So this increase will not bring much joy to military pensioners: the standard of living by the New Year 2021 will be lower than it was a year earlier.
Civilian pensioners are luckier. Indexation of insurance pensions in 2021 amounted to 6.6%, and even from January 1. That is, civilian pensions are slowly catching up with military ones. Higher rates of indexation of civil (insurance) pensions are clearly visible in the figure. Our government already stepped on this rake 10 years ago, when many military pensioners, who continued to work in civilian life after service, began en masse to switch to receiving civilian pensions. I didn't want this situation to happen again. This will not increase faith in justice and the state’s care for the military class.
Next year, it is planned to index civil pensions by 6.3%, as V. Putin announced on September 23, 2021 at a meeting with members of the Federation Council. Unfortunately, the draft budget for 2021 plans to index military personnel's pay and, accordingly, military pensions by only 4%. Nothing is clear yet about the increase in the reduction coefficient in 2021; there is no such clause in the draft budget. The State Duma Committee on Defense annually “fights” for the inclusion of a reduction factor in the budget or an increase in its size beyond 2%, but is always unsuccessful. Practice shows that without the personal instructions of the President, the State Duma Defense Committee will again lose this “battle.”
Today, September 30, 2020, the Government of the Russian Federation delivered a draft state budget for the next year and for the upcoming three-year planning period to the State Duma. Discussion of the presented budget will begin tomorrow.

If you don’t want to feed your army, you’ll soon be feeding someone else’s. It’s true that all the people’s wealth goes to the West. A shame.
Changes for military retirees in 2020
According to the latest decision of Vladimir Putin and the Ministry of Finance, in 2021, in addition to increasing the size of military pensions, other changes are expected:
- for pensioners who receive a second pension - in January;
- for citizens who are paid bonuses for a disability group due to injury in the service, for a dependent, aged 80 years and older, etc. - in April;
- Active military personnel will have their salaries indexed by military rank and position in October.

The increase will occur in accordance with the projected inflation rate and will be 3.7%. An increase in monetary allowances for military personnel, as well as persons equivalent to them, will also provoke an increase in military pension benefits from October 1 of this year. It is planned to allocate about 93 billion rubles for pension provision for military personnel in 2021.
A year ago it was assumed that the increase as a result of the planned indexation would be 4%. But in the process of preparing the law on the federal budget, a lower rate of price growth was taken into account; based on this, this year the percentage increase is only 3.7. However, a more realistic inflation forecast indicates a level of 4.5-5.2 percent. Therefore, indexing on such a small scale raises a number of questions.

According to the law, military pension benefits must be indexed by 2% above the inflation rate, as well as taking into account the adjustment of the reduction factor that is applied to the amount of payments. But the order that was issued and entered into force says nothing about this.
For example, in 2021, the above conditions were combined, and an increase of 2% was carried out as part of a change in the reduction factor. But in 2021, the reduction factor is frozen based on this; no additional increase in benefits was provided for last year. But in 2021 there is no increase of 2%, and the reduction factor comes into force again.
What do military retirees say and think?
There are no words in the normative vocabulary for worthy gratitude to “the family, the state, the department and especially our legislators,” one word - well done!
Regarding the deputies regarding the introduction of a reduction coefficient: they came to the Duma not to resolve the issues of the country's citizens, but to resolve their own interests. They set their own salaries, and the people are the source of their salaries. If people had set the level of pay for them when voting in elections every five years, perhaps their attitude towards people and the country would have been different and the number of people willing to work in the Duma would have decreased. And several dozen people per seat would not register to participate in the elections, hanging “noodles” on people’s ears with their promises.
The so-called indexing is another deception. It will not cover inflation, which has actually already absorbed the indexation that has not yet been carried out. Military pensioners should receive a decent pension, and for this it is necessary, first of all, to abolish this reduction factor. Let them introduce it there for themselves.
For almost a year, military pensioners have been living at new prices with last year’s pensions... And inflation is far from 3%, as they think... Noodles on the ears! Inflation up to 10%. For a year we have been living in galloping inflation and twice increased housing and communal services tariffs! When will the lies and deception of the people end? How many pensioners can you cheat?

