Pension in Grozny and the Chechen Republic in 2021

The retirement age will not be increased in Chechnya: rumors or reality?

The country has long been accustomed to the fact that the Chechen Republic is a special region of Russia in various respects.

There are partly objective reasons for this, but much is also determined by the personality of its head, Ramzan Kadyrov, who enjoys the exclusive “location” of the federal center, which allows him to count on certain benefits for his region.

The reasons given by R. Kadyrov for such a cheerful statement are the following: the Chechen people suffered for more than 10 years from an internal, fratricidal war, almost every family in Chechnya lost its breadwinner, or he became disabled; Most of the men and women here are fathers and mothers of many children.

(The arguments are, of course, worthy and convincing. Although a whole host of equally compelling reasons could also be given in favor of residents of other regions).

One way or another, the rest of the citizens of the multinational Russian Federation are also wondering whether the head of Chechnya will be able to “knock out” such a CARDINAL, such an EXCEPTIONAL benefit for his people. Especially in light of the latest events in this political sphere, which should be considered a “tandem” of parliamentary consideration of the bill (second reading - September 26, third - September 27) on a set of changes to pension legislation, including pension pensions too.

As citizens interested in this topic know, amendments by Russian President V. Putin were introduced into the document for the second reading and approved by the Duma on September 26, 2018, partially softening the original version of the reform.

Among them there is one that partially echoes the statements of R. Kadyrov - we are talking about the early retirement of mothers with many children. In particular, in families with 5 or more children, mothers will be able to retire as before (more precisely, for now) - from the age of 50 (for them there will really be no increase in the pension rate).

But this provision, firstly, does not apply to fathers with many children, and secondly, since it is included in the future FEDERAL regulatory legal act, it will apply throughout the entire Russian Federation, and not just Chechnya separately.

The same can be said about another opportunity not to work longer than now: the early retirement provided for by the bill for citizens with long work experience: 37 years for women and 42 years for men.

As for the promise made by the leader of the Chechen Republic not to increase the PV for Chechens “at all,” the deputies did not even consider this as an initiative proposal: neither the President of Russia nor other parliamentarians proposed such an amendment.

And since the probability of final adoption by the Duma of this draft law in the version prepared for the 2nd reading is now close to 100%, it becomes unclear how the head of Chechnya is going to fulfill his promise to his people to maintain the PV in the region at the same level. The Chechen Republic is a subject of the Russian Federation; and all federal laws of the country apply on its territory.

Perhaps with advice?: Women (especially those who currently have less than 5 children in their family) “give more births”; Men start working early (from 17-18 years old) and work for a long time in order to gain enough experience to retire by the age of 60.

BUT as it turned out, all this information is FAKE. The retirement age in Chechnya will be increased along with other regions of Russia.

On August 31, the head of Chechnya promised to maintain compensation and benefits in the region for people who were subject to an increase in the retirement age.

He wrote about this on his VKontakte page.

“It is natural that the regions should take on certain burdens. I think that we need to continue to guarantee social support benefits for citizens. We are talking about men over 60 years old and women over 55 years old. First of all, there will be preferential travel on public transport, as well as benefits for housing and communal services, land tax and property tax,” Kadyrov wrote.

Chechen authorities have tied pension benefits to age

Deputies of the Chechen parliament unanimously adopted a law on benefits for people of pre-retirement age, designed to mitigate the consequences of the pension reform.

As the Caucasian Knot reported, bills on maintaining benefits for people of pre-retirement age have been submitted to the parliaments of the Rostov and Astrakhan regions, Kalmykia, Karachay-Cherkessia and Dagestan. Similar decisions are being prepared in the Krasnodar Territory and Kabardino-Balkaria. On September 15, the Legislative Assembly of the Rostov Region adopted a bill to preserve these benefits.

According to the draft pension reform proposed by the Russian government, the retirement age for men will increase from 60 to 65 years, and for women - from 55 to 63 years. In order to mitigate the consequences of the reform, regional benefits will be tied not to retirement, but to age. Women will use them after 55 years, men - after 60 years. In Russian cities, including in the south of the country, protests against the pension reform are being held, and regional initiative groups are being created to hold a referendum on this reform.

