from 100% to 300% of the social pension.

Pension for disabled people of 3rd disability group in 2021: amount of payments

The amount of pension benefits entitled to citizens with a third disability group depends, first of all, on what type of pension payments they receive: insurance or social.

Attention! The insurance pension increased by 3.7%. At the same time, there was an increase in the estimated value of the pension point. If last year its estimated cost was 78 rubles 85 kopecks, then this year it is 81 rubles 49 kopecks.

Also, the amount of the pension paid to a citizen with a third disability group depends on whether he has dependents.

It is important! If there are no dependents, his pension will be 2,491 rubles and 45 kopecks. If there is one dependent, the amount of pension payments will increase to 4,152 rubles 42 kopecks, two dependents will increase it to 5,813 rubles 48 kopecks, and the presence of three dependents will raise pension payments to 7,474 rubles 34 kopecks.

But for disabled people of the third group who receive a social pension, indexation is yet to come. It will happen on April 1st.

The pension they receive will increase by 4.1%. After this, the pension will be 4,454 rubles and 78 kopecks, which is 175 rubles higher than the similar pension paid last year.

Group 2 disability pension: will there be an increase or increase?

Citizens who have been assigned the second disability group can, on the same basis as disabled people of the third group, apply for an insurance or social pension.

The difference between these two types is described in detail above. Let's take a more specific look at what size each of these types of pensions will have this year.

The insurance pension will be calculated according to the following formula:

TPPI = PC/(TxK) + B, in which PC is the amount of the estimated capital of a citizen with a disability.

Note that the estimated pension capital begins to be taken into account from the moment a citizen is assigned a pension, after he has been assigned a disability.

T – the number of months of the planned period for payment of the old-age labor pension. In cases where the pension provision was issued in 2012 and earlier, this figure is equal to 216 months. For pensions issued since 2013, it is equal to 228 months.

K – is the ratio of the standard insurance period (calculated in months) to 180 months. It is calculated for a specific date. For persons under 19 years of age, this standard is 12 months.

For citizens whose age exceeds 19 years, this standard increases by 4 months for each full year of their age. However, it cannot exceed 180 months.

B – the basic size of the labor pension assigned for disability. This indicator is fixed.

It should be emphasized that the registration of a social disability pension is carried out for a period equal to the period of assignment of disability to the person.

Remember! When a person has received permanent disability, pension payments will be assigned for life. At the same time, the amount of the social pension does not depend on the person’s work experience.

A citizen who has been recognized as a disabled person of the first, second or third group can receive exclusively one of the above types of pension payments. At the same time, a citizen has the right to independently decide what specific type of pension he should be assigned.

Currently, the size of the social pension is 4,959 rubles and 85 kopecks. If a disabled person from childhood receives this type of pension, its amount will be 9,919 rubles 73 kopecks.

When a disabled person has work experience, the insurance pension accrued to him will be calculated taking into account the fixed base part and the duration of his work experience.

As with disabled people of the third group, the amount of pension benefits due to disabled people of the second group depends on the dependents they have.

In the absence of such, the pension is equal to 4,805 rubles 11 kopecks. One dependent will increase its amount to 6,406 rubles 81 kopecks, two dependents - to 8,008 rubles 51 kopecks. Thanks to three dependents, the pension will increase to 9,610 rubles 21 kopecks.

How have pensions changed over the last 5 years?

In 2012, the government established a fixed social pension, which depended on the amount of labor. In 2013, indexation was carried out on April 1. Now this date has become permanent for this procedure, taking into account the cost of living of the previous year. In 2021, pensions for disabled people were indexed by 4%, as an economic crisis has been “reigning” in the country for many years.

According to the results, this year the amount of pension payments for disabled people was: first group - 9,920 rubles, second group - 4,960 rubles, third group - 4,215 rubles. Pension payments were accrued in the amount of 11,920 rubles to disabled children of the first group since childhood and disabled children. And for disabled people of the second group since childhood - 9,920 rubles.

Disability of the first group is assigned extremely rarely. Only persons who have completely lost the ability to work can hope to receive it. This category of people requires constant care and attention.

When assigning pension payments to a citizen in connection with assigning him the first disability group, neither the age of the person nor whether he has work experience is taken into account. The size of the pension in this case depends on the size of the consumer basket.

Attention! The amount of social pension paid to a person with the first disability group is 9,919 rubles 73 kopecks. For persons who are disabled from childhood in the first group, the amount of such a pension will be 11,903 rubles 51 kopecks.

If a person who has become a disabled person of the first group has work experience, then based on this experience, he may be assigned an insurance pension.

A citizen will be able to receive an insurance pension if the following conditions are met:

• a medical examination assigned him a disability of the first group;
• at the same time he has at least one day of work experience;
• the reasons that led the citizen to receive the first group of disability are not related to his commission of any intentional crime.

Important! If a citizen does not have dependents under his care, then the basic amount of the insurance pension for him will be 9,610 rubles 22 kopecks. One dependent will raise the basic amount to 11,211 rubles 92 kopecks. The second dependent will increase it to 12,813 rubles 62 kopecks, and the third - to 14,415 rubles 32 kopecks.

In our country there are over 600 thousand children with various groups of disabilities. In April of this year, they will also expect indexation of pensions.

Their pension payments will increase by approximately 2.6%. Thus, the amount of pension payments will be 12,500 rubles. In addition, from February 1, they are paid a single cash payment, the amount of which is 2,527 rubles 06 kopecks.

What was the last increase in pensions for disabled people?

For disabled pensioners who live in difficult conditions of the Far North and equivalent areas, for the duration of their stay in this area, the regional indicator will be additionally applied to the amount of pension payments.

If a citizen leaves for permanent residence in another area that does not have a coefficient, the amount of the pension will be subject to recalculation.

Social pensions will be subject to indexation taking into account the legislation. The last increase in pension payments was carried out in 2021 by 2.6%. This information was provided in accordance with macroeconomic forecasts of the Ministry of Economic Development.

Indexation of social pensions from April 1, 2021

On April 1 of this year, pensions paid to citizens with disabilities will increase by 4.1%. And from February 1, the monthly cash payment, additional monthly material support and a set of social services increased by 3.2%.

On average, the amount of pension payments has increased:

• persons with disabilities of the first group or who are disabled from childhood of the second group - by 412 rubles;
• persons with disabilities of the second group – by 206 rubles;
• persons with disabilities of the third group - 175 rubles;
• for disabled children and disabled children of the first group - 495 rubles.