Tariffs for utilities have increased by 5% since August, pensions by less than 3%. Live well, military pensions and do not deny yourself anything! Our homeland will not forget us! As for the so-called “average” pensions, I will say this: “Make distinctions between payments in the regions, separate the “senior” beginning. composition from “middle” and “junior” and then calculate how much our military pensioners actually receive, and not display the “average” for the hospital for reporting purposes.
Our “great leaders” remember about military and military pensioners only when the “roasted rooster” pecks in the ass or on the eve of the next elections. The reduction factor has been in effect since 2012 and has already consumed about 35-40% of our pension, i.e. the state quietly “threw away” us, and the indexation is 3%, which in monetary terms is 700-800 rubles, and this is lower than the inflation rate. But here, too, our valiant commanders took a bite, everything is indexed from January, and to the military from October. It’s interesting and I wanted to ask: “Why is the reduction factor applied only to military personnel of the Ministry of Defense and the indexation is only 3%? Why is this coefficient not applied to judges, former employees of the Ministry of Internal Affairs, the Federal Security Service, prosecutors and the Investigative Committee?” I have already said and repeat that it is time to turn to these gentlemen in the same place as they do to us, all these “Unions of Officers”, “Duma Defense Committee”, these structures are intended only to “hang noodles” on us.
How tired I am of this nonsense chatter about the so-called increase in pensions for military pensioners. It should be written that inflation is no higher than this increase in pensions by 3%. Only they take inflation on an annual basis, and raise pensions only in the last quarter. And then they wonder why young officers and contract soldiers leave the army. They see a disregard for military pensioners and see what will await them in the future when they retire.
Another interesting point that infringes on the condition of all pensioners. Officially, tariffs in our country increase from July 1. And pensions from October 1. This is true? In extreme cases, these dates should be combined, or at best, swapped.
Military pension cannot exceed 85% of salary (85% at maximum length of service). Of the accrued pension, taking into account the reduction factor, 73.68% to be paid. When military pensions are equal to civilian ones, they will begin to increase this same coefficient annually by 2%, as promised. Whoever lives to see 100% of the pension, which is 85% of the salary, is well done.
The laws on the status and pension provision of military personnel regarding the indexation of pensions are being violated. Who is guilty and why the inevitability of punishment for failure to comply with laws does not work. At least one deputy filed a similar lawsuit in court. But control over the implementation of legislation lies with them.
Military pensions are not indexed at all, and on top of that, 26.32% of pensions are taken away from us every month free of charge. As of today, multiply this amount by the number of military pensioners and you get a huge amount. The state is simply obliged to give back to military pensioners what it took from military pensioners in 2012.
It's time to pay off debts. Issues about military pensions and combat veterans are not on the agenda of the autumn session of the State Duma. Question: Do we military pensioners need such a Duma?
If military pensioners continue to remain modestly silent, the Ministry of Finance, the government, the Duma and the Federation Council will certainly take advantage of this and, with the connivance of the Defense Committee, will freeze both DD and military pensions for another two years.
Which military pensioners are entitled to a pension increase?
All military personnel who are currently retired are eligible for promotion, but it is worth noting that the size of the promotion depends on many factors.
- What rank did the military man retire at?
- whether he was in hot spots;
- in which cities of troops and units he served;
These factors directly affect the size of the increase. It is also worth noting that the increase was initially planned for January 1, but then it was decided to postpone the indexation to the fall. This is a significant percentage increase, which significantly exceeds the rate of inflation.
The increase in pensions for military pensioners directly depends on how it is calculated by the military department, which is located in the region where the pensioner lives. It is also worth noting that in each region the size of the bonus varies, just like the pension. For officers, the bonus will be more significant than for former military personnel who had lower ranks, for example, private.
There are many reasons for these assumptions, as always. However, at the moment it is clearly known that the increase in pension will be accrued in the amount of at least 3%.
As of this date, military retirees can already prepare to receive an increase. It is recommended to remember the size of the pension received last year in order to note the exact amount of your increase in the next year.