A bill on benefits for people of pre-retirement age was submitted to the local parliament by the head of Chechnya. On September 21, deputies adopted it unanimously. “In accordance with this law, women over 55 and men over 60 retain regional social benefits in full, regardless of retirement age. This applies to benefits for paying for housing and communal services, land and property taxes, as well as travel on public transport,” the “Caucasian Knot” correspondent was informed today in the Chechen parliament office.

The implementation of this law will reduce tension in society, local observers believe. “The decision of the federal leadership to raise the retirement age in the country was perceived extremely negatively, and this led to mass protests. Despite the fact that there have been no such actions in our republic, nevertheless, citizens now of pre-retirement age are also seriously concerned about what is happening. First of all, this concerned social benefits for pensioners. Adam , told the “Caucasian Knot” correspondent .

The preservation of benefits worries residents of Chechnya more than pension payments, says another observer, Umar . “I spoke with many on the topic of raising the retirement age, and I must say that increasing the retirement age by five years did not cause much concern, because our people, primarily men, are not in a particular hurry to retire. A good friend of mine, for example, continues to work as a motor mechanic, despite the fact that he is over 77 years old. He’s a good specialist, that’s why they keep him at work, and he himself doesn’t want to sit at home. As for women, here, of course, the situation is not so clear-cut, but I must say that many were concerned about the issue of maintaining benefits for utilities, taxes, and so on,” he told the “Caucasian Knot” correspondent.

“The good news is that they at least kept our benefits. This is a serious help,” Leila .

Let us note that today there is an all-Russian protest against the pension reform.

Will there be an increase in the retirement period in Chechnya?

Amendments to the current legislation have been adopted throughout Russia. The Chechen Republic was no exception. Rumors about the retirement age arose after Ramzan Kadyrov’s harsh remarks regarding the new law and his close cooperation with the federal center.

The head of the republic recalled that the Chechen people suffered from war for more than 10 years and many families have disabled people.

Opinions of supporters and opponents of pension reform

Less than 15% of the Russian population responded positively to the changes in legislation, and in Chechnya this figure was only 3%. About a quarter of those who disagreed decided to protest against the new system, but the rallies failed.

Increasing the retirement period, according to the Deputy Minister of Labor, will create an additional source of funding for the state budget.

The capital for current old-age pension payments will begin to increase.

Supporters of the reform believe that the quality of life of the population will improve. Employees will be concerned about creating their own capital for retirement. Disadvantages highlighted by opponents of the reform:

  • Discrimination by employers. The retirement age in the Russian Federation will increase, and the number of jobs will decrease. This will lead to increased competition in the labor market. Employers will promptly “get rid” of older employees.
  • Economic losses. Financiers argue that it is too early to raise the retirement age. The total cost of implementing the reform will be 2 billion rubles. Additional funds (3-4 billion rubles) will be required to provide increased unemployment benefits to citizens of pre-retirement age.

Rumors that the retirement age will not be raised in Chechnya are false

The essence of the rumor was as follows: as if the President of the Chechen Republic Ramzan Kadyrov spoke sharply on this topic. Kadyrov allegedly said that the retirement age would not be raised on the territory of Chechnya, and therefore the local people suffered greatly in recent decades and stood the test of two wars.

Naturally, if this turned out to be true, the case would be unprecedented. One is when the Chechen Republic receives the right to certain privileges in cases where they are possible by law. It is completely different when the republic receives a completely special status, and the laws common to citizens cease to apply on its territory.

Representatives of local authorities quickly denied rumors that the retirement age would not be raised in Chechnya.

Ramzan Kadyrov's representative Alvi Karimov called such information false and provocative. He noted that Chechnya is a full-fledged subject within the Russian Federation, and all federal legislative acts work here in the same way as in other regions. And pension legislation is all-Russian and is in no way regulated at the regional level.

