What is the pension for civil servants in Russia from January 1, 2017?

During this period, the retirement age for civil servants is set at 60 years. However, at the request of management, it is allowed to work for 65-70 years. In accordance with the current legislation, insurance coverage begins at the age of 55 for women and 60 for men. If the work experience is more than 15 years, then the civil servant can count on an additional payment in the appropriate amount, both to wages and to insurance benefits.

Pensions for civil servants in 2021 will be calculated according to a new procedure. In accordance with the norms of Federal Law No. 143, an increase in the retirement age and work experience is provided. With each subsequent year, the experience will increase by 6 months. Thus, in order to receive certain privileges, such an employee will have to work for 15 years and 6 months.

A gradual increase in the retirement age for civil servants came into effect on January 1, 2021. Law No. 143-FZ of May 23, 2016 has already been approved and has entered into official force. What exactly does this regulatory document regulate?

  1. Retirement age – The law establishes a gradual increase in retirement age for the purpose of compulsory insurance payments. The annual increase is 6 months. until the final achievement for men/women of the maximum level of 65/63 years. The current year 2021 is already subject to regulatory changes, when the previous rules for calculating the retirement age for men/women at 60/55 years old do not apply. Note! No. 143-FZ on raising the retirement age for civil servants does not cancel the procedure for assigning payments only to those employees who retire from government jobs. How will the pension of municipal employees be calculated from January 1, 2017?

Insurance pensions for state and municipal employees from January 1, 2021 may be provided in the following cases:

  • upon reaching a specific retirement age provided for in the current year;
  • for disability, if the disease does not allow you to work or hold your previous position;
  • for the loss of a breadwinner - in this case, benefits can be accrued after a trial.

Material benefits are subject to regular indexation in the following areas:

  • Social pensions - their value is calculated based on the cost of living and the so-called adjustment coefficient, formed by the government of our rule-of-law state;
  • Pensions of military personnel are calculated in a manner regulated in accordance with the law and depending on where the service took place. Benefit indexation was carried out only until April of the current year;
  • Pensions for cosmonauts - their revision is carried out when the salaries of this category of citizens increase. If there are no plans to increase wages this year, then indexation will take place from the beginning of next year.

It is also worth noting that this year pension benefits increased by 4%. Next year it is also planned to reduce indexation to 4% (previously it was 12%).

What should you expect?

Speaking about whether there will be an increase in pensions for civil servants in Russia, it is worth noting that the Ministry of Labor has developed a whole plan, thanks to which the period for people to retire for retirement should increase - after 65 years. This bill clearly states information regarding what the pension for civil servants should be in 2021 and the conditions for its appointment. First of all, this applies to municipal and federal employees of the Russian Federation.

The age at which a person has the right to receive an additional payment to the basic payment has been changed. Previously, a long-service pension began to be paid to a civil servant as soon as he was assigned an old-age or disability pension. Legally, to be able to receive such an additional payment, you must have at least 15 years of work experience in a government position. As of 2021, this period has been changed to 20 years.

The only exceptions will be disability pensions: pensions assigned based on length of service in this case in 2017 should be accrued as before.

Long service pension for civil servants from 2021

The pension of this category of citizens is assigned in accordance with the norms of Federal Law No. 166, subject to the following conditions:

  • having a work experience of over 15 years. Starting from 2021, this period increases by 6 months every year;
  • filling the position of a federal employee for more than a year.

This year, the pension is accrued in the amount of 45% of the salary, subject to full compliance with all the conditions listed above. The amount of the premium is not taken into account in this case. If the work experience is 3 or more years in excess of the norm, then an additional 3% of the salary is added. However, in this case it is worth considering that the maximum amount of the accrued benefit cannot exceed 75% of the average annual income, taking into account all allowances and benefits.

Additional monetary allowance can be assigned to a civil servant only when living in difficult climatic conditions in accordance with the regional coefficient established there and government proposals. When moving to a permanent place of residence in a more favorable region, this allowance is canceled.

In conclusion, I would like to note that civil servants have the right to count on receiving a double pension benefit: insurance and for long service. Thus, employees who have worked in the public service for more than 25 years and have held the position of a federal employee for more than 7 years can apply for the maximum possible benefit. Starting in 2021, the retirement age will gradually increase until the actual age of 63 (for women) and 65 (for men). It is also planned to increase the length of service for each year by 6 months.

The State Duma raised the retirement age of civil servants to 65 years

The lower house of the Russian parliament adopted in the third reading a bill on raising the retirement age for “state civil servants, municipal employees, as well as persons who hold government positions in the Russian Federation, government positions in the regions and municipal positions” to 65 years for men and to 63 years for women (currently 60 and 55 years old, respectively).

The increase will not be immediate - it is envisaged that from next year the retirement age for them will increase by six months per year, that is, the maximum values ​​will be reached in 2032.

According to the law, civil servants will be able to begin receiving the insurance part of their pensions only upon reaching official retirement age, that is, later than most other citizens of the Russian Federation. Employees of the government apparatus (231.8 thousand rubles), the presidential administration (217.179 thousand rubles), the Accounts Chamber (187.6 thousand rubles), the Federation Council (173.9 thousand rubles), Federal Treasury (165.8 thousand rubles), Ministry of Foreign Affairs (148.2 thousand rubles), State Duma (137 thousand rubles) and Ministry of Finance (130.9 thousand rubles).

In connection with the increase in the retirement age, the age limit for being in the state civil service is increasing from 60 to 65 years. For those holding positions in the “managers” category, the period of civil service can be extended to 70 years. However, the option of extending the term of civil service was also in the current Federal Law - after all possible extensions, by agreement of the parties, the employee could remain in the government agency “under the terms of a fixed-term employment contract in a position that is not a civil service position.”
