The calculation of benefits for military personnel is based on the magnitude of reduction factors. The use of this concept is associated with 2012. Since that time, the indicator has been 54%. This means that the pension cannot be more than 54% of the salary received by the military.

What is the reduction factor?

After the pension is assigned, the coefficient is increased annually by 2% until it reaches 100%. The state reserved the right to increase it by more than 2% if the inflation rate is high.

For WWII veterans, the reduction factor has been abolished since May 2021 - when calculating their pension, 100% of their salary is taken into account.

The maximum coefficient value is 1.5. For example, in the Chukotka Autonomous Okrug the coefficient is 2, but due to restrictions it will be reduced to 1.5.

Length of service is calculated as follows: 50% is given for the first 20 years of service, and then 3% is added for each subsequent year. For example, after 21 years of service, the length of service will be 53%, after 22 years - 56%, etc.

Military pensions are paid to retired employees of the Ministry of Defense and law enforcement agencies (Ministry of Internal Affairs, Ministry of Emergency Situations, federal services). Unlike generally established payments, the army benefit does not depend on the age of the recipient, but on length of service - the period spent in the service or in civilian positions while maintaining rank.

The basic rules for the assignment and calculation of pensions are contained in the Law of the Russian Federation No. 4468-I dated. The procedure for their payment, the procedure for submitting applications and documents is determined by each department and service independently, using its internal regulations. In the Ministry of Defense, for example, this is Order No. 350 of the Ministry of Defense.

Army payments depend on:

  1. From length of service or assignment of a disability group for a reason directly related to service.
  2. The amount of monetary allowance. It is calculated in accordance with Federal Law No. 306 of the year, dedicated to the financial support of the military.
  3. Circumstances that give the retiree the right to allowances, for example, the presence of dependents.

What is a reduction factor for military pensioners

The amount of payments to retirees is half of the amount of monetary allowance (MS) that is due to active military personnel or security forces. When the allowance amounts were sharply increased in 2012, it turned out that there were not enough funds in the federal budget to implement the reform in full.

Therefore, to calculate pensions, they began to use the amount of allowance not in full, but in part (paragraph 2 of Article 43 of Law No. 4468-I). This part (in percentage) is the reduction factor. Initially it was 54%, that is, in the end the retiree received not half the salary, but a little more than a quarter.

With the growth of budget revenues, it was assumed that the coefficient would increase until it was abolished, that is, 100%. By 2021, it reached 72.23%. In the same year, Federal Law No. 365 “froze” its further increase to .

How is army pension calculated?

A pension for military personnel is granted subject to the following conditions:

  • full service of 20 years (age does not matter);
  • length of service of 12.5 years, total length of service (together with periods of service) is at least 25 years and at the time of leaving the military reserve he reached 45 years;
  • a serviceman has “earned” a disability group as a result of an injury, injury or illness received during his service. Its duration does not matter.

Depending on the conditions (based on military or “mixed” length of service), the size of the benefit and its maximum level are determined:

  • NK—surcharge factor. Applies if military or “mixed” experience exceeds the minimum value. In the first case, for every 12 months over 20 years, 3% of the DD amount is added to the amount, in the second - 1% of the DD over 25 years;
  • C is the number of years of excess service;
  • DD - monetary allowance;
  • PC - reduction factor.

If a retiree is assigned payments only for military service, the maximum pension cannot exceed 85% of the salary multiplied by the reduction factor. The amount of disability benefits is calculated differently, which does not depend on length of service at all.

What is cash allowance?

Salary is a payment that an active military or law enforcement officer receives, an analogue of salary. It consists:

  • from the salary of the position;
  • payments based on rank;
  • various bonuses (for special conditions of service, length of service, class, work with state secrets, risk in peacetime, efficiency and integrity, etc.). Calculated as a percentage of DD. A complete list of allowances is given in Art. 2 Federal Law No. 306 of the year.