It is not so important whether Ramzan Kadyrov said the words attributed to him or not. What is really important is that the head of the republic, even with the existing apparatus weight, does not have any authority to change all-Russian laws that are binding throughout the country.

Kadyrov on raising the retirement age in Chechnya

Ramzan Kadyrov occupies an independent position in the regions of Russia and periodically speaks harshly about government decisions. His statement that the retirement age in Chechnya would not be increased was perceived as a sensation.

Kadyrov on raising the retirement age Fr. The head of the Chechen Republic supports the president and calls for understanding of the government's decision.

Kadyrov spoke about raising the retirement age in Chechnya as follows:

Ramzan Kadyrov:

Putin's speech testifies to the will and foresight of the head of state! A politician who is convinced of the correctness of the decision, of his people, is able to make an appeal to the nation! Problems of economic development are solved through the joint efforts of each citizen, so the implementation of pension innovations will be problem-free.

Despite Kadyrov's criticism and accusations of actions contrary to the law, he cares about his citizens, unlike our government. In Russia, officials transport billions of rubles worth of humanitarian aid to foreign countries, forcing their people to starve. They sell oil and gas abroad, and prices for heating and gasoline are higher than in Europe. Kadyrov works for the good of his country. Life expectancy in the republic and the birth rate are higher than in all of Russia. Chechnya will soon become a world leader in longevity. There are 187 centenarians living in the republic, whose age exceeds 100 years. The oldest resident of Chechnya turned 124 years old. The number of large families in Chechnya is many times greater than the number of such families in Russia.

Ramzan Kadyrov announced measures to soften the pension reform in Chechnya. In the Chechen Republic, preferential travel on transport, benefits for housing and communal services, land and property taxes will be introduced for men over 60 years old and 55-year-old women. The head of the Chechen Republic noted that he will retain regional additional payments and social compensations for the elderly.

Ramzan Kadyrov:

The work ahead will not be easy, but if we sit idly by, the situation will get worse. This is contrary to our interests. We approve of the measures that Putin proposes, realizing that he has analyzed possible ways to solve the problem and is offering the people the best way out of them.

Public reaction

Rumors about “indulgences” for future pensioners of Chechnya spread across social networks and instant messengers, causing a negative reaction from residents of other regions of Russia. Russians are unhappy with the policies pursued by the Russian government. Reform of the retirement age will force Russians to work longer without guaranteeing decent wages. The promised increase in pensions will not help pensioners survive in the conditions of constantly rising prices for food, medicine and the backward level of medicine. Therefore, the information that Chechnya will not raise the retirement age caused a resonance in society and led to a new wave of discontent among citizens.

The information that the age for calculating pensions in Chechnya will not be raised is invalid. Chechnya follows the laws of the Russian Federation. This is not America, where each state has its own law. Putin and Kadyrov negotiated in the Kremlin about establishing and improving the quality of life in the region, which has experienced more than one war. Pensions in Chechnya will be raised in the same way as throughout Russia.

Will the retirement age be raised in Chechnya?

Kadyrov's press secretary Alvi Karimov denied rumors that the age limit for retirement would not be increased in Chechnya. The following thesis has penetrated social networks:

Ramzan Kadyrov:

The people of Chechnya suffered for ten years, every Chechen family lost its breadwinner, citizens received disabilities, many fathers and mothers with many children. There will be no increase in the age for calculating pensions in the republic.

The “duck” from the Internet was clarified by the press secretary of the head of the Chechen Republic Alvi Karimov. He recognized rumors that Kadyrov would not raise the age limit for pensions as unreliable.

Alvi Karimov:

Chechnya is a subject of the Russian Federation, and compliance with Russian laws is mandatory for all republics.

Kadyrov did not announce the abolition of raising the age for calculating pensions in the republic. Alvi Karimov said that a recording was distributed on the Internet in which R. Kadyrov allegedly said about raising the retirement age in Chechnya that the increase had been cancelled.

Alvi Karimov:

Ramzan Akhmetovich Kadyrov did not make any public statements about raising the retirement age or maintaining it at the current level.

Karimov noted that information on the Internet is a provocation. Rumors are posted by those who are stirring up a negative attitude towards Chechnya and Kadyrov. The retirement age in the republic will be raised, as throughout Russia, using Kadyrov’s benefits and Putin’s mitigation of the law.

Rumors that the retirement age will not be raised in Chechnya are false

The essence of the rumor was that the President of Chechnya, Ramzan Kadyrov, allegedly spoke sharply on this topic. The head of the republic allegedly stated that on the territory of his republic the increase in the retirement age would not take place, since the Chechen people had suffered a lot in the last two and a half decades, having endured two wars.

Of course, if this were true, the situation could be quite unprecedented. It is one thing for Chechnya to enjoy some kind of privileges where privileges are, in principle, possible under the law. It will be another matter if the republic has a special status, and laws common to all will not apply on its territory.

Representatives of the Chechen authorities hastened to refute rumors that the retirement age will not be raised in Chechnya.

Kadyrov's press secretary Alvi Karimov called such rumors false and provocative. He recalled that the republic is a full-fledged subject within Russia, and all all-Russian laws apply on its territory in the same way as elsewhere. And pension legislation is all-Russian and is in no way regulated at the regional level.

Thus, it is not so important whether President Kadyrov said or not the words that are attributed to him. The important thing is that the head of the republic, even with his administrative weight, does not have any authority to adjust federal laws.

Pension for participants of military operations in Chechnya in 2021 – amount when it will be increased

For Russia and its citizens, the period during which the war in Chechnya lasted was very difficult.
Today, military personnel who served in a “hot spot” can receive a pension, having the status of a veteran or participant in combat operations. For this status, payments are made on the basis of the Law “On Veterans”.

How is status determined?

For pensioners who participated in hostilities, the pension is not automatically accrued - it must be registered. The first step towards receiving state benefits is obtaining the status of a combat participant in Chechnya.

To obtain it you need:

  • be a participant in hostilities that took place on the territory of the Chechen Republic, or take other functions comparable in scale to participation in a military operation;
  • obtain a combat veteran certificate entitling you to receive a pension. To do this, you need to submit an application to a government agency.

Persons who participated in the Chechen Campaign can obtain a combat participant’s certificate from the social protection agency, or from the branch of the organization that accepted the citizen into service - from the military commissariat at the place of residence, the Ministry of Internal Affairs or the FSB.

Upon receipt of the certificate, the military man submits an application, after which the commission checks all the papers.

After this, the military commissariat forwards the documents for verification to a higher authority, where a decision will be made to assign the citizen the status of a combat participant and issue a certificate.

The document, along with the seal and signature of the head of the department, is handed over to the citizen. If a veteran changes his personal information, he must obtain a new ID.

Features of veterans' pensions

Only after the introduction of amendments to Russian legislation, military personnel who participated in the battles in Chechnya from 1994 to 1996 began to be given the status of VBD. This status gives the right to receive an increased pension and an additional payment - EDV, which is not taxed.

In addition to the monthly payment, citizens who are participants in hostilities also have the right to receive an additional package of social services, which consists of:

  • sanitary-resort treatment, if the veteran needs it on the recommendation of a doctor;
  • free travel to the place of treatment;
  • provision of medications prescribed by a doctor.

Various lump sum benefits are also paid. The amount of payments may depend on the length of service of the military man, the position held during the fighting in Chechnya, and the availability of awards.

The pension recipient has the right to increase the amount of payment by monetizing the benefits entitled to him. To do this, you need to contact the Pension Fund with an application.

The size of the pension for veterans of military operations in Chechnya in 2019

The size of pensions for combatants, including disabled people, is established at the legislative level.

Text inside the info block

The social package includes compensation for:

medical supplies811 rubles
Spa treatment125 rubles
travel116 rubles

Participants in military operations in Chechnya can choose the type of payment - in kind or cash. Pensioners living in the northern regions of the country are entitled to additional allowances.