To determine the size of pension payments to retirees, the monetary allowance at the time of appointment or recalculation is taken into account, and not what the former army soldier or “silovik” actually received during the period of service. Therefore, indexation of DD automatically leads to an increase in pensions.

Who can receive a military pension?


As a rule, military personnel, due to preferential calculation of length of service, can apply for a pension at 45-50 years of age. They can continue to work in the civil service. Let's take a closer look at who can count on receiving this payment.

Categories of the population applying for a military pension

Regulatory acts establish that the following can count on payment of a military pension:

  • Representatives of the Ministry of Defense.

Calculation of military pensions until the end of the freeze

First, let’s explain why freezing the coefficient has a negative impact on payments. Since the amount of monetary allowance is multiplied by a percentage, the amount of accruals is reduced by a certain proportion. Example. In 2021, a military serviceman receives an official salary of 18,000 rubles, and a rank salary of 15,000 rubles. in total, taking into account a monthly allowance (40% of the content). He retires with 27 years of service, which is 7 years more than the minimum required. Calculation: ((18,000 + 15,000) x 0.5 + (18,000 + 15,000) x 0.03 x 7)) x 0.7368 = 17,263, 23 rubles. - pension amount.

If the reduction factor were absent or increased, the pension amount would be higher. Conditions for assigning a military pension for long service

In accordance with the Law of the Russian Federation dated February 12, 1993 N 4468-1, the right to establish a pension for length of service belongs to categories of military personnel who, on the day of dismissal from service, have a length of service of at least 20 years or are dismissed from service due to reaching the maximum age restrictions for stay at work, due to health or as a result of organizational and staffing changes.

Pension benefits for length of service for the second category of military personnel are assigned provided that on the day of dismissal they:

  • have reached the age of 45 years;
  • have a total work experience of 25 years or more, of which at least 12 years and six months of experience was military service and (or) service in bodies and institutions provided for by law.

The procedure for calculating length of service

When calculating length of service for assigning a military pension, the following periods of service are taken into account:

  • military, in the internal affairs bodies, the State Fire Service (including work prior to appointment in this system on civil defense and emergency situations and disaster management);
  • in the authorities controlling the circulation of narcotic drugs and psychotropic substances;
  • in the bodies and institutions of the penal system.

For officers and members of the commanding staff, the length of service may include the period of their study before entering service (but not more than 5 years) - one year of study goes for six months of service. Service under special conditions is counted toward length of service at a preferential rate.

Military service also includes time of service:

  • in the Federal Service of the National Guard Troops of the Russian Federation;
  • in detachments and formations of Soviet partisans;
  • time spent working in government agencies. power and administration, civilian ministries, departments and organizations with the condition of remaining in military service or as part of the above bodies and institutions;
  • time spent in captivity (if the serviceman did not enter it voluntarily and, while there, did not commit a crime against his state);

Insurance pension for military pensioners in 2021 (latest news)

To receive a second pension from the Pension Fund in 2021, a military pensioner must simultaneously fulfill three mandatory conditions.

Retirement age. Age standards for military personnel and law enforcement officers are established similarly to generally established ones, that is, taking into account the ongoing pension reform.

  • According to the general rules, payments in 2021 will be available to citizens who turned 55 and 60 years old in the second half of 2021. Their retirement is delayed by six months, so they will receive payments during the first half of 2021.

  • The insurance period includes only periods of official work activity during which the employer paid insurance contributions to the Pension Fund.
  • Additionally, the length of service will include other periods listed in Art. 12 of Law No. 400-FZ of December 28, 2013, for example, periods of receiving unemployment benefits, temporary disability, etc.

Minimum IPC. For a military pensioner officially working in a civilian profession, the employer pays insurance contributions to the Pension Fund of the Russian Federation, from which the IPC is formed, calculated in points. In 2021, to receive a second pension, you must have an IPC of 18.6 points.

The standards for these conditions will increase annually. This means that military pensioners will apply for a second pension at a later age with even more experience and points.