Thus, together with all additional payments, the minimum pension today is more than 4,700 rubles, an additional social supplement is paid - 1,000 rubles.

If during the fighting a veteran was wounded or concussed and became disabled, the additional payment for him is:

1 group3137 rubles
2nd group2240 rubles
3 group1793 rubles

Also, the size of a veteran’s pension may be affected by the amount of salary he receives during his service, as well as the military experience received during his service in Chechnya.

The pension cannot be lower than the subsistence minimum. Otherwise, the Pension Fund will compensate for the missing part. After annual indexation in 2021, the pension for a combat veteran will be 2,868 rubles instead of 2,780.

According to the Federal Budget Law adopted in 2021, pensions will be indexed. At the same time, the growth volume will be 3.7%. The amount of monthly additional payments also increases by 3.2%. Indexation is carried out annually by decision of the Government of the Russian Federation.

Fringe benefits

In addition to the current additional payments to the pension provision provided by the state to former military personnel and participants in military operations, benefits may be accrued - pension, social and tax.

Tax benefits apply to the following types of taxes:

  • property;
  • transport;
  • land.

The conditions for providing various benefits may vary depending on the region in which the recipient lives.

The provision of pension benefits is carried out in the form of a package of services, which can be received both in kind and in monetized form. It is possible to assign regular additional payments and various individual allowances.

In certain regions of the country, combatants may receive additional support from regional budget funds.

In addition to discounts for housing and communal services, combatants are entitled to a number of social benefits:

  • free medical care in government institutions, including dental ones - dental prosthetics are possible;
  • provision of housing under a social rental agreement;
  • training in educational institutions, in advanced training courses on a budget;
  • Spa treatment;
  • out-of-line service at the box office;
  • joining housing and construction cooperatives and gardening associations out of turn.

One of the types of benefits for military personnel who fought in Chechnya is a transport tax benefit. It belongs to the regional category. Its accrual to citizens is regulated by various regulatory documents of the constituent entities, as well as the Tax Code of the Russian Federation.

In 2021, discounts for citizens who participated in the Chechen War were provided in 33 regions of Russia. Only in a few regions and republics were residents completely exempt from the tax.

These regions include: Moscow, Tula, Lipetsk, Murmansk and Sakhalin, as well as two republics - Adygea and Kabardino-Balkaria. In 2021, the amendments have not yet entered into force and the benefits are valid in the same regions.

Unlike other categories of beneficiaries, participants in military operations in Chechnya are exempt from tax, regardless of the capacity of the vehicle registered as their property.

In order to start receiving a pension, you need to submit an application to the government agency and submit documents. After their consideration, the commission will make a decision. There is no need to pay for this type of pension.

Kadyrov: in Chechnya, benefits will be maintained for those who are subject to an increase in the retirement age

The head of Chechnya, Ramzan Kadyrov, promised to maintain compensation and benefits in the region for people who were subject to an increase in the retirement age. He wrote about this on his VKontakte page.

Head of Chechnya Ramzan KadyrovFrom Ramzan Kadyrov’s VKontakte page

“It is natural that the regions should take on certain burdens. I think that we need to continue to guarantee social support benefits for citizens. We are talking about men over 60 years old and women over 55 years old. First of all, there will be preferential travel on public transport, as well as benefits for housing and communal services, land tax and property tax,” Kadyrov wrote.

According to him, for people of this age in Chechnya, regional additional payments and compensations, benefits for social and medical services will be maintained.

The head of the region noted that he submitted proposals for consideration at a meeting of the republic’s parliament on September 6.

Let us recall that on August 29, Russian President Vladimir Putin made a televised address, voicing his opinion on changes to pension legislation. In particular, the head of state proposed raising the retirement age for women by 5 years instead of the proposed 8 - that is, from 55 to 60. For men, they want to raise the retirement age from 60 to 65 years. The reform is planned to be carried out in stages - to begin in 2019 and be completed by 2034.
